SECRETARY-GENERAL’S BULLETIN

AUGUST 2006

Procedures for the Promulgation of Administrative Issuances​

The Secretary-General, for the purpose of establishing a more efficient system of administrative issuances in the Global Assembly and procedures for the promulgation and publication of such issuances, promulgates the following:

Section 1
General Provision


1.1 In accordance with the provisions of the present bulletin, the following administrative issuances may be promulgated:
(a) Secretary-General’s bulletins;​
(b) Administrative instructions.​

Section 2
Entry into Force and Effect of Administrative Issuances


2.1 Administrative issuances shall enter into force upon the date specified therein and shall remain in force until superseded or amended by another administrative issuance of the same or higher level and promulgated in accordance with the provisions of the present bulletin.

2.2 Staff members at all levels shall be responsible for observing the provisions of administrative issuances promulgated in accordance with the present bulletin.

Section 3
Secretary-General’s Bulletins


3.1 Promulgations of rules for the implementation of regulations, resolutions, and decisions adopted by the Assembly shall require the issuance of a Secretary-General’s bulletin.

3.2 Secretary-General’s bulletins may also be promulgated in connection with any other important decision of policy, as decided by the Secretary-General.

3.3 Secretary-General’s bulletins shall require the approval and signature of the Secretary-General.

3.4 The Secretary-General may delegate the authority to promulgate administrative instructions in implementation of a bulletin.

3.5 Secretary-General’s bulletins shall bear the symbol S/SGB/[year of issuance]/[issuance number].

Section 4
Administrative Instructions


4.1 Administrative instructions shall prescribe instructions and procedures for the implementation of Secretary-General’s bulletins.

4.2 Administrative instructions shall be promulgated and signed by the Under-Secretary-General for Management or by other officials to whom the Secretary-General has delegated specific authority.

4.3 Administrative instructions shall bear the symbol S/AI/[year of issuance]/[issuance number].

Section 5
Review and Amendment


5.1 Officials responsible for promulgating and/or implementing administrative issuances shall see to it that issuances in effect within their respective spheres of competence are reviewed periodically so as to ensure that the rules, instructions, and procedures that they describe are up to date, that obsolete administrative instructions are abolished with minimum delay and that new issuances or amendments to existing issuances are promulgated as required.

5.2 Proposals for administrative issuances shall be prepared in consultation with major organisational units concerned.

Section 6
Procedures for the Implementation of the Present Bulletin


6.1 The Under-Secretary-General for Management & Policy may promulgate administrative instructions detailing procedures for the implementation of the present bulletin.

Section 7
Final Provisions


7.1 The present bulletin shall enter into force on the date of its issuance.

SECRETARY-GENERAL’S BULLETIN

AUGUST 2006

Organisation of the Secretariat of the Global Assembly​

The Secretary-General, for the purposes of establishing the organisational structure of the Secretariat of the Global Assembly, promulgates the following:

Section 1
Location


1.1 The Secretariat of the Global Assembly, which is one of the principal organs of the Organisation, is located at the Headquarters of the Global Assembly in The Hague.

Section 2
Functions


2.1 The broad functions of the Secretariat are as follows:
(a) To provide support to the Secretary-General in fulfilling the functions entrusted to them under the Charter of the Global Assembly and in implementing the mandates provided by the Member States;
(b) To promote the principles of the Charter and build understanding and public support for the objectives of the Global Assembly.

Section 3
Organisational Structure


3.1 The Secretariat is headed by the Secretary-General, who is the chief administrative officer of the Global Assembly.

3.2 The Secretariat consists of the following major organisational units, each headed by an official accountable to the Secretary-General:
– Executive Office of the Secretary-General;
– Office of Legal Affairs;
– Department of Political and Peacebuilding Affairs;
– Department of Peace Operations;
– Department of Safety and Security;
– Office of Humanitarian Affairs;
– Department of Economic & Social Affairs;
– Department of Global Communications;
– Department of Management.​

3.3 The mandate, functions, and organisation of each of these units are to be prescribed in separate Secretary-General’s bulletins.

Section 4
Coordination


4.1 Coordination of the work of the Organisation is effected through the Senior Management Group, which includes all the heads of departments, offices, funds, and programmes of the Global Assembly. Subject matters which do not require the attention of these bodies are coordinated in accordance with sections 4.2 and 4.3.

4.2 A subject matter which falls within the field of responsibility of more than one major organisational unit shall be dealt with by the unit to which it principally belongs, in consultation with the other units concerned.

4.3 A subject matter which is not specifically mentioned in the Secretary-General’s bulletins on the major organisational units referred to in section 3.3 shall be dealt with by the unit to which the subject matter ought to be referred to in accordance with the distribution of work within the Secretariat, unless the Secretary-General makes a specific decision in the case.

Section 5
Final Provisions


5.1 The present bulletin shall enter into force on the date of its issuance.
