I. OPERATION/SITUATION
Northern Mexico has insurgents known as the Cartel Alliance. This alliance consist of the Cali Cartel, Guadalajara Cartel, Juárez Cartel, and Sinaloa Cartel. Key leaders and targets include, Joaquín Archivaldo Guzmán Loera (El Chapo) *Cali Cartel Leader*, Gabriel Yutan Gomar Pueblo *Guadalajara Cartel*, Vicente Carrillo Fuentes (El Sombra) *Juárez Cartel Leader*, and Michael Ramirez Gutiérrez (El Carnicero) *Sinaloa Cartel*. All are presumed to be in the United States and are presumed to be meeting in El Paso. The information that the leaders of these cartels are heading to El Paso would come from imbedded agents of the Federales, this information would be shared with the United States (Odinson).

II. FRIENDLY FORCES
All units would hold their current position and await relief from the newly formed "1st Draft Regiment" consisting of 50,000 soldiers. These troops would relieve all current holdings. Unit break down is as follows.

1st Draft Regiment (5,000 Personnel) - Mexico City, and Guadalajara, Jalisco
1st Brigade (3,750 Personnel) - Baja California, and Baja California Sur
2nd Brigade (3,750 Personnel) - Sonora
3rd Brigade (3,750 Personnel) - Chihuahua
4th Brigade (3,750 Personnel) - Coahuila
5th Brigade (3,750 Personnel) - Nuevo León
6th Brigade (3,750 Personnel) - Sinaloa
7th Brigade (3,750 Personnel) - Durango

After almost an entire year of fighting and 2 months of holding the lines the Military Police Corps would finally get to return to their duty stations for R&R as the newly drafted soldiers take their place. The drafted soldiers are equipped just as well as their Active Duty comrades. However they lack equipment. They would use the left over equipment from the Military Police Corps. The 1st Draft Regiment would be positioned on all the border checkpoints that lead to America. Continuous raids would be conducted in key cities, included but not limited to Juárez, Tijuana, Hermosillo, Monterrey, Culiacán, Guadalajara, and Durango. The cartels were severely beaten by this point of the war. Many rumors of peace talks began, although nothing has reached the ears of the Government yet. The United States would be updated on any operations near the border.

Over the next few weeks, things would appear to quiet down, as many Cartel members went into hiding, or attempt to flee the country.

Operation Swift Justice

After all personnel have been exchanged and shifted out the new troops of the 1st Draft Regiment would begin their new campaign. Operation Swift Justice would focus on 2 primary tasks. 1) Seize control of key government officials, government buildings and infrastructure behind Cartel Lines and 2) Begin door-to-door sweeps for cartel members in key target cities.

In Juárez members of the 3rd Brigade would begin their movement to the Govenor's House, Mayor's House, and all other government buildings. The movement would go smoothly encountering no resistance. The soldiers would be on edge, as they were only draftees and received 1 less month of training than the typical soldiers. After securing the buildings and ensuring all VIPs were secured, they would move onto their second objective. 3rd Brigades 1st, 2nd, and 4th Battalions would move out into the city, conducting door-to-door checks. They would use battering rams to enter homes unannounced. Once the doors would be knocked down, the troops would push into the residences and sweep each room. High Value target buildings would receive a flash bang grenade before troops entered. If any contraband was found, i.e., Guns, Drugs, Cartel Propaganda, all members of that household would be apprehended and sent to an internment camp outside the city limits. Children would be given temporary housing sponsored by the Government, whereas the men and women would be separated into separate camps. Everyone found in possession of contraband would be interrogated by the Federales. If found innocent by the Federales they would be escorted outside the camp but would not be allowed reentry into the city. If found guilty they would be sent off to Mexico City via Military Convoy and be put on trial for war crimes, and any other charges that may stick. Anyone that would willing give up information on the Cartels would receive asylum, and if the information proved to be effective than those individuals would be rewarded with a cash sum. This would occur for Tijuana as well with 1st Brigade.


Later that evening Cartel Members would begin moving stealthily through the city. A mandatory curfew was in effect after all. They would begin placing IED bombs on untouched infrastructure of theirs, particularly those near the border with the United States.

Loud explosions echoed in the night, sweeping through the streets of Juárez. Citizens in El Paso, just over the border would also hear these loud explosions going off. Similar to Juárez, Tijuana also experienced their share of bombs, although the explosions were much further south and were unable to be heard over the border.

Local law enforcement and emergency services quickly arrived on scene to these explosions and began performing life saving measures for thousands of citizens. By morning roughly 13,000 casualties were reported, of which about 400 died, all civilians. Many more survived, however, amputations had to take place. President Fox would go on national television and speak about the actions in Juárez and Tijuana.

"Last night an attack occurred on two of our cities. Juárez and Tijuana have seen the worst of the fighting since this war started. I have no doubt this attack was in response to our rapid response and swift actions of taking out key leaders and seizing or destroying over $90 million in Cartel Assets. The Cartel knows they're the bad guys in this. They're Devils that wear the faces of Mexicans. As of right now I'd like to first say thank you to the brave men and women who risk their lives last night to rush headfirst into a terrorist attack and save the lives of more than 12,000 people. Without you, those families would have one less loved one tonight. I'd like to take a moment of silence for those that will not be joining us tonight."
*A pause and silence would envelope the screen*
*President Fox would continue*

"Thank you, yesterday afternoon I gave out an order to enter every building in Juárez and Tijuana and search for any contraband to end these Demons. While the raids were very successful, they woke a harsh punishment. When I ran for President, my main agenda was to stop the Cartels at all costs! Now I question my motives. By placing citizens in harm's way, I am no better than these Cartels. I still will honor my pledge to rid these Cartels from Mexico! These vermin must be eliminated. They call themselves thieves with honor... If they have honor then I call out to them, LEAVE CITIZENS OUT OF THE FIGHTING! If you want a target, then target ME! I am not in hiding. These cowardly attacks will do nothing but cause more unnecessary death. Again, let me say again my prayers go out to those lost in this tragic attack and to that of this grieving nation. Thank you."

With that President Fox would leave the podium and a news anchor would return to the screen talking about the President's speech.

As the turn of new year began Mexican Armed Forces have pushed the Cartel to the edge of collapse. Nightly raids occur in cities along the border with the United States. Many of the key Cartel Leaders have fled into the United States or have go into hiding in the vast rural areas of Northern Mexico. After the terrorist attacks, the Mexican run news agency, Mexican National News, did not speak on the matters and instead kept the broadcast from the President within the borders of Mexico. Juárez and Tijuana were placed on lockdown and martial law. Border with the United States was also shut down between those cities. Soldiers remained on edge while patrolling the streets. Over December things remained quiet during the war. However, a darkness loomed over the cities and towns of Northern Mexico.

"3....2....1....BREACH!!" one soldier shouted. They kicked the door down of a family's home and the soldier behind threw a flashbang grenade. *BANG* Soldiers rushed in screaming. *Crack....Crack....Crack* the sound of a gun echoed. A man, woman, and child lied dead on the floor. "CLEAR...NEXT HOUSE!" the soldier shouted.

*Static over a radio* "1-7 to Zero Base - Sir sector 3 is secure moving onto sector 4" a voice over the radio stated.

General Ramírez:
"Copy 1-7, follow current directive, At-All-Cost!"


*Static* "Sí Señor! At-All-Cost, 1-7 OUT." *Static*

"Orders are to execute all persons deemed a threat to the Republic. I want any and all rounded up at the center of the street. A CO you're on site duty" *Hands Premiro Gonzalez a shovel* "B CO you're on breach duty. C CO and D CO security. Any questions?" Coronel Ignacio stated to his company commanders.


"At-All-Cost." they each stated in a mumble.


A CO-2nd Battalion-1st Brigade-1st Draft Regiment
Baja California-Tijuana outskirts

January 4, 2001-2130hrs.-0000hrs.
Premiro Gonzalez: "Get to digging, I want this hole shallow. Let them resurface and be an example to those that choose their side. 1st Platoon get the gasoline and start pouring it in as they dig out the hole. 2nd Platoon start digging the ditch 100m long no more than 4m deep. 3rd Platoon I want you on collections. Start dumping the bodies in the whole and when it gets full light it. 1st burry the remains. By order of General Ramírez this is a no fail mission."

Many of the men were hesitant to do this but were under orders of General Ramírez. General Ramírez had a reputation. He was Special Forces and trained with certain United States Special Forces and FBI agents back in the 80s. He was known as a no-nonsense type of man. Many reports of harassment and corporal punishment have been filed against him, although he was favored by prior administrations for his results of always completing his mission. As supreme commander over this operation and of Operation At-All-Cost, he had direct control of how to handle the situations on the ground. No one dared to go against his orders under threat of their own lives.

As the bodies began to come in 3rd Platoon began carrying them to the ditch that 2nd Platoon dug. The bodies were covered in blood and bullet holes. Many couldn't be identified even if examined. Some with missing limbs and others with scorch marks. One by one the bodies were tossed into the ditch. As the ditch began to fill, there must have been at least 1,000 bodies. Men, women, and children alike were in this mass grave, nameless and mutilated. Soldiers from 1st Platoon began to pour gasoline over the bodies and then threw lit matches into the pit. The flames rose as the bodies began to crackle. As the night went on the flames began to die down. Charred remains were all that were left in the mass grave. Soldiers from 2nd Platoon began to throw the dirt over the remains.

By daylight the soldiers moved out to their next objective.



B CO-2nd Battalion-1st Brigade-1st Draft Regiment
Baja California-Tijuana
January 4, 2001-2130hrs.-0000hrs.
Premiro Estrado: "Okay I want a grid-by-grid search, just like Sector 3, no loose ends. Every door gets breached. No shots unless you perceive threats. 1st Platoon you'll be transport crew to A CO. Take the trucks. 2nd and 3rd on me, 3rd take up the north end and work south, 2nd you'll be with me and sweep south to north. We meet in the middle and round up the rats. Ammo check." After retuning each Platoon Leader reported that they were resupplied. "Alright get your boys ready. No stone unturned, no door closed, everyone gets searched. This city needs to be cleansed. Remember El Chapo remains our highest priority. Execute on site, I want no second chances for that trash. Move out."

They would search systematically through each block, each street, each house, each room. Anyone they deemed to have ties to the Cartels would be dragged from their homes. The entire household would be drug out into the street and shot immediately. The bodies would then be loaded onto a truck and drove off to A CO. Many more were sparred. If any drugs or weapons were found in a home the entire family would be executed.

General Ramírez
Baja California-Tijuana-Mayors Manor
January 4, 2001-2000hrs.-2130hrs.
Inside the Mayors Manor in Tijuana, General Ramírez would be joined with Mayor Horacio and other leading officials to include media officials.

General Ramírez:
"Tonight, is the night Señor Horacio. Tonight, the raids will begin. Please open your briefcases." Inside each briefcase would be $250,000 in cash. "This is for each of you. There will be no words about tonight. El Presidente will not find out what has occurred." General Ramírez would light a cigar and take a few puffs. "This city is now under my protection, and I would hate for things to become uncontrollable."

Mayor Horacio: "Is this a threat? A bribe? You come to my city under orders of our government to protect our citizens and you slaughter them like pigs. Then you expect us to take this dirty money?"

General Ramírez: "It's the same money you've been taking from the start. This money was seized by the cartels and is being redistributed to you. Of course, this is a bribe, but it can become a threat should you chose." *Cocks pistol* "I prefer to remain civil, but the color red could be nice in this room. I have been generous thus far. Offering you money and protection. But you have an infection in this city Horacio, and it needs to be culled. There is a reason that I am in charge of this operation. I make results instead of waiting on them. I cannot be bribed or enforced for war is my church. I will turn your city into a respectable community by any means necessary." He would turn his attention to the media officials. "Nothing gets said about what happens here. Nothing gets posted without my approval."

Media Official: "Sí Señor. Not a word."

Mayor Horacio: "I can't wait to see you shot for this. You're no better than the Cartels."


General Ramírez would place his gun by Mayor Horacio's head. Horacio would stare directly into the eyes of Ramírez. Ramírez would then pull the trigger. *Click* Horacio let out a whimper as the hammer of the gun clicked. Then he would breathe a sigh of relief. Ramírez would chuckle.

General Ramírez: "I like you. You have the balls to look a man in his face when facing death." He takes a puff of his cigar and blow a puff of smoke in Horacio's face. "Step out of line and there may be a bullet in there next time. I never load my own gun. Makes things interesting in these situations." He would then put out his cigar in Horacio's chair and slap him on the cheek twice, before walking out of the manor.

Inside the chambers of The National Palace, President Fox along with other members of his cabinet would be meeting to discuss the end of the war with the cartels. The Cartels would be in shambles and scattered. The high value targets would be either confirmed killed or presumed to have fled the country. With increasing government benefits to include work, education, and health care, the crime rate in Mexico has been significantly reduced. It would be discussed in the meeting that Border Patrol would maintain the border, and that all local police would be thoroughly investigated and be returned to service immediately following the background checks. Local garrisons of Military Police will assist local police with their day-to-day activities during this transition. The curfew would be lifted effective immediately. Once law and order resume and all is said and done, all Drafted Personnel would be honorably discharged from active service and be awarded the newly formed Cartel Combat Action Medal.
All other conventional forces would return to their duty stations effective immediately. The proposal for peace would be submitted to congress and would pass immediately with unanimous decision. President Fox would then sign off on the Peace Agreement. The agreement would state the dissolution of the Cartels within Mexico. It would also state that anyone involved with Cartel activities face a sentence of no less than 20 years in prison and with a maximum sentence of the death penalty.

END STATEMENT: All troops are returned to their duty stations, or relieved of duty if drafted. Generals will remain to ensure security of the Nation. Local garrison Military Police will work with Local Police to ensure security, curfew is lifted, and Border Patrol will resume operations on the border as usual.
