I. Orders/Situation
Due to civil unrest in Thailand, the Mexican Navy has decided to deploy five ships to escort the merchant vessels across the ocean and into Thailand's waters. The Thai government has been updated on this current event. The Thai government has assured Mexico of their naval power, regardless Mexico will be sending it's own ships to aid in shipping protection. The five ships selected for deployment are as followed:
  • F211 Ignacio Allende, with 288 Personnel
  • F212 Mariano Abasolo, with 288 Personnel
  • P161 Oaxaca, with 77 Personnel
  • P162 Baja California, with 77 Personnel
  • P141 Sierra, with 76 Personnel
Along with these ships a detachment of Naval Infantry from the 1st Marine Battalion, Banshee Company, will also be on board these vessels. 250 Naval Infantry will be sent in total. The escorted ships are as followed:
  • MEX-CS1, MSC Flaminia (Cargo Ship)
  • MEX-CS2, MSC Flaminia (Cargo Ship)
  • MEX-CS3, MSC Flaminia (Cargo Ship)

This operation will continue until the Mexican Government deems the trade route safe, or until the Thai government wishes to cancel the trade route. The route from Mexico to Thailand will be as followed: DL>CL>BL>AL>RL>QL>PL>OK>OJ>OK / The route from Thailand back to Mexico is as followed: OK>OJ>OK>PL>QL>RL>AL>BL>CL>DL.

II. Enemy Forces/Rules of Engagement
The unrest in Thailand is to be avoided at all cost. However in the event that ships, personnel, or any other Mexican interest are fired upon, signals, flares, and any other method of non violence will be the first course of action. If this method fails and the Thai Military has not intervened a warning shot will be authorized. If this method fails and all other methods of determent are met, the Captain may authorize deadly force. Thailand is considered a friendly nation and relations must be kept.

Other advisements: Reports of separatist Thai forces may be aided by foreign means, specifically from the Congo. Congo Personnel, if on ground are to be unharmed unless it is unavoidable.

The news of the Mexican trading vessels coming into port soon would speed up the timeline for the operation. The warships would be refueled, and loaded up for mission capabilities. As the trading vessels entered into Mexican territorial waters, the P161 Oaxaca and P162 Baja California would leave port and escort the ships into the Port of Tijuana. The Naval Infantry would guard the crew as they offloaded the ship with Thai goods. It would take approximately 6 hours to load offload the Thai goods and load the Mexican goods onto the ships. During this time the warships would do their final inspections prior to their departure. The F211 Ignacio Allende and F212 Mariano Abasolo would house the detachment of 250 Naval Infantry, while the P141 Sierra would store additional fuel, in the event it was needed.

When the crews changed out for the shipping vessels and were ready to depart, they would leave with the escort of the 5 ships. Once they reached the borders of the Mexican territorial waters, the P161 Oaxaca and P62 Baja California would turn around and patrol the border for about an hour before returning to port. The F211 Ignacio Allende, F212 Mariano Abasolo, and P141 Sierra would continue their voyage.

The F211 Ignacio Allende and F212 Mariano Abasolo would take lead with equal spacing apart. The shipping vessels would remain in the center of the formation, and the P141 Sierra would be in the rear. They would remain at cruising speed until they reached the border of the Mexican territorial waters, after which they would reduce speed as to save fuel. Once going past Hawaii they would contact the Naval Base at Pearl Harbor and request permission to refuel.

Assuming the American's allotted the refueling the vessels would continue on their journey. They would arrive within a week due to their slow speed. The Port of Bangkok and the Thai Defense would be notified of their arrival.

The warships would break away and follow any directions from the Thai Government. The Cargo ships would continue on their path to their assigned ports. Once all ships were docked. The Mexican ships would contact the Ministry of Defense for Thailand and request a one week stay before returning home.

As the Thai government received the message, they would contact the Ministry of Defence. The Ministry of Defence would reach out to the Mexican government to dock their ship at the Sattahip Naval Base. Two M16 Fast Boat will guide the Mexican vessel safely to the Naval Base. They will see 14 frigates and 5 OPVs at the Sattahip Naval Base, and the Thai Navy will provide Mexican ships with fuel and service to the personnel. The Thai Navy personnel will give them a warm welcome

The Mexican Sailors would remain on the ships while, Capitán de Navío (Ship Captain) Vera proceeded off the ship to meet with the Port Officer of the Thai Navy, he would render a salute and explain their purpose there. He would greet the Thai Naval Officer and thank him for their warm welcome. He would assure him their stay would be short while the goods from Mexico are being offloaded and the goods from Thailand are being loaded. He would speak in English although it was broken, and some words would be in Spanish. He would also request that his sailors could have access to the base for basic amenities, and also told the Thai Navy that the Mexican Navy will remain on the ships and have a curfew of 2100 hrs. (9:00 P.M.). If allowed the Mexican Sailors would have to sign out on their assigned ship and state, where they were going. They would also need permission to leave from their direct chain of command. Once Capitán de Navío Vera received instructions from the Thai Navy he would brief the crews of the ships of their limitations while at port.

The Rear Admiral Chulamai Kaewburesai, vice commander of the Sattahip Naval Base, would speak with the Mexican captain. A few hundred Thai Navy Personnel watched from onboard and the ground. Chulamai struggled to understand during the conversation due to his and other English skill. The translator got in and did the translation. Chulama agreed that the Mexican personnel needed amenities and allowed them to access most of the place(coffee shop, dockyard, golf field, restaurant, and facilities) except for the Marine base. There is around two thousand Thai Navy personnel, and most will approach the Mexican during their free time to joke around and share Naval Tradition. There are 19 Kamov Ka-226, and some personnel will invite the Mexican to parachute with them. Most of them should be having fun.

The Sailors would enjoy their time in Thailand, exchanging patches and other items. Although restricted to the Naval Base, most sailors explored what they could, getting to know their Thai counterparts. The Mexican Marines on board the vessels would not be permitted to leave the ship as per their unit commanders. Officers of the Thai Navy would be welcomed onto the vessels however be able to tour the ship. Once the cargo ships were loaded, they would notify the Mexican Naval warships. They would depart at 2100 hrs. about a week later after docking. The Mexican Sailors would say their goodbyes to the friends they made as they returned to their ships and departed. Once fully refueled they would chart a course for Pearl Harbor, Hawaii.

After refueling at Pearl Harbor in Hawaii, the ships would return home and return to their home ports. The cargo ships would continue their normal trade route without armed escorts from here on out.
