OVERVIEW

The Republic of Türkiye has authorized a covert intelligence operation in response to escalating security concerns connected to PKK-linked activity in Europe. The organization has been directed conduct a targeted intelligence mission in Paris to identify and break the PKK's growing Europe network. MİT intelligence personnel have been deployed to Paris to conduct a limited overseas intelligence mission focused on observation, assessment, reporting, and the protection of Turkish national interests.

Operation Just Cause is designed as a limited intelligence and security initiative focused on disruption of hostile networks, collection of information, and protection of Turkish national interests. MİT field personnel will operate alongside diplomatic security and intelligence coordination elements to identify threats, assess networks, and provide decision-makers with timely intelligence. The operation emphasizes intelligence collection, surveillance, and strategic disruption rather than conventional military action.

Recent intelligence assessments indicate that European-based PKK-linked networks have expanded their political, financial, and logistical presence across the continent. MİT analysts have identified the Kurdistan National Congress (KNK) as a key organization of interest due to suspected links with broader PKK-aligned structures operating throughout Europe.

Information gathered through intelligence channels, including debriefings of captured PKK personnel, has provided further insight into the organizational relationships supporting PKK activity outside Türkiye. Reports indicate that senior figures connected to the European network maintain influence over coordination, communications, and political outreach efforts. The Paris intelligence mission will focus on developing a comprehensive understanding of these networks, assessing potential security threats, and providing strategic intelligence to Turkish authorities for future diplomatic, legal, and security decisions.

Operation Parameters​


  1. Mission Planning

      Personnel travel arrangements have been coordinated through commercial routes from Ankara to Paris with a connecting transit point in New York.
    • Command Coordination:
      Upon arrival, Kirkut and Hatay will establish contact with the MİT Paris Resident Chief, Selim Arslan, who will provide mission updates, intelligence priorities, and reporting requirements.
  3. Intelligence Collection Phase
    • Initial Contact:
      Kirkut and Hatay will establish communication with a confidential informant, Rewaz Ewrîn, who possesses knowledge of PKK-linked activity within European circles.
      The source will assist in providing contextual information regarding individuals connected to the Paris network.
    • Network Assessment:
      The mission will seek to understand organizational relationships and identify individuals associated with political, financial, and logistical activity.
    • Tasks:
      Hatay will focus on assessing financial structures and resource networks connected to the organization.
      Kirkut will focus on assessing political relationships, public-facing structures, and influence networks.
    • Secure Communications:
      A secure communications system will be provided through the Turkish diplomatic mission to support communication between MİT personnel and the designated liaison officer.
      Field reporting and mission updates will be transferred through protected channels to the liaison officer, who will coordinate onward communication with MİT headquarters in Ankara through established diplomatic communication systems.
    • Liaison Coordination:
      The liaison officer will act as the primary coordination point between field personnel and Ankara-based intelligence leadership, ensuring continuity of reporting, intelligence assessment, and administrative support throughout the operation.
    • Operational Procedures:
      All MİT operational procedures, security requirements, and internal protocols remain in effect throughout the mission period. Personnel will maintain communication discipline, intelligence handling standards, and reporting procedures as directed by mission leadership.
  4. Data Collection and Analysis
    • Information Review:
      Collected intelligence will be reviewed by MİT analysts to determine the credibility, relevance, and strategic importance of gathered information.
    • Reporting:
      Field reports will be compiled and transferred to MİT leadership for assessment. Reports will include intelligence summaries, observations, and updated threat evaluations.
  5. Post-Mission Procedures
    • Depature:
      Kirkut and Hatay will depart upon conclusion of penetration operations and return to Ankara for mission debrief.
    • Assessment:
      Following completion of the mission period, collected information will be reviewed to determine further diplomatic, intelligence, or security responses.

The arrivals hall at Charles de Gaulle hummed with the particular exhaustion of a transatlantic red-eye—rolling suitcases dragging across polished floors, the low murmur of a dozen languages colliding under the vaulted ceiling. Outside the tall windows, a grey Paris morning was just beginning to lighten.

Kirkut adjusted the strap of his carry-on and glanced sideways at Hatay, who was scrolling through something on her notebook. Neither of them looked at each other for more than a few seconds as Hatay made it look like she was busying herself with a printed itinerary attached to her notebook.

"Passport, please have it ready," a French airport attendant called down the line, funneling the crowd of disembarked passengers toward the immigration queue.

Hatay slipped her notebook into her backpack and let her eyes wander, the way a tired traveler might. The queue snaked forward slowly. Somewhere behind them, a toddler was crying. Ahead, an older man in a rumpled blazer turned around, catching her eye.

"Long flight?" he asked, nodding toward the Air France boarding pass still tucked in her hand. His accent was a thick northern New York one.

"From New York," she said, offering a small, easy smile. "Felt longer than it was."

"First time in Paris?" He asked?

"For me, yes." She tilted her head toward Kirkut, who was pretending to be absorbed in his phone. "Aclan's been before, for work. I'm visiting from Boston. I study art history at BU, so this is basically a pilgrimage." She let off a little laugh. "The Louvre, Musée d'Orsay, probably too many churches. We've got three weeks before he starts his new job, so we're trying to see everything."

"Oh, nice. What does he do?" the man asked.

"Something with money and numbers," Hatay said with a light laugh, giving off an air-head-like level of energy.

"Investment banking," Kirkut said with a sigh, as if this were a conversation he'd had a dozen times before and found mildly tedious. "Figured I'd take the trip before I chain myself to a desk."

The man looked at him. "Congratulations on getting the job. What firm?"

Kirkut looked at him. "JP Morgan, I'll be working out of their New York office."

The man nodded. "No better city for people in our line of work." He handed him a business card. "Call me if you ever want to make a career switch." He said with a smile as he handed him the card." His wife then turned behind him. "Enjoy it while you can, then. Paris in the spring, you picked a good excuse. We come here at least once a year."

"That's the idea," Kirkut said, and the line shuffled forward another few feet. The queue thinned ahead of them. A uniformed officer at one of the immigration booths glanced up, scanned the line, and lifted a hand.

"Suivants, next two, please. Come forward."

Hatay smiled at the man behind them, murmured something polite about it being nice talking to him, and slipped her hand into Kirkut's. Together, they stepped toward the booth. Kirkut handed the man both their passports.

A uniformed officer at one of the immigration booths glanced up, his eyes scanning the queue with the practiced detachment of a man who had long since stopped seeing faces and now only saw passports, visas, and potential threats. His gaze lingered for a fraction of a second on Kirkut and Hatay before he lifted a hand, beckoning them forward with a gesture that was more command than invitation. "Suivants, next two, please. Come forward."

The officer, a man in his late forties with a face that seemed carved from years of stoic indifference, took their passports without a word. His fingers, calloused from years of flipping through documents, traced the edges of the booklets as if searching for something beyond the printed details. He tapped a few keys on his terminal, the sharp clack-clack of the keyboard echoing in the sudden quiet like a gunshot. The screen flickered, and his brow furrowed almost imperceptibly, something was off. The system flagged the passports as invalid, the digital records failing to match the biometric data embedded in the chips. A glitch? Or something far more deliberate?

For a moment, there was silence, thick and suffocating. The officer’s gaze lingered on Kirkut (Aclan) a second too long, then shifted to Hatay (Aya), his expression unchanging but his eyes betraying a flicker of suspicion. He tapped a few more keys, the sound of the keyboard now a rhythmic drumbeat in the tense atmosphere. Then, without looking up, he spoke, his voice low and deliberate, each word measured like a judge delivering a verdict. "Un moment, s’il vous plaît."

A pause.

Then, with the same impassive tone, he gestured toward a narrow hallway to their left. "Step this way."

They were led to a small, windowless room off to the side of the immigration hall, the door clicking shut behind them with a finality that felt like the slam of a prison cell. The room was sparse, the walls bare save for a single, slightly faded poster of the French flag. A table sat in the center, its surface marred by the scratches and stains of a thousand interrogations. The officer gestured to the chairs on one side of the table, his expression still impassive, his voice devoid of inflection. "Please, take a seat."

He left without another word, the door locking behind him with a metallic click that seemed to echo in the sudden silence. The hum of the airport, the murmur of voices, the clatter of luggage, all of it faded away, leaving only the sound of their breathing and the faint, almost sinister buzz of the fluorescent lights overhead. Then, the door opened again.

This time, it wasn’t the immigration officer who entered, he had already returned to his post, his duty fulfilled. Instead, it was a woman, her dark hair pulled back into a bun so tight it seemed to stretch the skin of her face. Her suit was immaculate, the fabric crisp despite the early hour, as if she had stepped out of a boardroom rather than a backroom interrogation cell. She carried a file in one hand, her movements precise, controlled, like a predator circling its prey. She didn’t introduce herself. She didn’t need to.

She sat down across from them, her gaze shifting between Kirkut and Hatay with the cold calculation of a chess master evaluating her next move. The air in the room seemed to grow heavier, the space between them charged with an unspoken tension. "So," she began, her voice smooth, her French accent sharp enough to cut glass, "let’s try this again, shall we?"

They would never know that the casual conversation in the immigration line had just set in motion a chain of events that would unravel everything. He and his wife had already moved on, their thoughts turning to the croissants and coffee that awaited them in the city, blissfully unaware of the storm they had inadvertently triggered. But in the sterile confines of the interrogation room, the woman across from them was piecing together the truth with the relentless, almost mechanical efficiency of a machine.

"You said you work for JP Morgan," she continued, knowing and seeing the conversation from the CCTV cameras of the airport prior to the conversation, her fingers tapping lightly against the file, the sound like a metronome counting down to an inevitable conclusion. "New York office, correct?" Her lips curled into something that wasn’t quite a smile, more a baring of teeth. "Funny. We just crossed data with a simple call to JP Morgan’s Paris liaison. They have no record of a new hire named Aclan Akman. Or Aya Sezgin. Or any of your aliases, for that matter." She leaned forward slightly, her eyes never leaving Kirkut’s face, her voice dropping to a whisper that carried the weight of a verdict. "Care to explain that?"
