Top Secret and Encrypted Message from the Islamic Republic of Pakistan

To: Juan Desilva, Minister of Foreign Affairs of the Federative Republic of Brazil,

From: Hina Rabbani Khar, Minister of Foreign Affairs of the Islamic Republic of Pakistan

Hello Minister Desilva, I hope this message finds both you and your wonderful nation well. I'm writing to engage in a broad discussion regarding the current international situation, the appointment of a new Pakistani Ambassador to Brazil, further offsetting civil and military deals, and increase of Pakistani investment within and tourism to Brazil. The Islamic Republic of Pakistan views Brazil as a vital strategic partner and ally and it's my hope that we can engage in these types of informal dialogues to ensure both of our nation's are on the same page in terms of foreign policy and also with an aim to increase bilateral commerce and general positive interaction between our two nations. So I hope that this will be the start of long and fruitful conversations between you and I from time to time, in order to not only maintain, but also strengthen and build upon the strong relations that our two nations leaders built during their recent summit.

In terms of foreign policy, while Pakistan does not interfere within the domestic affairs of our allies, friends, and partners, the Ministry of Foreign Affairs is somewhat concerned that the recent Brazilan policy to not extend a travel visa program to a range of nations could adversely affect your nations large tourism industry and potentially make securing foreign investment, technology, expertise, etc, more difficult to acquire from the nation's effected by your recent policy. While Pakistan firmly believes that Brazil and any nation has a right to set their own domestic policy, as a friend Pakistan feels it necessary to advise that Brazil should consider engaging with several of the nation's currently under restriction by your government, as several are nations Pakistan would consider neutral to Brazilian interests and are also nations with high volumes of tourists and also have willing suppliers of technology both civil and military. Pakistan asks only that Brazil take a closer look at your list of banned nations, as we are worried that this policy could harm Brazil's vibrant tourism industry, while a number of the nation's on the list in our opinion are also not hostile to Brazilian interests in the opinion of the ISI. This is just our opinion and your decision regarding this matter has no barring on Brazilian-Pakistani relations.

To that end, the Islamic Republic of Pakistan would like to help Brazil and boost the amount of tourists traveling from Pakistan to Brazil. Therefore we feel that it would make sense for PIA and perhaps other Pakistani carriers to establish several routes to major Brazilian cities, to promote tourism to Brazil and to supply the increasing demand for business travel to and from Brazil and Pakistan. The Government of Pakistan is also making the growth of PIA a paramount concern and PIA and the government are looking to acquire several dozen Embraer E195-E2 narrow-body jet airliners from Brazil, with the cost being offset by the purchase of products from Pakistan, which can be negotiated further. The Government of Pakistan hopes that this will not only fuel greater tourism and business travel between our two nations, but will lead to even greater investment between our two nations, within our respective economies. While I can also say that the Pakistan Armed Forces are also interested in offset purchases of additional Brazilian armaments, with negotiations again being able to take place at once.

I would also like to get your opinion on the current global climate and global happenings. What is of interest, concern, etc, to Brazil at the moment? As I would like to analyze Pakistan's own position on these matters and discuss them with you.

Finally, I would like to announce that with his retirement from the Pakistan Army, Lt. General (Ret) Asad Durrani, has been appointed as Pakistan's Ambassador to Brazil. I trust that having built relationships with your leadership, the retired General will serve the interests of Pakistan within Brazil well, as we usher in an even brighter new golden era of cooperation and collaboration between our two nations!

Top Secret and Encrypted Message from Brazil

To: Hina Rabbani Khar, Minister of Foreign Affairs of the Islamic Republic of Pakistan

From: Juan DeSilva

Greetings, for starters it is great to hear from you again and I am excited to hear that General Durrani will be the ambassador to Brazil. I look forward to working closely with him. For as you know, we have quite a few projects about to commence.

As for losing revenue from tourism, we are not that concerned as President Romero has a few plans in place that will replace and even surpass any revenue from a few countries not being allowed to travel to Brazil.

As far as world affairs were are focused and strengthening our ties with our allies, and continue to work on bilateral economic and military ties.

We are currently working on repairing our ties with the Netherlands. We believe the closing of ties with several countries was merely a misunderstanding of our view of the Swedish ICBM incident. With warming relations with the Netherlands we feel more countries will follow suit.

When General Durrani arrives in Brazil, we can begin tying up the loose ends on the El Falcon Project as well your military purchases.

Hope to talk again soon,

J. DeSilva

A Top Secret Message would be Encoded and Sent to Prime Minister Sharif

To: Prime Minister Nawaz Sharif

From: President Victor Romero, Brazil

Dear, old friend. It seems like ages since we have last spoken. The recent turn of events with the economic downturn has certainly affected our ability to do business with one another. But I believe there is light at the end of the tunnel. It is just a matter of time. How are you doing, Mr. Prime Minister?"

I am quite pleased to read about Brazil's happiness regarding the appointment of Lt. General (Ret) Asad Durrani as Pakistan's Ambassador to the Federative Republic of Brazil. Ambassador Durrani's appointment to his new position was considered a formality by both the Chief of Army Staff of the Pakistan Army, Lt. General Pervez Musharraf, as well as Prime Minister Nawaz Sharif, given the intimate knowledge that Ambassador Durrani holds about the special nature of Pakistani-Brazilian Relations, given his role as the former Director-General of the ISI. The Pakistani Government and the Pakistan Armed Forces have every confidence that Ambassador Durrani is the ideal man to facilitate the range of deals and projects our two nations have already agreed to and shall consider over both the short and long-term, as our two nations deepen our ties to one another.

I am glad to hear that President Romero has made necessary and needed arrangements regarding the decrease in the revenue your economy receives from tourism. While the Pakistani Government would like to discuss increasing travel to Brazil for business and holiday, through the increase in flights between our two countries, as well as the acquisition of several dozen Embraer airliners by Pakistan International Airlines. The Pakistani Government is hopeful that the airliners can be purchased from Embraer through an economic offset program, similar to that which we already enacted during Prime Minister Sharif's official state visit to Brazil. Would this be possible? And if so Ambassador Durrani would serve as Pakistan's lead negotiator, as our two nations again look to come to an agreement of mutual benefit with one another.

In world affairs, Pakistan is certainly taking a similar line as Brazil, as we look to improve our nation's economy, increase our global standing, and secure Pakistans interests within South Asia and across the wider world. Though Pakistan certainly views collective security as a benefit, as Pakistan is located quite far geographically from many of our historic allies, while several of our adversaries, such as India and Iran border Pakistan, which creates obvious security complications for our nation. It is because of these existential threats to the very existence of our nation, that Pakistan is pursuing membership within ISAF, as it brings with it many guarantees and benefits to the people of Pakistan. I understand that Brazil has had some difficulties with certain nations that are members of ISAF and I wish to reassure Brazil, that Pakistani membership within ISAF will in no way effect Pakistan's special relationship with Brazil, which we foresee continuing to expand far into the future. So please be aware that Pakistan applying to join ISAF, does not effect our leaning towards the strongest possible bilateral relationship with the Federative Republic of Brazil and your Latin American neighbors.

I am glad to read that Brazil and the Netherlands are in active discussions to improve bilateral relations, as Pakistan has found the Netherlands to be an extremely proactive nation with regards to world peace. It is my hope that your nations opening with the Netherlands, can finally put an end to the unfortunate events that followed the debacle in Sweden, which is certainly one of the strangest incidents within international affairs that I've witnessed in some time. While I'm very happy that this incident highlighted the support Pakistan has for Brazil on the international stage.

With that said, I will see to it that Ambassador Lt. General (Ret) Durrani is dispatched to Brazil from Islamabad at once, so that our two nations may begin concluding any open issues regarding our previous arrangements, while starting negotiations on potential new bilateral arrangements between our nation's and our various public and private enterprises.

Top Secret and Encrypted Message from the Islamic Republic of Pakistan

To: Victor Romero, President of the Federative Republic of Brazil,

From: Nawaz Sharif, Prime Minister of the Islamic Republic of Pakistan

Indeed it seems the same to me, as much has occurred both domestically and internationally since we have last had the pleasure of speaking to one another. How is Brazil navigating the new realities of the world?

I'm really hopeful that your nation is finding it's way out of the economic troubles that it has found itself in as of late. I am certain that with all of the immense potential, as well as natural and human resources that are located within Brazil, that your nation will soon be thriving once again. As a developing nation that is in quite a similar position to Brazil, Pakistan is also facing economic pressure, from which it appears we are now on the road to recovery from. Though my government has certainly been damaged by this economic pressure, which has strengthened the various opposition parties and has also increased the direct role the Pakistan Armed Forces are playing within the running of the nation.

So while I agree there is "Light at the end of the tunnel", I find myself with no shortage of political enemies, due to the recent economic crisis within Pakistan, which the armed forces, opposition parties, and much of the media have blamed on me. I hope that within your nation you are having an easier go of things, at least politically.

From: Nawaz Sharif, Prime Minister of the Islamic Republic of Pakistan

Hello once again my friend, it is a pleasure to hear from you again and please know that I am happy to begin the close cooperation between the Federative Republic of Brazil and the Islamic Republic of Pakistan once again. I have spoken to Minister Khar and she has informed me that Ambassador Lt. General (Ret) Asad Durrani has been dispatched to Brasilia aboard a commercial Pakistan International Airlines flight, aboard one of PIA's Boeing 777-300ER Wide-Body Airliners, which shall be arriving in Brasilia shortly.

The Ambassador will certainly enjoy the welcome he receives in Brasilia, as he truly enjoyed his time traveling with me throughout Brazil and feels that he made the necessary friendships and contacts within Brazil to become an extremely successful representative of Pakistan's interests within Brazil. I'm personally very happy that we can renew our two nations excellent bilateral relations and begin the initiation of the many commercial contracts we have already agreed to, while starting negotiations on future bilateral commercial contracts.

I look forward to speaking with you again soon my friend,

Nawaz Sharif, Prime Minister of the Islamic Republic of Pakistan,

At Brasilia International Airport, President Romero and Defense Minister Oscar DeSilva are awaiting for him in the tarmac in the Brasilia heat. There is heavy security, 5 Black VBMT-LR's awaiting along with the armoured Vinaxuki Armored Presidential Van. There is also one Mil Mi-24 ready to escort the motorcade to the Pakistani Residence.

Soon, PIA's Boeing 777-300ER Wide-Body Airliner lands and minutes later Ambassador Lt. General (Ret) Asad Durrani descends the staircase and is met by President Romero and Defence Minister Silva with firm handshakes.

Reporters snap photos and hurl questions at president Romero and Ambassador Durrani, but President Romero briefly says there will be a presser later in the afternoon after Ambassador Durrani has had a rest after the long flight from Islamabad.

They hop in the Vinaxuki Armored Van. Inside the mood is jovial.

Sitting side by side, President Romero pats Durrani on the knee and says, "General, sorry, Mr. Ambassador. It is good to have you here. We expect great things from this. After you have had a rest, we can have dinner at my private residence tonight. I want to treat you to some of my favourite Brazilian dishes."
