As President Duterte and Prime Minister Marcos are still in their respective videocall conversations with other leaders, and SAP Christopher Go is also on short vacation leave from his recently concluded state visit in Hanoi, Executive Secretary Salvador Medialdea would answer the video call via private, secured line:


"Good day Madame President Ing-Wen! My name is Salvador Medialdea; Executive Secretary of the Federal government. I apologize if you we're expecting for Pres. Duterte instead but he's currently on a conversation with another world leader. But I was advised by President Duterte to represent him in his behalf for this very important discussion with Taiwan.

Madam President, first off, thank you very much for calling us in such a short notice. It's truly an honor to be speaking with you. I'd like first to relay a message coming from our Philippine Navy Flag-Officer-In-charge. They said that they really like the Pan-shi class AOE they have recently acquired from your country. Taiwan is truly a "state-of-the-art" arms supplier.

Now... the first main topic that we wish to discuss with you is.... a bit sensitive. it's about the Spratly Group of Islands. But before we talk about it in full details, we'd like to ask you first about your current relationship with Vietnam? If you won't mind me asking, Madame President?"

I am surprised to see President of Philippine message and willing to talk about our relationships in general. I was eagerly waiting for his call but since he is away, you can give him my regards. What do I owe you a pleasure? The relationship with Vietnam is great and they recognized us as a "True China". I also happy that our defense material worked very well and we will continue to provide the products that Philippine Navy needs."

I’m glad to hear that also have good relationship with Vietnam. Vietnam is our ally here in the Asia-Pacific. And despite of the conflict between Philippines and Vietnam over the Spratly Island group; both of us have successfully resolved this conflict and has agreed with a solution. In fact, we have just concluded our Hanoi meeting and it was very productive.

We hope to replicate the same success between Philippines and Taiwan relationship. And to let you know also, the Philippines and Vietnam will have its second high-level meeting. This time, we plan to invite Taiwan with us. Would you welcome the idea of a tripartite meeting of Philippines, Vietnam, and Taiwan?”

Madame President, I'd like to proceed straight to our main topic: which is the various Island Groups in the South China Sea."


Executive Secretary Medialdea opens a file from his laptop and projects a Powerpoint presentation to the screen for President Ing-wen to see. It appears that the presentation show to President Ing-wen is the recent Spratly discussion between Vietnam and Philippines during the 1st hanoi meeting:




"Madame President, here is the detailed, complete list of all disputed island group and land features over the South China Sea. Of all the island groups, the Spratly Island is the largest and the most contested one. Probably the most popular one as well. Now, the Philippines understand that in the Spratly Group of Islands, Taiwan currently hold and administers Zhongzhou Jio Reef and the Itu Aba Island (which is the largest island of all the Spratly Island group). We also understand that Taiwan currently holds the entire Pratas Island group. We are also aware that Taiwan is also disputing over the Macclesfield Bank just as we are claiming it. And lastly, we know that both China and Taiwan is also laying claim our currently administered Bajo de Masinloc, also internationally know as the Scarborough Shoals.

Further to the Spratly Islands; those 2x land features: the Zhongzhou Jio Reef and the Itu Aba Island, are inside the 200-nautical mile EEZ of the Philippines. Our Bajo de Masinloc /Scarborough Shoals are also inside our 200-nm EEZ as well. I will get staright to the point, Madame President Ing-wen. The Philippines would like to reach for a acceptable compromise with Taiwan. Here are the following:


Philippines' offer would be:

1. Despite inside the Philippines' 200-nm EEZ, Philippines will relinquish it's claim on Zhongzhou Jio Reef and the Itu Aba Islands and will recognize the two as Taiwan's rightful claim.

2. Philippines will also support Taiwan in its firm hold on the Pratas Island against China (it's rival claimant for the Pratas Islands) by recognized Taiwan's claim of the Pratas Islands.

3. Philippines will relinquish its claim over the Macclesfield Bank and recognize it's rightful claim to Taiwan.

4. Philippines will finally recognize Taiwan / Republic of China as a sovereign, independent nation.


In return:

5. Taiwan will not make any further claims and dispute over the other islands/islets/reefs/shoals/banks and other land features of the Spratly Group of Islands; including those disputed by China, Vietnam, and Malaysia.

6. Taiwan will recognize future claims of the Philippines over other islands/islets/reefs/shoals/banks and other land features of the Spratly Group of Islands; particularly those disputed by China.

7. Taiwan will grant (upon formal request by Philippines to Taiwan) to the the Armed Forces of the Philippines, the Philippines coast guard, the Philippines Merchant Marines, and the Civil Aviation Authority of the Philippines the access to use your facilities, and future facility, in Itu Aba Islands. This is as a gesture of goodwill and a gesture of peaceful coexistence inside the Spratly island area.

8. Taiwan will relinquish it's claim over the Philippine' claimed Scarborough Shoals.


Here are the solution we can offer to you, Madame President. I believe this offer is a fair and considerate offer. If we can agree with these today, then we can resolve another important issue over the South China Sea. And if we can agree with this term today, then we can focus more on other important discussion in the Tripartite meeting such as military cooperation and other things."

Madame President Ing-wen would carefully listen to Executive Secretary of Philippine Federal Government, would note about the demands and in return what Taiwan needs to do. As she would speak, “ We still claim and hold the Zhongzhou Jio Reef, the Itu Aba Islands (Taiping Island) and Macclesfield Bank. It is because our Municipality or state of Kaohsiung is located these regions and port of Kaohsiung are located as well. However, we hereby relinquish the claims of Scarborough Shoals that you claimed historically and we agree with your in return statement. On point no 7, I would like to say that in Itu Aba Islands (Taiping Island), your military, coast guard, merchant marines, civil aviation administration can access the island as we are planning to build joint base if you say so. Chinese Administration has reached out to us to talk about agreements, I hope it will be great one. On the side note, how do you view Brazil? We would like to hear more about Military Cooperation and Agreements.”

“I am glad that both our country has come to a mutual agreement with the Spratlys and the South China Sea. We shall then proceed further to the Hanoi meeting soon to discuss more especially military cooperation and perhaps military alliances. I believe it would be best to involve Vietnam as well.

Now regarding China, we do hope Taiwan would have a favorable and advantageous result on your upcoming talks with the new Chinese government.

As for your side note, regarding Brazil, we have good relationship we them. Why do you ask about Brazil by the way?”

"Because we find their foreign affair too aggressive and they still believes their previous government is hiding at Taiwan but we deny it. Well forget about them. We would like to set up trade route. We would like to export electronic machinery products which includes computer products as well. Lastly we are currently developing stealth frigate and destroyer, I believe having those two can shape your navy. What do you have in mind?"

"Do you export foods? As I am about to heading to China to discuss about our potential future and independence. I am sure the Friendly government in China will recognize us and I am sure we will able to make their demands if they asked us. First of all, I would like to thank you for international recognition and secondly, we are Asian, keep looking after each other and not to meddle with foreign involvement. Last month, I headed to Japan when we discussed about Senkaku Islands, and Japan is agreed to make Tourist spot not to militarized that island. We all be benefits to that. Do you have anything for us?"

“Yes we export food, particularly agricultural products. After all, Philippines is still a traditionally agricultural country. We are a major producer of banana, pineapple and coconut (and it’s products I.e. coconut oil and copra).

No need to thank us for recognizing Taiwan’s sovereignty, because after all, Taiwan deserve it. It is also good to hear Taiwan is also doing everything to keep our Southeast Asian region stable. We do hope you will have a successful negotiations with China and we hope that Taiwanese-Japanese will also get stronger just like ours.”

We could assign our merchant ship, MV Chelsea Resolute, for delivering a mix consignment of bananas, pineapples, and coconuts to your Port of Taipei.
