Greetings.

I am writing to you in the purpose of convincing Japan to vote for Teodoro Locsin Jr. of the Philippines for the ICJ Asian seat (ROund 2 voting). Should Japan cast their vote in favor of the Philippines, rest assured that Philippines will support Japan in all it's progressive global endeavors.

Besides that, Philippines and Japan already have a Mutual Defense Treaty. Being allies not only militarily but also politically will strengthen our bilateral ties, as well as the interests of both our countries.

Dear Secretary Cayetano,

I must be honest and inform you that we are very disappointed with the results of the International Court of Justice nomination. Much of the disappointed is with the Philippines. As your rightfully point out, we do share a Mutual Defence Treaty, however with seeing the results of the Filipino vote in round 1, it has made it obvious that this spans little beyond a defence agreement.

Your choice to vote for Vietnam over Japan is rather upsetting, especially given that Vietnam is regarded as a regional rival to us. You say that we should vote for your nomination as we have a MDT, but this is clearly a one way street as apparently this isn't enough for the Philippines to vote for Japan.

It is common knowledge that Japan is of a proud peoples and I cannot emphasise enough how disappointed we are and how much we feel cheated; unless you can convince us otherwise, we will be abstaining in the second round of voting.

Greetings.

We understand your disappointment over Philippines not casting a vote for Japan. We also understand that Japan quickly casted 1 of its vote to Indonesia instead of the Philippines.

To be honest, we originally plan to give 1 of our vote to Japan but seeing that you have given 1 of your vote to Indonesia first instead to the Philippines, instead of getting disappointed of it we opted to just understand and respect your decision, never took it personally, and instead we did our last minute changes to give our vote to the current superpower Vietnam. Vietnam is our immediate neighbor and also our long time friend with a bilateral relationship that pre-dates almost all current governments (including their predecessors) in Asia. We just went for a "safe bet" for the other vote.

Going back to Japan voting for Indonesia instead of the Philippines, it's also fine with us. No complain nor disappointment over that. In fact, we also believe Indonesia is also a good fit for the ICJ and besides that, Indonesia is a traditional ally of the Philippines given that Indonesia and Philippines share the same root/ethnicity and are co-founders of the several Southeast Asian organizations in the past.

Moving forward, let me assure you that we have no ill-intention whatsoever. At the end of the day, we will always respect Japan's decision and will continue to develop good bilateral relationship with Japan regardless of the outcome of this ICJ election.
