Shortly after the private email has been sent to PM Medvedev, another private and encrypted email has been sent by the presidential staff to PM Medvedev; informing that President Duterte will be travelling to Moscow via Presidential Jet codename "Kalayaan One" and will be accompanied by 12x Presidential Security Group (PSG) operatives. All their weapons shall be declared accordingly.

The Presidential Jet of the 250th Presidential Air Lift Wing, an Airbus A330-300, with callsign "Kalayaan One" departs from Villamor Air Base for Moscow's Sheremetyevo International Airport. Aboard Kalayaan One would be:

- President Rodrigo Duterte
- 12x Presidential Security Group (PSG) operatives

4x PSG personnel shall each carry a UDMC PVAR rifle with Trijicon ACOG , 1x TCM TAC Ultra FS HC pistol, kevlar vests with MOLLE pouches, PASGT helmets, 4x extra G36 magazines, 2x extra TCM TAC Ultra FS HC clips, 2x high fragmentation grenades, 2x flashbangs, 1x smoke grenade (white phosphorus), a "Bolo" knife, a tactical flashlight, first-aid kit, and a small, pocket-sized box of "Bukayo" (square block sweets made of dehydrated shredded coconut and brown sugar).

The other 8x PSG personnel shall each carry a TCM TAC Ultra FS HC pistol with 2x extra clips, a "Balisong" butterfly knife, and shall be wearing "Barong Tagalogs" (traditional Filipino dress) and bulletproof vest (as undergarment).

All twelve (12) PSG personnels shall be carrying UHF digital radios with level 3 encryption and plugged with PTT throat microphones with earplugs headset.

Prior to the departure of Kalayaan One, the Russian government was privately and secretly informed of President Duterte's entourage as well as their ETA to Moscow and declared all the equipment and weapons they are carrying with them.

With the plane coming into Moscow it was given clearance however the Filipino Delegation were told that if they wish to bring their guards that they were only allowed a side arm and it had to be concealed. If they refused the guards would be told to stay on the plane. An armoured convoy would await the Filipino Aircraft. Federal Security Service Agents would be waiting for the Filipino President for his protection while in Russia

The Presidential Jet of the 250th Presidential Air Lift Wing, an Airbus A330-300, with callsign "Kalayaan One" arrives at Moscow's Sheremetyevo International Airport earlier than the Expected Time of Arrival (ETA). Once Kalayaan One completes taxiing, the Presidential entourage will start disembarking the Presidential Jet.

The time is 0407H (4:07 AM). The sun hasn’t risen yet and the wind is still breeze is still cold as night. President Duterte just disembarked from the Kalayaan One and greeted the Russian welcoming party.




President Duterte and 8x PSG guards (with concealed sidearms) will then proceed to their armoured vehicles provided by the Russian Federal Security Service Agents.

Meanwhile, the other 4x PSG guards (who are fully armed) will stay at the airport and will be guarding the Presidential Jet. Three (3) of them will always be on detail while one (1) will be resting in the airport's ATC. Each of the guard will take shift resting for 8 hours.

The armored convoy would speed through the streets of Moscow towards the meeting location, with it still being early morning no traffic was to be seen. Dimitry would be waiting in his office drinking a coffee strong enough to keep him awake for the meeting, with word that the convoy had left the airport Dimitry would make his way to the reception area where he would greet the Filipino President. The convoy arrived in a quick but safely time, an Federal Security Service Agent would open the door for the Filipino President allowing him a quick exit of the vehicle before leading the way into the reception where Dimitry was awaiting.

“Hmmm…schedules are proceeding earlier than expected.” President Duterte whispered to one of his PSG bodyguard who was with him in the vehicle. As the convoy speeds up the highway, President Duterte decided to change his clothes inside the armored vehicle. He would excuse himself to the Russian driver and security detail inside the vehicle then removes his thick coat and blue polo shirt. Duterte won’t be fully naked at the top as he is wearing a white shirt undergarment. The PSG aide will assist Pres. Duterte, handing him over his white Barong Tagalog then takes the coat and blue shirt from the President. President Duterte would finish changing his cloth in less than a minute.

Once they’ve reached their destination (PM Medvedev’s office), President Duterte will alight from the armored vehicle and proceed to the reception.




President Duterte: “Good morning, Prime Minister.” President Duterte greets PM Medvedev and shake hands.

Once they've seated they will commence on the meeting.


President Duterte: "I really appreciate it that you came to welcome me in this very early of mornings. I also understand President Vladimir Putin is a very busy man as always. How's Russia by the way? The last time we interacted with your predecessor is during some small purchase of military equipment. Then all of a sudden they, the previous Russian government, just collapsed."

"No rest for the wicked.... Actually in today's world, being "wicked" is actually a good trait." President Duterte would smile a bit. He would continue:

"Mr. Prime Minister, the formal diplomatic relationship between Philippines and Russia had been intact since 1976. Russia has an embassy in Manila while my country has an embassy in Moscow and two (2) honorary consulates: one in St. Petersburg and the other in Vladivostok. But aside from embassies and consulates, that is all. The purpose why I came here is to further upgrade our relation.

The Federal Republic of the Philippines view the new Russian government as a promising and competent government, unlike your predecessor. Philippines also believe that a stronger and significant relationship with Russia will be beneficial for both of our country."

President Duterte would lean forward from his chair and eagerly continue discussions with the Russian Prime Minister:

"There are three (3) things, my dear Prime Minister: Trade, Military, and Politics.

Let's start with the Trade. Perhaps we could possible setup trade deals between our country to diversify the products marketed in our country. With this, I would like to know what are the main exports of your country.

For Military, we acknowledge Rosoboronexport's credible reputation in providing sophisticated yet on the same the cost effective military equipment in armed forces around the globe. Our government had several successful acquisition of military vehicles with your predecessor. I just want to know if we can expect the same from your current government when it comes to military acquisition.

As for Politics, I want to know what can we expect from Russia when it comes to involvement in the Global Assembly."

"Certainly, Russia currently export the following: Petroleum, natural gas, mining coal, chemicals, metals, rolling mills, construction equipment, electrical equipment, medical instrument and scientific instruments.

Russia does sell equipment however it does depend on this equipment. A committee within the Ministry of Defence over looks what equipment is sold and to who. Russia is going to be hopefully a strong voice within the global assembly."

"Philippine main exports are mainly precious minerals/metals, electronics and electrical equipment, agricultural products, wood/lumber, and shipbuilding.

I'm keen in importing crude oil from Russia. Would it be possible if we can export agricultural products in exchange of crude oil?


For military equipment, our still-reestablishing Philippine Navy are looking for support/auxiliary ships which can be used for both naval operation as well as non-military roles. Our Navy FOIC recommended me the following Russian vessels:

1. Berezina-class replenishment ships (9-10x units depending on the price)

2. Sorum-class tugboats (6-8 units depending on the price)

3. Ugra-class submarine tender (1 unit)

Furthermore, our armed forces also need trucks which we can use for both military operations and MOOTW/disaster relief operations. We are looking of at least 3,000 units of the Ural 5323 8x8 truck. Is it possible for us to purchase these 4 products? and if yes, around how much will it cost?"

As for defense acquisition, we would like to purchase 6x Sorum-class tugboats and 1x Ugra-class submarine Tender. If my computation is right, the total would be $249,670.00.
