The Presidential Jet of the 250th Presidential Air Lift Wing, an Embraer Lineage 1000, with callsign "Kalayaan Two" departs from Villamor Air Base for Noi Bai International Airport in Hanoi, Vietnam. Aboard Kalayaan Two would be:

- Mr. Delfin Lorenzana (Department of National Defense Secretary)
- Ms. Maja Salvador (representing the Department of Foreign Affairs)
- Mr. Christopher "Bong" Go (Special Assistant to the President)
- Mr. Eduardo Gongona (Bureau of Fisheries and Aquatic Resources)
- 20x Presidential Security Group (PSG) operatives

12x PSG personnel shall each carry a UDMC PVAR rifle with Trijicon ACOG , 1x TCM TAC Ultra FS HC pistol, kevlar vests with MOLLE pouches, PASGT helmets, 4x extra G36 magazines, 2x extra TCM TAC Ultra FS HC clips, 2x high fragmentation grenades, 2x flashbangs, 1x smoke grenade (white phosphorus), a "Bolo" knife, a tactical flashlight, first-aid kit, and a small, pocket-sized box of "Bukayo" (square block sweets made of dehydrated shredded coconut and brown sugar).


The other 8x PSG personnel shall each carry a TCM TAC Ultra FS HC pistol with 2x extra clips, a "Balisong" butterfly knife, and shall be wearing "Barong Tagalogs" (traditional Filipino dress) and bulletproof vest (as undergarment).


All twenty (20) PSG personnels shall be carrying UHF digital radios with level 3 encryption and plugged with PTT throat microphones with earplugs headset. Maja Salvador and Bong Go will both also have UHF digital radios with level 3 encryption and plugged with PTT throat microphones with earplugs headset.

Furthermore, Maja Salvador would be carrying a laptop and a smartphone, both device has redundant security which includes a biometric (fingerprint) accessing and a 6-digit PIN code. Christopher "Bong" Go, Eduardo Gongona, and Delfin Lorenzana would also be carrying a smartphone which also have redundant security which includes a biometric (fingerprint) accessing and a 6-digit PIN code.


Prior to the departure of Kalayaan Two, the Vietnamese government was privately and secretly informed of the DND's entourage as well as their ETA to Hanoi. All the weapons they are carrying with them are declared privately.

After receiving word that of the Philippine Flight of a Embraer Lineage 1000 carrying the Filipino attendees the 367th Air Defence Division would get to work securing Noi Bai International Airport. The 230th SA Artillery Thong Nhat Regiment and 261st SA Missile Thanh Loa Regiment would communicate with air traffic control from their HQ at the airport and tell them of the VIP arrival. Going through the chain of command an estimate for arrival would be made and a landing slot would be provided so they would be able to land immediately. A Argentine Primary 3D Radar would be activated and manned by a six man team to detect and track the incoming flight as it entered detection range. Sixteen PAVN Infantry would fuel 8 Huemul Trooper trucks in preparation for transport of the attendees. The sixteen Infantry would put on their field uniforms and take Z111 Factory AKM assault rifles with standard surplus FMJ loaded into their inserted 30 round magazines. On their pistol belts they would have a single K14-VN pistol with a full 13 round magazine of FMJ 7.62×25mm Tokarev loaded in + one in the chamber. They would await the arrival of their guests.

The Embraer 1000 Lineage businessjet with callsign "Kalayaan Two" safely lands in Noi Bai International Airport in Hanoi, Vietnam. Once Kayalaan Two completes taxiing in the assigned area in the tarmac, the Philippine entourage would disembark from the plane. Once disembarked, they would greet the Vietnamese welcoming parties and thank them for the additional security provided to them.

Secretary Lorenzana, SAP Bong Go, Director Gongona, Ms. Salvador, the 8x lightly armed PSG bodyguards (in Barong Tagalog), and 4x heavily armed PSG bodyguards would then board the Huemel Troopers. Ms, Maja Salvador would request that she would be seated in the front passenger seat as she is wearing mini-skirt together with one of the heavily armed PSG bodyguard (as she feels somehow uncomfortable seating face-to-face with males).

The remaining 8x heavily armed PSG guards will stay at the airport and will be guarding the Presidential Jet. Three (6) of them will always be on detail while two (2) will be resting in the airport's ATC. Each pair of PSG guards will take shift resting for 8 hours.

Secretary Lorenzana would on request be seated in the front passenger seat next to the PAVN infantryman driving the vehicle. Once everyone was ready to get going the rest of the PAVn Infantry would embark, drivers getting into place and passengers getting into the back. They would form a convoy with two car lengths between each vehicle. Driving safely out of the busy airport they would enter the busy Hanoi streets. Taking the shortest possible route to the Ministry of Defence building within the city. Radioing ahead the gate guards would let them in on arrival after a quick inspection. The gate would open and the convoy would enter the compound before the vehicles parked in front of the entrance.

Ngô Xuân Lịch was waiting for them at the entrance along with both Phạm Bình Minh the minister of foreign affairs and Trần Tuấn Anh the minister of industry of trade. Once their guests exited their vehicles the Minister of Defence would greet them."Welcome, please come inside. There is much to discuss." he would say to their guests.

Arriving at the Minister building, the Filipino delegation alighted from the vehicles and proceeded to the meeting . They would exchange greetings with Ngô Xuân Lịch, Phạm Bình Minh, and Trần Tuấn Anh as they meet them. Special Assistant to the President (SAP) Christopher "Bong" Go, the acting leader of the Filipino delegation would introduce himself and the Filipino attendees to their Vietnamese counterparts. SAP Bong Go would make an brieft, introductory speech:


SAP Bong Go: "Greetings esteemed guest. We are honored to be here for this momentous occasion. Perhaps "momentous" is an understatement as this very important meeting might "re-shape" not just the Southeast Asia but the entire Asian continent. For more than five (5) decades, disputes has been left unresolved over the Spratlys and the South China Sea, dispute which pre-dates back in the time where the demarcation concepts like exclusive economic zones are still in existent. The defunct United Nations ratified the 1982 UNLCOS however it never lead to a permanent viable solution these dispute. And we all know what ultimately happened to the United Nations - failure and disappointment.

But at last, two (2) nation have taken the brave step to finally meet and tackle this long-standing issue once and for all. Afterall, Philippines firmly believes that this unique issue of dispute can truly be resolved by us, Southeast Asians. We hope a the end of the day, Vietnam and Philippines will be on the same page, tuned in the same frequency, and eyes on target to acommon goal."

General Lịch would smile as he took a seat at the meeting table followed by Ministers Minh and Anh."This occasion is indeed momentus and will affect the state of South East Asia for years to come. It is our belief that Vietnam and the Philippines can come to an agreement on the ownership of the Spratly islands. A compromise to solve this decades long issue that has plagued the region. In the past we have tried to address these issues to no avail as none in the region were interested in peaceful talks or resolutions. But as you said on this day two have finally come together."
"Our claims to the ownership of the Spratly Islands dates back to a time before China invaded Vietnam. Claims that date back to the 17th century, giving Vietnam the oldest foot in the Spratly Islands. This is further backed up by Chinese records on the territories of Qianli Changsha and Wanli Shitang. Documents which we believe are not speaking of Chinese territories like the PRC would have you believe, but rather northern Vietnamese provinces during their occupation of Vietnam. China also did not declare sovereignty over the Spratly Islands until after the second world war. Thus it is our belief that the exaggerated claim line of the PRC has no grounds to stand upon."

Special Assistant to the President (SAP) Christopher "Bong" Go would reply to General Lịch:

"While I respect history, using historical basis in the Spratly islands, as well as the entire contested island groups in the south China Sea, are moot. Because as you said earlier, China's Nine-Dash, Ten-Dash Line, Eleven-Dash Line.... or whatever stupid Dash Line they are spouting of, are exaggerations and irrelevant. Heck, if China's reason for claiming the entire South China Sea is their ancient historical basis, then China shouldn't be owning the Sotuh China Sea but Mongolia!"


Foreign Affairs ambassador Ms. Maja Salvador would interrupt SAP Bong Go, telling him that she is ready to start the presentation. SAP Bong Go would hand over the discussion to the beautiful foreign affairs representative who seems to be "at ease" with the company of the Vietnamese. (SAP Bong GO has no idea of Ms. Maja Salvador's initial talks with Vietnam). Ms. Maja Salvador would ask both the Vietnamese and Filipino audience attention to the PowerPoint presentation projected at the screen:




"Esteemed gentlemen... this is an exhaustive list of the current status of all the disputed island groups in the South China Sea. Just a gist before we go into the details: basically there are six (6) major disputes in the south China Sea. These are, in order of priority:

1. Spratly Island Groups

2. Paracel Island Groups

3. Scarborough Shoals

4. Macclesfield Bank

5. Pratas Islands

6. Natuna Islands


Spratly Islands Group would be our top priority of this meeting since the Spratly Island the biggest and the most crucial of all these island group. You can say that this is the most important island group. Philippines has been drilling LNG in the South China Sea; all nearby the Spratly Islands. This is a strong suggestion that there is very high possibility that vast oil/LNG reserves would be present in the Spratlys. That said, the first phase of this meeting is for both Philippines and Vietnam to come into an firm agreement and mutual understanding/cooperation in order to solidify our foothold of this proven aquatic resource-rich and potentially oil and gas-rich area.

The second agenda would be discussion about the other disputed areas. This is where we will discuss the YOUR Paracel Group of Islands."
(Ms. Maja Salvador emphasized the word "YOUR" to denote that Philippines supports Vietnam's sovereignity on the Paracels group of Islands).

The sexy Ms. Maja Salvador (in mini-skirt) would stand up and strut towards the projected screen of the PowerPoint presentation

"So... let's start. As you can see in the this list of islands/islets/shoals/reefs/banks, it is clear that both our country are actually the strongest and the relevant claimants. This is no surprise since both Philippines and Vietnam have the closest proximity to these island group. Only the 2 of us: Philippines and Vietnam, has the strongest LEGAL basis if all other claimants (China, Taiwan, and Malaysia) wishes to challenge either of us into a "legal combat" since continental shelves and EEZ demarcations are both in our favor.

Both our country share the biggest bulk of all that is claimed in the Spratly Islands and has consistently maintained presence and development in those areas. And when we say presence and development, I mean civilian inhabitants. If I am not mistaken, the Thitu Island (Pag-asa Island as Philippines call it) and Vietnam's administered Namyit Island are the only island with a developed and thriving civilian population. Other claimants are just limited to military garrison since they know for a fact that they don't have the logistic capacity and geographical advantage to sustain a civilian populace in the Spratly simply because of obvious reasons: distance. Long, long distance. Hence, that is again another point for us Philippines and Vietnam for being the two (2) rightful claimants of the Spratlys group of islands.

These are just few of the reason why Philippines only recognizes Vietnam as a "co-owner" of the Spratly Group of Island. We wouldn't be overlapping in our claims if we weren't really close neighbors across the South China Sea. Now speaking of claims which overlaps our EEZ; yes we acknowledge that Philippines do have claims outside Philippines' EEZ. Three (3) to be exact: the civilian-inhabited Thitu Island (Pagasa), the Northeast Cay (Parola) and the Loaita Island (Kota Island). Vietnam also several occupied islands which are also inside Philippine EEZ. Your Truong Sa District in the Namyit Island (Nam Yết) is also in inside Philippine's EEZ.



Moving forward, since we believe that removal of all existing development of both Philippines and Vietnam would not be accepted by both of us, the only firm solution is the acceptance of the current claims of both Philippines and Vietnam -regardless if its inside our outside our respective EEZ's. That is the first progressive step. What do you say, dear General Ngô Xuân Lịch and Minister Phạm Bình Minh?"

"In response I would like to address that my use of our historical claim is merely in order to debunk China's entire claim to the South China Sea. As even their own sources do not back them up in their claim and instead point to Vietnam. Merely it is meant to dismember their claim before we even get into the legal aspects of it. Which I believe when dealing with the international community is a much stronger argument then simply claiming a historical claim. I am sure my colleagues can all agree to such a statement as it is the path forward." General Lich would state after having been given the Presentation.

Minister Minh would then speak up."I am in agreement with the General's statement, however I believe previously he was hasty to state our willingness to pull back on our claims. Speaking within the interests of Vietnam I am fond of your proposal for the Philippines and Vietnam to accept and acknowledged one another's current claims. This is the firmest and wisest way forward, and makes the most sense considering it will not require entire populations to be remove and placed somewhere else. So I am hopeful that my fellow Minister and the General will agree with me on this. As a part of the transitional government it is our job to give the government being forged as we speak a strong and firm position. One that can be backed legally by not only our selves but allies. As you have said the Philippines and Vietnam are the only two nations with any real claim to the Spratly Islands, and thus our 'sharing' of them will showcase this. But, the real issue is the other climates which have no real right to be there." he would say before turning to the other two. Both were in agreement on this course of actions.

Minister Anh would begin to speak."I am in agreement on this, as it is for the best to stabilize the region and allow for development of the Spratly Islands. I am of the belief that the only reason China has doubled down on their claims is because of the possibility of oil. Thus they are not being genuine in their claims regardless."

SAP Christopher "Bong" Go and Defense Secretary Delfin Lorenzana would be clapping their hands in appreciation of the agreement and acknowledgment of their Vietnames counterparts with regards to the current Philippines and Vietnam controlled/administered claims.

Foreign Affairs representative Ms. Maja Salvador would resepctfully bow to the Vietnamese audience, which is a gesture of appreciation. She will then update the list presented on the screen.



After a few edits, Maja Salvador would continue her presentation:

"This is indeed a great positive development. So... you can see now in the list that I highlighted the thirty-three (33) Vietnamese-administered claims and the forty (40) Philippine-administered claims in GREEN which denote that these are non-issues anymore between our 2 country and that we both acknowledge these are respective legitimates of our respective country.

The next thing we will sort out are the nineteen (19) other unclaimed parts of the Spratly group of Islands. We strongly suggested that we should asset claim on these unoccupied land features as soon as possible before the other 3 claimant take notice. Hence, I strongly suggest that we split thee unoccupied land features among ourselves, let say 10 for Vietnam and 9 for Philipines. Do you agree?"

SAP Christopher "Bong" GO, DND Sec Def Delfin Lorenzana, and BFAR Director Gongona would all agree with the distribution of the the 19 unclaimed Spratly land features.

Maja Salvador would then append the SCS List to reflect the agree changes.



Maja Salvador: "Alright, I've updated the list to include those 19 unclaimed Spratly features in our respective country. And yes we should immediately place structures and markers on these land features, regardless if it's a low tide and high tide feature, to show that these are claimed already. Furthermore, I also propose that we should conduct hydrographic surveillance and explorations within theses areas. For that matter, we should survey the entire Spratly chain. Philippines plan to deploy our HSV-6613 surveilance ships to conduct intensive study on the area and do a proper mapping / charting of the Spatly areas. This is important not only for the discovery of natural resources and for the mapping of the SCS for commercial maritime safety, but also important militarily as this will provide us vital information for naval operation especially submarine operations. We will disguise this surveillance mission as a hydrographic study conducted by our Bureau of Aquatic Resources (BFAR) - which is a civilian entity. This is the purpose why BFAR Director Gongona is here in the meeting. I suggest that Vietnam should do the same. This surveillance mission doesn't need to be a joint endeavor of Philippines and Vietnam. We should just coordinate with each other but missions should be done individually by our respective countries. This is to avoid unnecessary attention to other countries."

Thr next important topic is... how to deal with the Spratly claims of other countries. Taiwan basically got 2, and they have Itu Aba Island - the largest island among the Spratly group. China has 10, and mostly are in conflict to both Philippines and Vietnam. Malaysia has several claims as well. I believe that we should concentrate with the China occupied claims first because their claims are the most... infiriurating.

China occupied the Subi Reef, North Gaven Reef, South Gaven Reef, and the Eldad Reef - all of which are inside the Philippines 200-nm Exclusive Economic Zone. China even occupied illegally occupied Mischief Reef and McKenna Reef which are not just inside the Philippines EEZ but also are part of the Philippines Continental Shelf! These six (6) Spratly land features shall be seriously be dealt with by the Philippines against China and for sure we will demand China to return these back to my country.

In your case, it's even more frustrating i believe. The world knows what the Chinese did to Vietnam in 1988 when they mrudered 60+ Vietnamese sailors in the Johnson South Reef . Cuarteron Reef and Fiery Cross Reef are inside the Vietnamese 200-nm EEZ yet the Chinese have penetrated very deep inside your domain to grab those 2. So, I think you should put pressure on China to give back the Johnson South Reef, Cuarteron Reef, and the Fiery Cross reef. As for the 3 remaining Chinese occupied claims which are the First Thomas Shoal, Third Thomas Shoal, and the Hughes Reef, we can let Vietnam take these 3 as well from China.

So again, let me summarize our 2nd agenda:

- Philippines to reclaim Mischief Reef and McKenna Reef from China as these are part of the Philippine Continental Shelf

- Philippines to reclaim North Gaven Reef, South Gaven Reef, and Eldad Reef from China since these are inside the Philippines EEZ.

- Vietnam to reclaim the Johnson South Reef as this is originally owned by Vietnam

- Vietnam to relcaim Fiery Cross Reef, Cuarteron Reef, and Subi Reef as these are inside Vietnam's EEZ

- Vietnam to also claim the First Thomas Shoal, Third Thomas Shoal, and the Hughes Reef from China

Does everybody agree to this?"

For both the Philippines and Vietnam can equally share the bountiful resources they provide. However, I would like to suggest caution when it comes to the development of resources. As the Spratly Islands are home to a number of reefs I would not want to see them destroyed." the general would say happy with where this was going. He was about to continue speaking when Minister Minh would speak up.

"I would like to raise a potential issue." he said simply."While I would very much love to see us placing military assets in the Spratly Islands to secure our interests...." he would say with a slight pause."We simply cannot do that if we are to remain in the right. You see, the GA placed a restriction upon the contested areas of the South China Sea. Noone is allowed to place military assets within the zone. Thus, if we are to have a chance of legally getting the islands we have to bring our case before the GA...." he would say with a smirk."Which I must remind you we now have a position of strength in..." he said sitting back.

"Well, that is bothersome. However, there is nothing saying that we cannot simply surround the area with our assets correct?" the General would ask."That is playing a dangerous game, and would make us look bad. Plus, there is one other thing we need to consider. As you mentioned Taiwan is another with a claim in the Spratly islands. I believe that we can make use of them to gain an advantage in the region. For now we can allow their claims to exist in exchange for military access to Taiwan. I am sure the General can tell you why that is important."

"Right..." The General would say."We have been quietly acquiring assets from First Choice. Most notably the M-21 carrier aircraft and Lockheed D-21. The use of which will allow us a glimpse into the PRC once authorized."

"Hmmm.... the mighty Vietnam speaks of non-military course of action... and environmental protection. That is...interesting." the beautiful DFA representative Ms. Maja Salvador kiddingly said with a naughty smile on her face. Slightly noticeable giggles would be seen from SAP Bong Go, SecDef Lorenzana, and BFAR Director Gongona from Maja Salvador's statement.

SecDef Delfin Lorenzana would later interject:

"I fully concur with General Lich and Minister Minh. It's best that we don't invite unnecessary attention in the South China Sea. Besides, from what I just learned, Vietnam has just won a seat in the Global Assembly's International Court of Justice. Which gives them more reason to go for "less militaristic" approach. But at any rate, both Philippines and Vietnam must mark our firm claim on those 19 still unoccupied land features. At least just place some buoys, markers, or at the very least put our respective flags on our respective claims."


DFA representative Maja Salvador would respond:

"Thank you Secretary Lorenzana. Yeah I think a flag pole will not hurt the giant clams and sea turtles in Spratlys. As for the General Assembly's restriction on contested areas, it's good that you raised that point.

As per Chapter 4 of the Global Assembly's Resolution for Laws of the Sea (https://modernnations.com/threads/ga-resolution-for-laws-of-the-sea.1505/), there is no clause stating that existing military facility/installation shall be removed. As we mentioned earlier, we have a tactical air station (Rancudo Air Field) and a naval station (Naval Station Emilio Liwanag) at the Thitu Island - or what we called the Pag-asa Island under the municipality of Kalayaan. And we have those stations since the late 1970's, way before the defunct 1982 UNLCOS. Besides, our Pag-asa Island should be considered an non-dispute anymore since the Pag-asa Island is already a civilian-inhabited municipality of the Kalayaan which is part of Palawan. Being a "non-dispute" makes our Pag-asa Island inapplicable to PAragraph II Chapter 4 of the Law of the Sea resolution. I think that is the same case with your Truong Sa District which has been there also sine the late 1970's , am I right?

Furthermore, it is explicitly stated in Paragraph III Chapter 4 of the same Resolution:

"Disputed Waters are left outside of the present Law, until the Coastal States disputing it resolve it. No military vessels from the coastal states involved in the dispute, with the exception of passage, are authorized to operate within the disputed zone. "

So as long we don't deploy naval assets, then we should be compliant. Deploying air assets is acceptable since aircrafts are not vessels. We can also deploy Coast Guard vessels instead to police/monitor the Spratlys since Coast Guard is not a military entity.

So as you can see, there are ways to maneuver that Law into our favor. I cannot see any legal advantage the Chinese and Taiwanese can use in their favor simply because they are non-compliant to many clauses of Chapter II to start with.

Moving forward, the Philippines' will replace the idea of sending our Hydrographic survey vessels (which are military vessels) and instead send the Philippine Coast Guard instead for "flag-raising activities". Our Coast Guard District Palawan is just very near the Spratlys.

As for the Taiwan, It's true that Taiwan do have a open business policy when it comes to their military sales, in fact we have recently purchased several naval assets from them and in fairness to the Taiwanese, they do have credible, state-of-the-art products. However, Philippines still have 2 disputes with them in the Spratly which Philippines' will need to resolve eventually - the Itu Aba Island and Zhongzhou Jio Reef - all of which are inside the Philippines' 200-nm EEZ. May we ask what is your current relationship with Taiwan? And have you recognized their country as an independent state? Do you think we can count on Taiwan...against China?"

They will go to war over this, because it is in their so called best interests. However, I can guarantee things will be easier for us if we show the world that we tried diplomacy, we tried official channels, but the PRC was just refusing to be cooperative. So me saying we should go through the GA, or going to save the sea turtles is just to cover our bases and look good. I don't want a situation where say the ISAF decides they want to back the PRC, as that will make things much more long and drawn out then needed. But with all that said, we will need to make a plan for when it comes to war. Hence why we are putting together recon assets." he would say in a serious manner."Now then, I can agree that we use coast guard assets to do these flag raising operations. Though we will first have to set up our coast guard with equipment capable of getting out there."

We'd also like to take to opportunity to recommend you that our PIMPS sells Josefa Slipways MMOV's (Multi Mission Offshore Vessels) . Our Philippine Coast Guard operates sixty-one (1) of these as well as my own Bureau of Fisheries and Aquatic Resources. I believe this is will fulfill Vietnam's coast guard requirement. Best of all is the Josefa Slipway MMOV is just $6.8 million per unit. Very cost effective. "

SecDef Delfin Lorenzana will speak next: "Don't worry General Lich, we are on the same page. We always consider legal and political solutions as first option than the military option. Moving forward, I'm glad that Vietnam agrees with our proposed "Coast Guard - Flag raising strategy. We will plan for this activity once Vietnam's Coast Guard will be ready."

DFA Representative Maja Salvador would speak next, repeating the same question she raised regarding Taiwan: "May we ask what is your current relationship with Taiwan? And have you recognized their country as an independent state? Do you think we can count on Taiwan...against China?"
