A phone call would be placed privately and on a secure and encrypted line to the Ministry of Foreign Affairs in Thailand. The phone call would be coming from the Mexican Embassy in Thailand.

Once the call was answered the Mexican Ambassador would speak.


"Good evening this is Ambassador Enrique Romero, calling on behalf the Mexican Government, I have been faxed some documents that I would like to discuss involving treaties and alliance between our countries. Could I arrange a face to face meeting?"

The phone call would directly connect to the NIA office in Foreign Affairs building. The employee would know the exact IPv4 location and acknowledge that it was from the Mexican Embassy. The Secure Encrypted Method provided by the NIA counter-intelligence service will overwrite Mexico's phone line security before connecting to the Deputy Minister of Foreign Affairs' office because the Minister is currently presenting a new foreign policy strategy in the parliament. The employee would record and listen to the conversation. (Mr.) Sukhumbhand Paribatra would receive a phone call. He would answer in a refreshing voice because he was bored.

"Good evening, Ambassador Enrique! I am the Deputy Minister of Foreign Affairs. I have no schedule today. You can come to meet me at my office."

He would inform his secretary to tell the receptionist regarding the Mexican ambassador's arrival.

Sounds good, I'll come by immediately. Thank you for seeing me on such short notice."

He would wait for a response if any, if not he would hang up and take a diplomatic vehicle over the the Ministry of Foreign Affairs. He would approach the building and meet with the staff inside.
He would be wearing a silk 3-piece suit and be carrying a briefcase with all his documents for the meeting.

"Good evening, I'm Ambassador Romero on behalf the Mexican Government." he would show his credentials. "I'm here to speak with the Deputy Minister."

Sukhumbhand would not reply but only said he would await him. He would close the windows of his office and open the air conditioner. He knows that he can't let the ambassador get distracted by the temperature. He took the brown coat with the foreign affairs emblem and his name. He would sit at his table to continue waiting.

The Mexican ambassador would arrive at the Ministry of Foreign Affairs building and meet with the receptionist. The receptionist would call Sukhumbhand's secretary to guide the ambassador to the office. The secretary would bring the Mexican ambassador to Sukhumbhand's office and open a door for him. The cold air would flow from inside. Sukhumbhand stands up and approaches him. He speaks English but will change to Thai if the ambassador knows it. "Good evening! I am expecting you to arrive here." He walks to the kitchen stand. "Tea or tea?" He smiles and will serve the ambassador what he wants. They will sit on the sofa to discuss.

Ambassador Romero would attempt to speak in Thai first, he only learned a little since his time in Thailand. He would revert back to English as that was his second language throughout the conversation. He would walk in and shake Deputy Minister Sukhumbhand's hand.

"I suppose tea" he would say and chuckle, and take his seat. "Again thank you for seeing me on such short notice. I have much to discuss but I don't wish to take up to much of your time. I've brought with me a list of various topics my government wishes me to speak with you on. The current Fox administration has had some changes to policy, however I feel these changes may be for the better in Thailand's case." He would smile and take a sip of the tea.

Sukhumbhand would try to make a Thai greeting at first, but the Mexican ambassador familiar with a western culture made him shake his hand. He would serve tea to the ambassador as he requested. He will be comfortable while with Romero. "Well, for real, you saved my day. I was bored when you called me. Speaking of policy, Minister Surakiart is currently presenting a new strategy on foreign policy. But, I can say that he still sees Mexico as a good partner." He chuckles. "I also heard that Mexico had closed its diplomat mission to Turkey via Twitter. We have no plan to act like the other, though." He pauses because he realizes he starts to divert from the main subject. "Anyways, what would you like to discuss with me?"

"Yes, I can't say that I am not surprised that my government shut down it's missions in Turkey. I am eager to learn the new strategy on your governments foreign policy.

As to why I am here. Presedente Fox wishes to strengthen Thai and Mexican relations, and formalize treaties and alliances. Presedente Fox feels that we may have offended your government by sending warships to protect our shipping vessels and he does not want this to damage our relations. I can assure you that this deployment is temporary, the Mexican government will not be able to afford such costly trips. Mexico also wishes to deliver aid to fight against the Monarchist, should your government agree. I think the first talks between our governments was a great stepping stone towards a strong mutually beneficial alliance. I want you to know that you can count on my government for assistance in any way. It is quite hard for Mexico to find allies as we are the only nation not in the Global Assembly. Although Presidente Fox has reached out to the Global Assembly to potentially join. Is there anything my government could offer to improve relations further?"

"Please give me a moment. I will try my best to be neutral with this strategy." Sukhumbhand closes his eyes and takes a deep breath preparing to give information of Minister Surakiart's plan. He opens his eyes and talks in a calm voice. "He has specified request that this session is private, but it has to be public. He believes that being closer to the west in economic ties is not best for the country, and he only wants Thailand to have a military benefit from them. He knows that our industry keeps developing. We have produced 800 tanks and self-propelled artillery in the last three weeks. So, he thinks we should have flawless influence in the region, especially in Southeast Asia. I am opposed to this policy because I want to have a strong trade relationship. I would love to see the people and industry have various resources.

The warship would make some people freak out when they saw it. I want to tell you that the Monarchist thing here is slowing down. We had a referendum, and we have a king back, but he has no power at all. We are still a republic, but with a happy people at last. I also know that your country is not in the GA. The previous Foreign Minister, Surin Pitsuwan, has established a stable platform to contact many countries. We still use his plan in some countries. I want to make a visa agreement, or maybe even free trade, but the Cartel things in Mexico is not best for this circumstance. Crime is rising in our country, and tourism has dropped. Could we have the treaty saying that we ally? It doesn't need to be military but in friendship and support?"

"Of course, this is what Mexico was hoping for an alliance of peace and friendship. I will notify my government that things are slowing down with the Monarchist movement and perhaps they may just turn the warships around. I feel this would benefit us both. I have the upmost certainty that the Thai Navy can defend the shipping lanes. As far as things with the Cartels, I have heard some rumors from back home. Although there are conflicting stories. From what I know, there has been an increased military presence in the North of Mexico. Not much information has been shared, although I have heard that some tourist in the area are being evacuated. Not to sure what this is all about, but it sounds like there has been military action against the cartels. If I can be honest I am quiet concerned over this as it may lead into a much larger conflict. There are far better solutions such as improving the economy and the livelihoods of citizens rather than violence. I do not believe Presidente Fox is behind this as he is against military spending and conflicts. Mexico has even opted to stay neutral with the situation in South Africa and in Turkey, with the exception of travel bans and closing of diplomatic missions.

But back to the topic of an alliances, I feel a partnership of trust and understanding through friendship and cooperation in supporting one another is most acceptable. I would like to work closely with you while this alliance is drafted."

"Well, I have the documents over there. They are agreement templates for our ministry. We usually give these papers to the ambassador. Give me a moment." Sukhumbhand would get up and point his finger at the right side of Ambassador Romero. There are three white drawers attached. He would pick up each paper on it and inspect it. He keeps talking to the ambassador while he is standing there. "We could have a free trade agreement, you know. When we decrease the tariff, there will be more demand and more supply. We might find the equilibrium point. I believe you acknowledge that we have the free market." He continues to look at the other papers. "We have an education program at the moment, but the cartel in Mexico has affected it. We are willing to see the scholarship and extend the program in the future." He puts it down, and another paper gets his attention. "What do you think about Scientific Development Program. We can have our scientists work together and grant them funds. Let me tell you something, our scientist usually discovers something before the western, but all previous government has never funded them. If only we had better care for them in the last 30 years, we would have been a world power in technology by now." He signs but continues to search other documents. "Infrastructure and Construction Cooperation? I had never seen this one. I believe it is new. How is the infrastructure in Mexico? We expected to launch $5 billion projects in the middle of the year. I am happy that the parliament can finally discuss people's well-being and not war." He then finds another one of the papers. "Energy cooperation sounds good for me. Since 1995, people have started to be aware of our dying world. Isn't it ironic? People before 1995 had never cared for that subject this much. Trust me, 1995 was a game-changer." He walks back and sits on the sofa. He chuckles. "You know, I love my career here. Most people and their parents think they should send their kids to work as public servants because it has a stable income. I don't like that mindset. What do you think about being a public servant? In my opinion, you should work like it because you want to serve the people."

"I am open to many of these arrangements. I think any prior agreements could stand. But with a change from tariffs to having free trade between our countries. Presidente Fox is a big sponsor of free trade. As far as our education program, I can assure you that the cartels will not be an issue for long. The Mexican government is responding to this growing threat. Rumor has it congress is going to hold a special session to declare a drug war and put an end to this criminal enterprise. I'm sure that foreign national's safety will be upmost in their minds when this comes to be. A Science Development Program would also be acceptable. Our scientists are currently working on preventative diseases at the moment. As of late, I believe we are the leading nation with this research, as I have not heard about this anywhere else. We would be happy to share all of our research with Thailand of course and work together on many other research programs. As far as Infrastructure and Construction, this one really interests me. Mexico currently paved all highways and main roads and have been short on funds as of late to modernize the remaining roads. Our buildings are also quite old, with most dating back to the 1800s. I believe I can secure $2 billion towards such projects, and we could create jobs in both Thailand and Mexico. If we pool our resources together, both nations can thrive. Energy has been a real struggle in Mexico. Currently most of our power comes from coal, however Presidente Fox was looking into cleaner energy, particularly in that of nuclear energy. Russia has offered us reactors in the past, and it looks like Presidente Fox wants to renegotiate a deal. Perhaps we can discuss more options with Thailand first?

I agree that 1995 was quite the 'game changer' since the fall of the United Nations and Mexico became a socialist state. I am happy to see Mexico return to its former government. The people are happier, and things seem to be getting better. I chose this line of work because it provided me the means to give back to my country and its people. I came from simple means. My father worked for the cartels for many years, in plantations. When he earned enough money, he moved us to a nicer area in Mexico City. When I came of age, I earned a scholarship to study in law school. Now I'm here to serve the Mexican people. I did however want to become a lawyer originally, but this job offered many more opportunities to serve. I see Mexico's struggles daily, even halfway across the globe, and I will do whatever I can to raise those in poverty. Even though my country is in the west, it is the western countries that has caused this instability in Mexico. If it wasn't for American and European intervention, Mexico could have been a great global leader. We are slowly picking up the pieces and creating a strong and unified country. Presidente Fox wants to keep the west close but hopes to seek allies in the east."

We will first look into the scientific one, but we have to wait for our team to draft it. We are experts in this, don't worry. And then, we will take about the Infrastructure. We support cleaned energy, but not nuclear. Our people will never approve of it, and we care about their decision. If we are going to do it, we have to make propaganda about it." He pauses. "You might want to get in touch with Thammasat university. They are socialist." He chuckles. "Although not as much as before, they still teach us to love the people. I love to listen to people's opinions about their life. It opens me to a new mindset that I don't have. At least I know how to think like the others. I am sure that everyone wants to see their country develop. It is up to how much they want it. I want to see my country as a better place for the people. It is a new attitude that I have developed from working here. I used to be a nationalist who sought military power. Then, I realized a strong army didn't bring that much long-term joy to people. I want to tell you about our prime minister. He doesn't like the west much in the past. He wanted the country to stand on its shin, but the last government had developed a close relationship with Sweden. It made him change his perspective and open more to the west. He is a genius businessman. He knows how to find a good cabinet to manage the country. That's what ahead of government should do. The Prime Minister or President can't handle the country on their own. They need to know people management." His secretary would walk in and bring him three pages of paper. "Thank you." He said. SCIENTIFIC DEVELOPMENT PROGRAM
BETWEEN
THE REPUBLIC OF THAILAND
AND
THE UNITED MEXICAN STATES

The Government of the Republic of Thailand and the Government of the United Mexican States (The Parties will be referred to collectively as "the Parties" from here on.);

The Republic of Thailand, represented by its Deputy Foreign Affairs Minister, Sukhumbhand Paribatra
The United Mexican States, represented by its ambassador to Thailand, Enrique Romero

Article 1
Thai-Mexican Scientific Development Program

Thai-Mexican Scientific Development Program is a joint research program between the Republic of Thailand and the United Mexican States. The Thai-Mexican Scientific Development Program was established to advance technology, invention, and facilities via research partnership to build a new form of technology for the citizens of Thailand, Mexico, and the rest of the globe.

They are determined to, and pledge to, enhance the well-being of their citizens and our globe through the following process;

1. Each Party shall promote and recognize that technological advancement is critical to humanity's ability to deliver improved services to its population, and allow the international community to enjoy a better quality of life.

2. Each Party deems that its contribution to collaborative technological development will strengthen the two parties' relationship at the level of an alliance, in which both sides must have faith in each other.

Article 2
Cooperation

Each Party agrees to cooperate in scientific research in the following ways:

1. Each Party ensures that its scientists can conduct scientific research or research on any subject at its scientific institutes. Each Party must offer scientists from the other Party preferred access to perform any research or scientific work in the other Party's scientific institution or territory.

2. Each Party agrees not to abolish the other party scientist's freedom to conduct research independently without giving the other Party 30 days' notice.

3. Each Party agrees to offer research budgets for scientists from the other Party, as well as combined budgets if necessary. Each Party may request the other for joint research grants.

Article 3
Suspension

The Parties reserve the right to temporarily cease the implementation of this Agreement, in whole or in part, for reasons of security, public order, or public health, or for failure by either Party to achieve reciprocal compliance with the Agreement's terms, upon written notification to the other party through diplomatic channels at least thirty (30) days before the intended date of such suspension.

Article 4
Revision/Amendments

In writing and via diplomatic channels, each Party may propose a modification or alteration of this Agreement, in whole or in part. Any modification or addition to this Agreement that the Parties have mutually agreed upon will take effect on the date agreed upon by the Parties and will form an essential part of this Agreement.

Article 5
Settlement of Disputes

Any issues about the Agreement's interpretation or application shall be settled peacefully through mutual talks.

Article 6
Entry into Force and Termination

1. This Agreement becomes effective on the date of its signature.

2. Either Party may terminate the agreement by sending a written notice to the other through diplomatic means. The termination will take effect 45 days after the date of notification.

3. Measures not explicitly addressed by this Agreement shall be controlled by the respective parties' local laws and regulations.

lN WITNESS WHEREOF, the signatories have signed this Agreement after being officially approved by their respective governments. Done in two originals each in the Thai, Spanish, and English languages in Bangkok, the Republic of Thailand, on the ninth day of February in the year two thousand, all texts being equally legitimate. In the event of a discrepancy in interpretation, the English text will take precedence.

Ambassador Romero would review the document in great detail and take out a pen.

"This looks perfect. I look forward to having our countries work on scientific projects together."

He would then sign the documents and keep his copy for his government.

"It is amazing to find such a rare opportunity for peace and cooperation in a world on the verge of a World War. I look forward to reviewing the other proposals. I can get out of your hair while they're drafted and review them back at the embassy. I don't mean to be rude and leave, but my phone has been blowing up, and I fear that I am needed elsewhere."

"Well, you can leave if you need. It will take some time before finishing it. I will take you downstairs. You might meet with the minister or someone else if they are free. The whole government is in the parliament. Let me call you next time when we finish the documents? This science cooperation agreement is easy because that ministry wants to expand its potential in technology. We will have to draft it and propose it to our minister first." Sukhumbhand would take ambassador Romero outside the building, but they took a picture together on the first floor while holding the papers. "Also, you are free to email me or call me in the future. Can you send us a message about what your government wants to agree? That would be very good because we shouldn't draft for us to get the most benefit for one side."

"Of course, I will check in once my government has given me an answer. I must say I am quite excited to be working with you on these projects. I do apologize for leaving so suddenly, but even now my phone is ringing." He would say and pull out his phone to show. It would be vibrating and lighting up, Ambassador Romero would chuckle and place it back into his pocket. "Until next time. I'll be sure to give you a call when I am ready to discuss further business, or leisure if you have the time. I do like to golf from time to time." He would smile and thank the Deputy Minister for his time, before departing back to the embassy.

I am Surakiart Sathirathai, Minister of Foreign Affairs of Thailand. My deputy had informed me regarding the Thai-Mexican Scientific Development Program. The Minister of Science and Technology has forwarded me a message that he profoundly appreciates the Mexican government that wants to work with the Thai institution. His ministry desires to construct the largest laboratory in Thailand and world history. Your partnership made it come true. The government has recently obtained an area of over three square kilometers in the outskirts of Bangkok. We plan to build the Thailand National Research Center, which consists of two ten-floor buildings (50 meters). We want to make a Scientific department and a Technological department. Our architects expected that it would have a capacity of 80,000 employees and could fit 120,000. The project is very massive and designed for future expansion. We want to inquire if the Mexican government has any department to establish. Your scientists will have access to all services as Thai employees. We estimate that the project cost is 4 billion as a minimum, 7 billion as standard, and 9 to 12 billion as the advanced laboratory. Many ministries participate in fund managing, including the Defence Ministry.

From here, I am writing on behalf of the government. We want to know if the Mexican government will assist in the funding. We currently have a billion in our budget and will keep increasing. The additional fund allocation from the Mexican government will speed up the project. This Research Center will mark that we don't rely on the old western power and are ready to develop our own for humanity.

I thank you for writing me with updated information regarding the Science Project. Allow me to apologies for my early retreat with the Deputy Minister. I was called away on urgent National Security matters happening back in Mexico. While I cannot go into too much detail, I can assure you that Thailand has nothing to worry about.

Moving forward, I think this is a wonderful project, and I have had some time to talk with members of the government back home. Currently the Mexican Economy is booming and thus we have additional funds that we can donate to this project. However, this project has a steep budget. The Mexican Government can offer $2.5 Billion on initial payment, and we can provide monthly instalments for further advancement. Currently the Secretary of Defense is the biggest contributor to this project, with the Secretary of Health and Secretary of Education also providing funds. The Secretary of Energy also wished to join in this project although their budget is tight for the foreseeable future.

More funds will come in the following months; however, the Secretary Defense wishes to have their own department and work closely with your Ministry of Defense on future development of weapons. Mexico's Secretary of Defense is willing to allocate an additional $1.5 Billion to see this happen. Bringing the total first installment to $4 Billion should this occur. Mexico can offer further instalments of $1 Billion a month after the first initial payment. Once the project is complete Mexico can provide monthly or yearly stipends for further research and development.

Dear Enrique Romero,

I have reviewed it with the Ministry of Finance and found that your offer is generous. We are currently allocating four billion monthly to this project, and your allocation will sure speed it up. We are also contacting Sweden too has an Exclusive Department in Thailand National Research Center as they are also our ally. There are a few changes during your absence. We have continuous negotiation with the local and has extended the area to 5.26 Square Kilometers and the Mexican Defence Department building with a perimeter of 1.56 kilometers and 0.12 Square Kilometers. I will have the attachment below. The Defence Ministry is the most funding member, followed by the Ministry of Science Technology. They also have Fusion Power Research and Development Department and Nuclear Physics Department from ten of their Department. There are 38 departments which most of our Ministries have established. The Science and Technology Department and Defence Department have many projects to undertake. Also, as the leak from the news media, we expect $15 billion for this project.
