First I would like congratulate your Government for once again reaching out to the World Stage. We are glad to see democracy gaining traction within the European continent once again. But we are also saddened to hear of the devastation and loss of life cause by this New Caledonian terrorist front that seeks to persuade the people of France that they are their true hope. We understand greatly the loss of life you have experienced and wish to offer our condolences to those that have lost their lives to this senseless and gratuitous violence that is seemingly becoming more pervasive on our continent, and in our world.

We would like to offer our assistance in apprehending these criminal and assisting in aiding those harmed by this insurrection but it appears our friends in Thailand have once again selflessly sent their armed forces to help those in need and we commend them for that, as well as yourself for allowing them to assist with such a large force. At this time, while Poland could field humanitarian forces to assist, we do not feel it appropriate to place boots on the ground within a foreign nation unless asked or, in the case of the Congo, massive loss of life is expected without intervention.

What we can offer to your government is access to an investigatory body of our national intelligence agency, the Office of State Protection to assist your law enforcement in hunting these criminals down and ensuring the full weight of justice is brought down upon their heads.

Besides the incidents within Caledonia, we would like to begin a dialogue regarding a few opportunities we offer to nations we feel would benefit from them. The chief program being the Educational Exchange Program. The second being a trade agreement between our two nations. We are prepared to send a draft for both agreements to your office for you to look over to see if they are of interest to you.

Thank you for reaching out to us and offering your support to the Republic, and I reiterate our strong historical ties. We are happy to allow a Polish contingent into New Caledonia to support and protect humanitarian aid. It is unlikely that the AINC will fire on foreign soldiers, unless they are in the crossfire or have been misidentified, however this is up to you. Any aid is greatly appreciated.

I have spoken to the Interior Ministry and your agents may operate in New Caledonia, or metropolitan France, at any time if you wish. Further information can be given by the Interior Ministry on request.

Please do send us your draft agreements, and I am happy to personally look over them.

Attached to this Communique are a series of documents for you to peruse at your leisure, including a SOFA Agreement. I will speak with the Office of State Protection to see what resources we will be able to provide to the French Government and Police forces.

While you mention the AINC will not fire on foreign soldiers, we must iterate that our forces would gladly lay their lives down in the pursuit of something greater than themselves, such as protecting innocent civilians from harm or terrorists and insurrectionists.

While I have no objection to the Memorandum of Understanding on Education, we have some important questions on the Status of Forces Agreement. How many personnel do you plan on deploying, and where do you want them to be accomodated? I have also spoken to the Ministry of the Armed Forces, and they are interested in a similar Agreement for French forces in Poland. Would that be acceptable?

As for the Trade Agreement, we propose that France sends aircraft, machinery and steel to Poland. When could we begin shipments?

These are excellent questions, Minister, and one I have a rapid answer to. For the first, and the probably most important, we plan to deploy no more than two hundred and fifty Armed Forces personnel to the shores of France in a humanitarian capacity. We shall also task one of our Mercy-class Hospital Ships and two Yi Sun-sin-class Destroyers as protection for our forces to operate out of when capable, to reduce the strain on the local economy. Unlike our Thai friends who have deployed so many, we feel it best to not overwhelm the already tenuous situation within New Caledonia. The humanitarian forces shall be comprised of doctors and nurses bearing the red cross and as such will be considered non-combatants. Attached to these humanitarian workers will be a force of fifty men drawn from our Special Operations forces to both offer protection and be placed at the disposal of French forces if needed for direct action operations against the insurrectionists. As for the accommodations, I'm sure a majority of the time they will be content with their mobile field hospitals or the hospital ships themselves and not require any additional lodging otherwise. As for the matter of OSP personnel, we would like to send twenty-five of our investigative personnel to the mainland to assist your own intelligence agencies in processing evidence and conducting investigations. They will primarily be drawn from the investigators that were present and participated in the investigation into our own recent terrorist attacks.

As for adopting a mutual SOFA agreement for French forces within Poland, we would not be adverse to the idea in the form of training exercises and such but we must, at this present time, decline a semi-permanent or permanent establishment of foreign forces within Poland. The Status of Forces agreement we have presented is, in no uncertain terms, designed to be a long term establishment of Polish forces abroad, but merely to assist your own Government in getting a handle on the terrorist that plagues your citizenry. What we can do, however, is offer visa exemptions to the members of the Armed Forces of France who wish to visit Poland for tourist activities. But please do not let this declining of French forces within Poland dissuade you from our offer of friendship and assistance.

In regards to the Trade Agreement, we are in acceptance of aircraft, machinery, and steel to Poland. We should begin shipments on the first of the new month to better prepare ourselves. I petition we transport the goods via rail through Germany, a current Ally of ours.
Attached to this communication are the signed copies of the Trade Agreement and the MoUEA. Also attached is a revised copy stating the personnel limitations mentioned within this communication, italicized for better discovery.

This communication serves two purposes. The first is to inform of a small change in the personnel involved as we have added the OKP Baltyk, a replenishment vessel carrying additional food and medical supplies for the Humanitarian Effort, and the OKP Lublin, to assist in landing supplies and personnel onto the shore.

The second is to inform both yourself and the High Commissioner of New Caledonia that the Task Force has departed from Gdansk, Poland and is current under steam towards New Caledonia carrying several dozen tons of food and medical supplies to better assist those effected by the attacks and will be effected by future attacks.
