To the Esteemed Members of the Global Assembly,

The Kingdom of Poland submits this letter with the utmost gravity and concern regarding the escalating crisis in Catalonia following the events that unfolded in the early hours of August 1, 2006.

At approximately 02:43 AM CET, coordinated elements of an armed separatist movement known as the Free Catalan Assembly, led by former officer Júlia Riera, initiated a full-scale seizure of governmental institutions in Barcelona, including the Palau de la Generalitat. Operation “Albatross” has resulted in the effective occupation of critical state infrastructure in Barcelona and other key locations. The insurgents have proclaimed a unilateral separation from the Kingdom of Spain and established a Transitional Council of the Catalan Republic, publicly calling for international recognition.


The Spanish government, currently in emergency session in Madrid, has responded by initiating military containment operations, including border closures, communication blackouts, and the deployment of national security forces. Civilian casualties have already been reported. Social media footage depicts scenes of panic, disarray, and mass mobilization in urban centers. The specter of full-scale urban warfare looms.


In accordance with the founding principles of the Global Assembly—to protect civilian lives, uphold international peace and security, and provide stabilization in the face of emerging internal conflicts—the Kingdom of Poland respectfully urges the Assembly to take immediate action by authorizing the deployment of Global Assembly Peacekeepers to Catalonia with the following objectives:


  1. Protection of Civilian Life: To shield non-combatants from armed confrontations and prevent the escalation of violence in residential zones.
  2. Stabilization of Key Infrastructure: To safeguard hospitals, humanitarian corridors, and communication lines essential for public welfare.
  3. Monitoring and Reporting: To provide transparent, neutral observation of conditions on the ground and prevent misinformation or retaliatory abuses by any party.
  4. Facilitation of Dialogue: To create the conditions for peaceful negotiation between the Spanish government and representatives from Catalonia, while preserving international law and sovereignty norms.

The Kingdom of Poland does not seek to prejudge the political aspirations of any group. However, we are unequivocal in our belief that violence must not be the instrument of national transformation, and that democracy and diplomacy must prevail over disruption. We are particularly mindful of the symbolic and practical ramifications this crisis holds for the European continent and global order.


If unchecked, the Catalan crisis may ignite further separatist unrest across Europe and erode the fragile fabric of state legitimacy. The deployment of peacekeepers is not merely a response to this moment—it is a bulwark against a dangerous precedent.


Poland stands ready to contribute personnel, logistical assistance, and diplomatic support to any peacekeeping mission authorized by this Assembly. We also call upon all member states to act with unity and resolve.

Honourable Ambassadors and Representatives of the Member States of the Global Assembly, Excellencies,

I have the honour to inform you that His Excellency Ambassador Towpik, representing the Kingdom of Poland, has formally requested the convening of an Emergency Special Session of the Assembly to deliberate and take action regarding the evolving situation in the region of Catalonia, within the Kingdom of Spain.

In accordance with Rule 8 of the Provisional Rules of Procedure of the Assembly, which states that “any Member of the Global Assembly may request the Secretary-General to convene an emergency special session of the Assembly. The Secretary-General shall immediately inform the other Members of the request and inquire whether they concur in it. If within fourteen days of the date of the communication of the Secretary-General at least four Members concur in the request, an emergency special session of the Assembly shall be convened within fourteen days,” I hereby transmit Poland’s request to all Members.

I respectfully invite any Member wishing to support this request to notify the Secretariat within fourteen days of this communication.

Dear Global Assembly Ambassadors,

The Kingdom of Spain acknowledges receipt of the Secretary-General’s communication regarding the request submitted by the representative of the Kingdom of Poland to convene an Emergency Special Session of the Global Assembly concerning the internal situation in the autonomous community of Catalonia.

We thank the Secretariat for its timely dissemination of this matter in accordance with Rule 8 of the Provisional Rules of Procedure.

Spain wishes to reaffirm, unequivocally, that the current developments in Catalonia are an internal constitutional matter being handled under the full framework of Spanish democratic law and judicial process. The situation, while sensitive, is not a threat to international peace and security, nor does it warrant intervention under the extraordinary provisions typically reserved for Emergency Special Sessions.

The Government of Spain urges Member States to exercise caution against the politicization of national sovereignty within international fora, and to respect the principles of non-intervention and territorial integrity.

While we remain open to engaging with our partners in full transparency through appropriate bilateral or regional channels, we respectfully oppose the convening of an Emergency Special Session on this matter, which risks setting a harmful precedent for interference in the domestic governance of sovereign nations.

Spain is a mature democracy, committed to dialogue, civil rights, and the peaceful resolution of internal challenges through lawful means. Any attempts to escalate the issue onto a global platform outside the established mechanisms of diplomatic engagement risk undermining not only the credibility of the Assembly, but also the cohesion of multilateral institutions.

We respectfully call upon fellow Member States to consider the broader implications of supporting such a motion and to allow the Kingdom of Spain the space to address this matter within its sovereign and democratic institutions.

On behalf of the Socialist Republic of Thailand, I extend our sincere gratitude for your invocation of an emergency meeting of the Global Assembly. The Thai people, liberated from the oppressive chains of capitalism, are pleased that this session has the potential to undermine the Westphalian system. We believe that the time of nation-states is ever ending, and it is our historic duty, according to historical materialism, that we dismantle the suffocating structure of national vanity. Therefore, Thailand will be offering its best case to ensure that the Global Assembly’s authority supersedes any sovereign of the Spanish nation. While we do not know if this message is intentional in our interpretation, Thailand welcomes this significant opportunity to challenge the global system, which will pave the way for future massacres of the bourgeois and billionaires.

The Socialist Republic of Thailand reaffirms its commitment to its 2003 supreme confederal agreement, which compels us to advocate for the World Federation of Socialist States. Accordingly, we will do our best to ensure that the Global Assembly is transformed into an instrument of the international workers’ movements. The time of late-stage capitalism is reaching its due. Dear Gillian Bird,

The Kingdom of Spain continues to confront the ongoing crisis in Catalonia with constitutional integrity, judicial oversight, and an unwavering commitment to democracy. The challenges posed by radical separatist actors who have chosen confrontation over legal dialogue cannot be dismissed as mere calls for self-determination. They represent, in many instances, a direct attempt to dismantle the rule of law and destabilize one of Europe’s most pluralistic and decentralized democracies.

We note that you have supported Poland's motion which appears to question Spain’s legitimacy in responding to such matters. If consistency in the application of principles is to be preserved, we would invite Australia to consider its own internal dynamics.

You are a proud federation composed of diverse regions, some of which such as Western Australia or Tasmania have at times expressed varying degrees of separatist sentiment. Furthermore, the longstanding and deeply rooted aspirations of Aboriginal and Torres Strait Islander peoples for recognition, sovereignty, and justice remain a pressing and unresolved dimension of Australian national life. Spain does not presume to dictate how Australia navigates these complexities, and we would expect the same courtesy in return.

To speak of self-determination without acknowledging historical injustice, institutional frameworks, or democratic consent risks reducing the conversation to abstraction. We do not deny that all peoples deserve dignity and voice. But we assert that such voice must come through lawful, peaceful, and democratic channels not through force or unilateral defiance.

Dear Secretarait and Esteemed Members,

On behalf of the People’s Republic of Türkiye, I wish to address the recent proposal for a Global Assembly peacekeeping deployment in Catalonia, following the events of August 1, 2006.

As internationalists and defenders of the dignity of all peoples, we express our deep concern regarding the escalation of violence in Catalonia and the grave risk it poses to human life, social cohesion, and democratic order. The People’s Republic of Türkiye stands in unwavering solidarity with the working people of both Spain and Catalonia, who bear the brunt of every political rupture and armed confrontation.

However, we must assess this moment not only with compassion, but also with fidelity to the principles enshrined in the Charter of the Global Assembly, principles forged to safeguard both peace and the sovereignty of peoples.

Article 1 commits us to the peaceful resolution of disputes in conformity with justice and international law. And under Article 2(7), we are bound not to intervene in matters which are essentially within the domestic jurisdiction of sovereign states, except in cases where populations face mass atrocity crimes or systemic violations of human rights.

At present, there is no evidence that the Spanish state has abdicated its sovereign responsibility to protect its people. Nor has it employed means that would meet the threshold of international alarm. Spain remains a constitutional democracy with legal and political frameworks available to its citizens, including Catalans, to seek redress. Domestic remedies have not been exhausted. Dialogue remains possible, indeed, it remains essential.

We therefore cannot support an armed peacekeeping deployment into a member state responding to a violent and unilateral seizure of public authority. To do so would risk undermining the very international order we seek to uphold, and set a dangerous precedent wherein internal political struggles, no matter how historically rooted, are internationalized without just cause.

The cause of Catalan self-expression and cultural identity is not alien to us. The People’s Republic of Türkiye believes that the rights of all peoples to organize, participate in democratic life, and where possible pursue autonomy through lawful means must be respected. But these rights cannot be advanced through armed insurgency, nor can they be protected by foreign military presence imposed over a sovereign state without its consent.

We therefore call upon the Global Assembly to:
  • Express its concern over the situation in Catalonia, and the potential for harm to civilians;
  • Urge the Spanish government to act with maximum restraint and uphold the rights of all communities within its borders;
  • Encourage all parties to seek resolution through democratic and peaceful means, and to re-engage dialogue as a path toward reconciliation;
  • Offer technical and diplomatic support to facilitate de-escalation and protect human rights for all involved.

We affirm our solidarity not with people working people, marginalized communities, and all those who suffer in the crossfire of power and history. The Global Assembly must act wisely, not reactively, and ensure that our response strengthens justice without destabilizing peace.
