Greetings,

I hope this message finds you well, Secretary Fitzgerald. I am writing this in the hopes that you would be able to assist me in procuring two hospital ships for inclusion within the Royal Polish Navy. With the rising number of humanitarian crises around the world, such as Haiti and Republic of the Congo. It is in Poland's goal to expand our navy from warships to encompass humanitarian ships to assist in these crises. We are asking the United States first before making a public tender to further our relations and showing the United States they have an ally within Eastern Europe.

Mr. Dworak,

The United States Navy and Coast Guard have recently created a new frigate/cutter, called the Celestial-class, for use by both services. It includes a 32-cell VLS as well as state-of-the-art radar and sonar. The Department of Defense and the Department of State have whitelisted a handful of countries for potential export of the frigate, and Poland is one of them. This vessel is capable of a wide variety of missions as either an escort or an independent operator due to its armaments and its extended range. At this time, the frigate is under a special license from the Federal Government and is going for $1.235-billion each.

Some notable advantages of the Celestial-class for Sweden is the extended range of 11,200 miles. This range would allow one of the frigates to, for example, patrol the entirety of the Baltic Sea and also allow Poland to project power if possible.

If your government is interested in procuring one or more, please feel free to contact me as soon as possible.​

Gagor has reached out to me in an effort to rekindle that cooperation but on a larger scale. What he is proposing is a Joint Training exercise between your own Navy Seals and our Formoza as well as our GROM unit with your Delta Force. We would also be approachable to having a training exercise with our Polish Office of State Protection and your Central Intelligence Agency. We believe by strengthening the bonds between our two nations we can better protect the citizens of the world from harm before it reaches our streets.

Also, I am happy to hear that your government is interested in organizing military exercises and trainings between our armed forces. The United States does not operate any unit known as "Delta Force," however we do have active-duty Army special forces that you may be referring to. If you would be interested in some kind of joint operation between our special forces, I am sure that it something we could organize in Poland or the United States. What location would your government prefer?

At this time the Central Intelligence Agency is not conducting international cooperative exercises, but I will inform you if that changes in the future.​

I apologize for the misunderstanding on our part. I now assume the Delta Force mentioned to me by our Royal Special Forces is in fact an internal Polish designation for the special operations force that assisted our forces during the Ukrainian Crisis.

As for location of such exercises, I'm sure your forces receive quite a bit of training but I'm sure Poland can offer a unique geographical experience for your forces. With the Tatra Mountains, the waters of the Baltic Sea, and the many forests that inhabit the countryside. But I can also see a bonus to utilizing the unique biomes of the United States which range from mountain ranges to plains to forests to deserts. And the cold of Alaska and her surrounding waters. That being said, we have no preference to the location and are willing to leave the final say up to your government, as I'm sure you do not wish to have too many foreign special forces units setting foot on American soil.

And we understand that the Central Intelligence Agency is not conducting international cooperative exercises and are eager to see if they would be willing to do so in the future. I'm sure such an exercise will benefit both of our Intelligence Agencies in the future.

Again, because of the secrecy of this operation, we would like your troops to arrive at Fort Wainwright some time between one and three in the morning, local time.

A secure follow-up message would be sent from Deputy Secretary Hall's office to Minister Macierewicz office, requesting a flight plan, specifically: if the Polish aircraft would need to refuel anywhere in the continental United States before refueling. This information would be helpful to know, of course, so that the proper preparations could be made to allow the foreign military aircraft to land at an American airbase and so that the preparations could be made to refuel it. Once this information was shared, the deployment for this training exercise could be greenlit and initial moves could be made.

The requested flight plan would be sent over a secured and encrypted channel to the office of Deputy Secretary Hall that would provide a detailed flight plan for the aircraft and indicate a need for refueling over North Dakota. Also attached to the flight plan would be the passenger manifest listed eighty-five souls, including crew, as well as a cargo manifest detailing the equipment being brought along with the special forces operators. Everyone who was involved with the planning and implementation of this exercise were filled to the brim with excitement and trepidation of such an undertaking with a foreign power not officially allied with Poland.

I hope the month finds you well and you had an enjoyable Independence Day, sir. I am attempted to contact you regarding the Celestial-class Cutter/Frigate that we purchased from you recently. Our servicemembers aboard the ship have said nothing but great things and in particular have become the source of much envy to the rest of the Royal Navy. It is with this thought that I have been asked to reach out and negotiate the procurement of several other Celestial-class vessels as well as a new Amphibious Assault Ship to serve as the flagship for a new fleet venture proposed by Ministry of National Defense. While we are not too pressed on the time for the new Flagship, we would like to begin the purchasing of nine Celestial-class vessels as soon as you are able to begin negotiations.

I have also been asked as to test the proverbial waters in the possibility of acquiring a license to utilize an as of yet undecided jet engine to be used in a future Next Generation Fighter program within the Polish Armed Forces. Like the proposed flagship, this will be taking a secondary priority to the purchasing of the nine Celestial-class vessels.

I thank you for the rapid response as well as the rapid negotiation of the American bureaucratic system to ensure that you could provide accurate and timely response. We are thankful for the opportunity to be more closely aligned with the United States by establishing a military base within our borders, we feel it is unwise to do so at this time. We shall issue the same reasons as given to the Republic of France, such as the Polish people have had a storied history allowing a foreign military presence within the Kingdom, often times turning violent and disastrous for Polish citizens, not that we would accuse the your nation of perpetuating such actions in modern times. I do feel that we may be able to offer a simple concession to this declination of the offer. I have been permitted to offer a visa exemption for American military personnel who wish to visit the Kingdom of Poland. Do not let the declination assuage your feelings towards Poland as we do wish to maintain our friendship with the American Government. It is possible we may revisit this idea at some point in the future but unfortunately now is not the time for such projects.

As for nine Celestial-class vessels, what is the cost that your Government contemplating on issuing?

I cannot make any promises, however the United States government is always open to discussions and negotiations. Specifically what amphibious assault ships are your government interested in? The export of such vessels is typically not allowed and would require multiple steps within the government to approve it. Also, which engine is your government interested in acquiring a production license for? This, again, is something that we normally do not approve but that we would at least be willing to consider because of the close working relationship between Poland and the United States.​
