The new year sun, pale and spectral, filtered through the armored windows of the National Security Council headquarters on Çankaya Hill, casting an ashen light across the polished walnut table in the Situation Room. The air was heavy with the scent of freshly brewed tea and the faint undertone of stress that clung to every leather chair and wool-blend uniform. Maps of Europe and the Middle East lined the walls, dotted with small red markers. A digital board flickered silently behind them: POLAND: ŁÓDŹ INCIDENT – 18 CONFIRMED DEAD – SECURITY LEVEL: RED.

General Veysel Kurt arrived. His jaw was clenched, his posture stiff as he looked at the digital board. "Poles sent their message," he said without sitting, holding the printed communiqué with a gloved hand. "They want everything we have on a man named Kemal Hazar."

Admiral Erden Zaimoğlu, ever the composed, sat at the side of the table. He glanced at the letter, then at Kurt.

"Let me guess," Zaimoğlu said dryly, settling into his chair with a sigh. "You’re going to propose we send a battalion through Belarus and take the man ourselves."

General Arda Yılmaz, the elder statesman of the group, a silver fox with sharp eyes and the clipped accent of a Turkish academy instructor. He took his seat slowly. “They say Hazar boarded the train shortly before it exploded. Convenient timing, if nothing else.”

Kurt tossed the paper on the table, letting it flutter. “He’s from Diyarbakır. That alone should've raised red flags when they gave him asylum,” Kurt said. “We warned the West. About our fugitives. About what happens when you grant sanctuary to radicals. They didn’t listen. Now it’s their civilians in body bags.”

“And you believe this is a Kurdish operation?” Zaimoğlu asked, eyebrow raised.

Kurt’s glare was unflinching. “PKK or some offshoot. Could be one of the Red Kurdistan factions we flushed out in '95. Could be something newer. Doesn’t matter. He was one of ours. One of theirs now. He bombed an ally’s civilians.”

Arda interjected coolly, fingers steepled. “You want to use this to get the Poles on our side.”

“Not just Poland,” Kurt replied. “All of them. Warsaw is the bleeding heart of the West. If we supply them with intel, thorough, exacting, no omissions. It opens a door. They won’t ignore our intelligence requests anymore. The west can’t call us fascists while asking for our help tracking terrorists in their own backyard.”

Zaimoğlu leaned forward slightly. “And in exchange, what? They extradite him and hand us a few compliments in the press?”

“I want extradition,” Kurt replied. “But I also want acknowledgement. That we’ve been the ones on the front line. That Diyarbakır and Hakkâri and Şırnak were the early warnings they ignored. This is our moment.”

Arda Yılmaz tapped the table twice, his signal for patience. “There is an opportunity here, yes. But you want to rush it. We hand them everything, they close the case on Hazar. But we also confirm their story. That this man was one of ours. That we missed him. Or worse, tolerated him.”

Zaimoğlu turned the teacup slowly between his palms. “And we also confirm that a Turkish national, under a humanitarian visa we publicly protested, executed a major act of terrorism on European soil. It internationalizes the Kurdish issue.”

“You mean externalizes it,” Kurt snapped.

Zaimoğlu didn’t blink. “Yes. And I’m not sure that’s in our interest.”

Kurt’s fists clenched. “You still believe this is something we can manage with peace gestures? With reconciliation? What will it take to convince you, Admiral? A bomb in Kraków? Or Berlin? Or Ankara again?”

“Enough,” Arda said, his voice sharp. “Both of you.”

He looked at them like a father watching two sons argue over something neither understood.

“We release partial data. Enough to establish concern. Not guilt. We cooperate with Poland, but we do not rush to name Hazar unless MİT confirms operational ties. We control the narrative. We link the PKK, TAK, YPG, to this offshoot.”

Kurt leaned back, furious but silent.

Zaimoğlu nodded once, grudgingly. “And if they push for full files?”

“Then we remind them we want to have a full agreement in place,” Arda said. “And that alliances, like intelligence, are built on trust, not demands.”

The others nodded as a couse of action was determined and transmitted to the Turkish intelligence agency.

MİT expresses its condolences regarding the appreciates the request our Polish counterparts regarding the deadly attack in Łódź. The MİT has recieved an intelligence sharing request from the OSP regarding an alleged perpetrator of the attack. We recognize the sensitivity and complexity of the current situation and affirm our commitment to maintaining regional stability and protecting mutual interests in Eastern Europe.

MİT is actively monitoring movements of interest through key transit points and regional border crossings. Our liaison officers with the Gendarmerie Intelligence Services the JİTEM have been notified of monitoring PKK channels for their involvement or potential information which the MİT may be able to share.

While legal constraints limit on sharing intelligence of Turkish nationals, including sensitive personal information, with foreign governments the MİT maintains routine intelligence-gathering operations on Kurdish extremist elements, including Kurdish Hawks (TAK) and radical PKK splinters.

The MİT has cooperated with other European intelligence agencies to undermine transnational efforts by Kurdish terrorist organizations. As we build the necessary infrastructure to cooperate the Turkish security services urge their Polish counterparts to take the issue of Kurdish terrorism seriously and work together to combat this growing cancer.

MİT proposes the following immediate steps for enhanced bilateral coordination:

a. Deployment of MİT liaison officers to Poland for face-to-face consultations on joint threat assessment and strategic cooperation.

Dear Colleagues,

The Kingdom of Poland wishes to convey its sincere gratitude for the message and the condolences received from the National Intelligence Organization concerning the January 6th attack near Lodz and we welcome Turkiye's willingness to engage in a constructive and secure intelligence dialogue.

We acknowledge the complexities involved in transnational counterterrorism operations, and intelligence operations, especially concerning stateless extremist elements and non-state Kurdish militant networks operating across borders. The Office of State Protection will confirm the receipt of the National Intelligence Organizations preliminary advisory regarding regional PKK and TAK-linked actors. We also wish to express an interest in deepening operation cooperation, especially where actionable intelligence might contribute to the identification and/or capture of individuals linked to the recent attack.

In response to you proposal, we are prepared to host the deployment of two Turkish liaison officers under the proposed diplomatic cover. The Office of State Protection and the Ministry of Foreign Affairs of the Kingdom of Poland are currently expediting the visa and credential clearance process for

  • Brig. Tuncay ERGUN, to be granted clearance to work directly with OSP’s Counter-Terrorism Bureau – International Cell (CTB-IC).
  • Lt. Col. Gulsah KAYA, who will liaise with OSP’s Technical Monitoring Section (SIGNINT & Civil Surveillance).
Both officers will be granted Category II Liaison Access under the Royal Internal Security Clearance Directive (R-ISCD 2003/27), enabling access to compartmentalized data strictly relevant to ongoing joint investigations. We support your recommendation for the establishment of a dedicated encrypted communication channel and propose that secure communications be routed through OSP's Secure Liaison Hub - Warsaw.
