Portugal is eager to foster close and meaningful relations with China, recognizing the mutual benefits that can arise from our collaboration. We see tremendous potential for cooperation in various fields, including trade, culture, and technology. Our commitment to building a strong partnership is unwavering, and we are enthusiastic about the possibilities that lie ahead. In light of this, Portugal is also interested in exploring investment opportunities in China. We have identified a potential venture that aligns with both our nations' interests. Portugal is interested in acquiring approximately 250 units of the DF-21D Anti-Ship ballistic missile, along with their transporter erector launchers. We understand that the production cost of each unit is around 6 million US dollars, but we are prepared to offer a purchase price of 10 million dollars per unit.

This proposal is not only a testament to Portugal's confidence in the quality and capability of Chinese made weaponry, but also an opportunity for China to realize a substantial profit margin. We believe that this venture could be a stepping stone towards further economic collaboration between our nations. We look forward to your thoughtful consideration of this proposal and are optimistic about the potential for our two countries to build a prosperous and cooperative relationship. Thank you for your kind message. The Chinese peoples are grateful for your outreach and willingness to open relations. As such I personally welcome the opportunity to develop Sino-Portuguese relations.

While we would be open to the sale of weaponry to Portugal, the weapons system mentioned is considered highly sensitive and dangerous for its opportunity to upset local, regional, and even global balance depending on how it is used. I personally have no doubt that Portugal can be trusted with this responsibility, however in line with our recently passed weapons export regime there must first be an agreement between our two states before I am allowed to authorize its sale. This is to make sure that any sale and use of the weapons systems are governed by bilateral agreements.

If you are open to negotiating terms for this sale as well as any other possible ties between our two governments I would hereby like to extend a formal invitation to meet with myself in Nanjing.

In response to the communication, the Department of State relayed instructions to the Portuguese Ambassador in China, advising them to proceed to the Office of the Acting President of the Republic of China. Accompanied by a collection of pertinent documents, our Ambassador will await an escort at the main gate, directed towards the distinguished presence of Mrs. Ming Yi.
Upon meeting, a moment of exuberance took place as the Ambassador conveed his pleasure in meeting the Acting President, "Ah! Mrs. Ming Yi, it's a pleasure to finally meet you! Back home, there is much internal discourse regarding China's trajectory towards a more democratic path. Given the historically amicable relations, especially post the handover of Macau, I am confident that the future shines brightly for Sino-Portuguese relations! This diplomatic engagement signifies a historic opportunity to strengthen ties and foster collaboration between our two nations!"

Yi smiled as the Ambssador approached her. For now her administration held office and residency in the Chaotian Palace, an impressive complex originally built by her ancestors to serve as an Imperial palace. Once the Ambassador finished speaking she would offer him a seat before sitting down by her desk herself. "Thank you, your Excellency. I am certain that Sino-Portuguese relations will prosper and in general we welcome all international cooperation as we find our path to true democracy for a people that has never in recorded history enjoyed that power. I too look forward to the fruits of this diplomatic engagement"

"Well I believe that firstly we should talk about broadening our relationship, especially in culture and the sciences, I believe a possible student exchange program could be set between our high educational institutions, it could serve to bolster both our knowledge of each other and exchange cultural ties. This would provide crucial insights to both our universities to learn how each other operate and learn from each other."

The Ambassador would be visibly elated with the answer, he would grab a few documents showing the exchange program and give them to Mrs. Yi. "I believe one of the top universities try this would be with the University of Coimbra, which is one of the oldest universities in the World, from the 12th century, they currently teach every field, being Law the most prominent and with a higher prestige, however they are also leading on the fields of Medicine and Mathematics, which Chinese University would complement best the University of Coimbra for this program?"

"You must forgive me Ambassador as I do not know the qualities of all our individual universities fully in depth so a more permanent determination for a suitable university should be made by the Minister responsible for education. Tsinghua University however I do know is generally considered the best in China and among the best universities in the world. I am almost certain there would be potential there"

Yi nodded as she listened carefully to the Ambassador's case for weapons sale. While ironically the Communist regime would have been much more excited to sell their weapons even to the supposed ideological enemy, the new democratic government had to weigh the benefit of all weapons sales to the responsibility China carries for the preservation of global peace and stability as well as non-proliferation.

"I understand and appreciate perfectly how changes in the previously peaceful status quo have caused concern in Lisbon. Quite frankly the fact that a situation could have been allowed so drastically to open war without any attempt seeming to have been made at diplomacy is concerning to say the least. The Republic of China is willing to sell the DF-21D to you, there are however some restrictions we have to discuss. While I am not a military expert myself i have consulted my experts who have warned me that the missile in question can very easily be converted to a regular ballistic missile as that was its initial intention. As a responsible actor we cannot contribute to the further proliferation of weapons of mass destruction. If Portugal were willing to sign an agreement stating it will not use the missile for any purpose other than to protect the internationally recognized territory and waters of Portugal we will gladly sell the weapons system to you. We would also in general be open to wider sales of technology and equipment ranging from our advanced radars to ships"

In line with this commitment, we are prepared to sign an agreement affirming our solemn pledge to deploy these missiles solely for the protection of our internationally recognized territory and waters. We will also add a provision for it in our own Armed Forces Doctrine.

Moreover, we are eager to collaborate further on matters of technology and equipment. The prospect of exploring wider sales, including advanced radars and ships, is of great interest to us. "I am excited to hear your agreement with our own concerns and willingness to provide the written guarantees to address them. I would also be open to allowing Portugal more access to our military industrial capacity. Perhaps it would be a good idea to open a factory and shipyard in Portugal? Or perhaps take over one currently not being used. We have been looking for ways to give our technology a more global reach, and in return for providing us a presence on the European continent we would be willing to give you access to our military companies at only a 5% charge over the price to produce the equipment." She paused for a moment to let the Ambassador think and to allow for another topic she wanted to discuss to be raised. "There is one more thing I wanted to talk about and I will also address with the UK in the future. In the past century we signed an agreement with you concerning the status of Macau. At that time China was obviously under a tyrannical dictator and providing democratic guarantees for Macau was essential. However right now China is arguably more democratic than both Macau and Hong Kong themselves. As such we are looking to fully admit these territories as City States in the Republic of China. This would, like Beijing, Shanghai, and Nanjing, give them their own two Senators and an appropriate number of House Seats in the Chinese legislature as well as a degree of autonomy in their own affairs. Would Portugal be willing to withdraw the one state two systems solution?"

"The notion of setting up a factory and shipyard in Portugal for accessing China's military industrial capacity is fascinating! It's a win-win scenario, boosting our defense capabilities while also fostering economic growth right here in Portugal. And your offer of just a 5% charge over production costs for access to your military companies? That's incredibly generous and something we're keen to take up, would it be possible for these future productions to be ordered to China, but then built in that factory? That would boost both our economies." He would pause.

"Now, on the matter of Macau and Hong Kong, we understand the need to revisit past agreements given the changing landscape. Especially since China is now the beacon of Freedom and Democracy in the Asian Region." He would pause. "At leat in our view, I believe that China and Europe can mutually prosper under the rule of democracy and freedom. Portugal is open to discussions on withdrawing the one state two systems solution, as long as the rights and autonomy of the residents are upheld, I especially like that you seek to incorporate these territories as fully fledged states in State, we only wish that part of the old agreement be upheld, that the Portuguese Language can still be considered one of the official languages of the State, and still taught and learned in Schools."
He would pause again and circle back towards the military purchase. "And again yes, putting our agreements in writing sounds like the best way forward. It ensures everyone's on the same page and helps avoid any misunderstandings down the line. While we're happy with the initial pricing for the military products, we're open to exploring other options if you have them in mind. But we will make sure that on the agreement it will be expressively said and written both our concerns of these weapons to not be sold to third parties."
