The Portuguese Prime Minister would initiate a private and encrypted phone call to his Spanish counterpart.

Pedro Sánchez takes the call in his office on a private and encrypted line.

"Pedro Sánchez speaking, how can I help?"

"Good Morning Pedro Sánchez, I am Donato Nogueira, Prime Minister of Portugal. How are you today?"

The Prime Minister would look for a certain folder in one of the file cabinets behind him, his phone still in hand. He would then pull out a few of them and drink a cup of tea before replying.

"I'm terribly sorry for the terrorist bombings that have stricken your nation weeks ago, my condolences for your people. I wish to inform you that Portugal is willing to re-establish diplomatic relations with Spain. Now, the Foreign Minister may already have told you about the plans, but the meeting was cut short due to the unforeseen event. I have here plans of trade and mutual defense. Key documents that help establish the friendship between our two nations. I would like to invite you here to Lisbon, so that we may discuss this further."

"I can't attend unfortunately, but I can deploy one of my Deputy Prime Ministers to Lisbon to discuss said plans. The friendship we share with Portugal is of the upmost importance for the whole of the Iberian Peninsula. If you give me a date then I can send Nadia Calviño to Lisbon to negotiate on my behalf, she is a well respected member of my team and I trust her that she'll negotiate very well."
