A Phonecall would be made by the Secretary of Defense of the Portuguese Republic to the Head of Government of Germany, the call would be encrypted and private. The secretary that would first pick up the call would be informed by that the main reason of the contact would be regarding the fullfilment of the "Purchasing Agreement for Sachsen-class Frigates between the Portuguese Republic and the Federal Republic of Germany" signed by the previous German government and the current Portuguese Administration. The Secretary would wait to be pick up by the German.

With the Chancellor in a meeting with the French, the Vice Chancellor away with meeting with the MOJ over what has occurred with the NPD and Far Right in which both was unknown to the Portuguese. The call would be deflected on towards the Ministry of Defence. As the call reached Lena Vogel, the Minister of Defence. She looked at who was calling and the reasoning behind. Heavily sighing and wondering again of what the previous administration had done now. Lena would answer the call eventually after the Portuguese had been already on hold for some time as the call had been deflected between two buildings. The call was encrypted.

"Hello? Lena Vogel, Minister of Defence speaking."

“Hello Mrs. Vogel, My name is Mr. Pena, I'm the Secretary of Defense of the Portuguese Republic, hopefully everything is going well since you have taken office?” He would pause.

“So, our current Administration signed an Agreement with the previous government of Germany, regarding the purchase of five Frigates for 900 million each. Part of this agreement was the unwritten promise that the Portuguese Navy would be able to again buy the same type of ships for the same price, would this new administration still honor that gentleman agreement? Apart from this, we did receive the first batch of 5 frigates, and I'm very pleased to say that they are in top condition and Portugal is extremely happy that business was concluded. As such, and as per agreement, your Administration and Germany will be paid the rest of the amount of the contract. We always honor our agreement and words, business must be completed, even when it was done under the previous German government. As such, we shall wire 2.25 billion dollars to your administration in the coming days.”

"Mr Pena, it is has been a turbulent few months since taking office." Lena was referring to the previous administration, before listening in. "I see no issues, it is five you want yes?"

"Yes, that is about the current needs of your Navy, would be about 5 of those vessels. Which would be it would be on the same agreement? I'll fast-forward you the same agreement with a few alterations. Regarding the issues of taking office, perhaps Portugal could offer you some assistance? We could send you a team of Governance expert to help you fix some of the worngs of the last administration?"

The Secretary would wire a Purchasing Agreement to her to be signed.

The agreement would be as follows;

Purchasing Agreement for Sachsen-class Frigates between the Portuguese Republic and the Federal Republic of Germany

Article 1: Parties to the Agreement

This agreement is entered into on this 2004, between:

The Portuguese Republic, represented by [Rui Pena], [Secretary of Defence], acting on behalf of the Government of the Portuguese Republic, hereinafter referred to as "Buyer."

And

The Federal Republic of Germany, represented by [Lena Vogel], [Minister], acting on behalf of the Government of the Federal Republic of Germany, hereinafter referred to as "Seller."

Article 2: Subject of the Agreement

The Seller agrees to sell, and the Buyer agrees to purchase, five (5) Sachsen-class frigates, as detailed below:

• Type of Vessel: Sachsen-class Frigate
• Quantity: 5 (five) units
• Purchase Price: 900 million dollars per unit

Article 3: Payment Terms

The Buyer shall make an initial payment of 50% of the total purchase price, amounting to 2.25 billion dollars, upon the signing of this agreement.

Article 4: Production Start

Upon receipt of the initial payment, the Seller agrees to commence production of the Sachsen-class frigates without undue delay. The production timeline and specific details shall be communicated to the Buyer within [1] day of the initial payment.

Article 5: Delivery and Inspection

Upon the completion of production, the Seller shall deliver all five frigates to the Buyer. The Buyer shall have the right to inspect the vessels within a reasonable period. The Buyer shall notify the Seller of any defects or non-conformities within [1] day of delivery.

Article 6: Final Payment

The remaining 50% of the total purchase price shall be paid by the Buyer within [1] day of the delivery of the last frigate. All payments shall be made in dollars and shall be transferred to the designated bank account of the Seller.

Article 7: Warranty

The Seller warrants that all frigates delivered under this agreement shall be free from defects in material and workmanship for a period of [20] years from the date of delivery.
The Buyer warrants that all frigates delivered under this agreement shall not be re-sold to third parties, and will be either sold to the Seller or scrapped.

Article 8: Governing Law and Dispute Resolution

This agreement shall be governed by and construed in accordance with the laws of [Portugal, Germany, and the International Court of Justice]. Any disputes arising out of or in connection with this agreement shall be resolved through arbitration in accordance with the rules of [Portugal, Germany, and the International Court of Justice].

Lena would read the agreement, before replying. "I would like to make a alteration of that you cannot sell on these frigates and make profit for yourselves. In regards to the government issues, we seem to be fine at this moment."

"Oh Yes, I can guarantee that will not happen, we view these ships as an integral part of our navy, when they have to be decommissioned they will either be scraped, re-sold to Germany, or made into artificial coral. We have altered the agreement."

"Thank you very much! We shall prooced with the transfer of the first 50% of this new acquisition." He would pause. "On another note, how is Germany fairing with the change of Government?

"The production has already begun and the transfer should be complete. In regards to the change, it hasn't been smooth. But we are getting there."
