Perhaps we could also begin discussing this new longer term Franco-Portuguese relationship? As I believe we have already discussed much of the basics so far and I do believe that arranging both the sales agreement and a possible alliance from the same conference would ultimately be to the benefit of both our states and send an even clearer message to the world. MUTUAL DEFENCE AND CULTURAL COOPERATION TREATY
BETWEEN THE EMPIRE OF FRANCE AND THE REPUBLIC OF PORTUGAL


Preamble
The Empire of France and the Republic of Portugal (hereinafter referred to as "the High Contracting Parties"), desirous of strengthening the bonds of friendship, ensuring mutual security, and promoting cultural and academic exchange between their nations, have agreed to conclude the present treaty.


Article I: Non-Aggression

1. The High Contracting Parties commit to resolving disputes through peaceful means and pledge not to engage in military aggression against each other.
2. Any conflict or dispute arising between the Parties shall be resolved through diplomatic dialogue, mediation, or arbitration.

Article II: Mutual Defence

1. The High Contracting Parties undertake to provide mutual assistance in the event of external aggression against the territorial integrity, sovereignty, or political independence of either Party.
2. In the event of such aggression, both Parties shall consult immediately to determine the necessary measures to be taken.
3. Each Party shall maintain adequate military capabilities to contribute effectively to mutual defence efforts.
4. The treaty shall not infringe upon existing international obligations or commitments to other alliances.

Article III: Military and Strategic Cooperation

1. The High Contracting Parties shall enhance military cooperation, including joint training exercises, intelligence sharing, and strategic coordination.

Article VI: Implementation and Review

1. A joint commission shall be established to oversee the implementation of this treaty and address any arising concerns.
2. The treaty shall be reviewed every ten (10) years to ensure its continued relevance and effectiveness.

Article VII: Final Provisions

1. This treaty shall enter into force upon ratification by both Parties in accordance with their respective constitutional procedures.
2. Either Party may withdraw from the treaty by providing three (3) months’ written notice to the other Party.
