Security would be heightened in Portugal as there was news of a Spanish delegation coming to meet with the Prime Minister. Guard Dogs trained to sniff out bombs would be stationed nearby, as police ready the roads for the motorcade. A notice would be sent to the Spanish regarding the security measures taken, as well as the mode of transport. If needed, Portugal would send in her own vehicles to accommodate the Spanish. The planned itinerary was short and precise, sacrificing the usual sightseeing tour showcasing Portuguese culture for a safer event. They would meet at the Prime Minister's office, discuss topics, and quickly return home. Media were allowed limited coverage of the event, only sticking to preapproved areas for their film crews to broadcast.


The Spanish Government was notified once the preparations were ready. It was early in the morning, and the meeting was scheduled to finish around noon. The Portuguese Prime Minister, Donato David Nogueira, would adjust his tie, waiting for the Spanish delegates to arrive. While he was distraught that he could not give his guests the Royal Portuguese Welcome he had given prior, he was aware that safety should be the number one priority.

Nadia Calviño took a motorcade to Getafe Air Base just outside of Madrid where she boarded an awaiting Airbus A310 of the Spanish Air Force, the plane had been checked over for any safety and security issues and was fueled to make the journey to Lisbon, she was joined on the trip by ten Civil Guard agents who each carried a loaded Beretta 92 with three extra magazines - the journey wasn't long, enough for the Deputy Prime Minister to look over some documents she'd been given by the Prime Minister.

Lisbon ATC would follow normal protocol for the incoming Spanish Flight, although they would be issued orders on where the delegation would disembark. Due to the ongoing meeting of the Lusophone Council, the same area that was shut off to the public would be put into use for the Spanish. 5 guards would be waiting at the area, ready to proceed on escorting their Spanish guests to the prepared motorcade. In the meanwhile, the Portuguese Prime Minister would prepare his office, rereading on the topics he wished to discuss. The Portuguese-Spanish relations would dictate the security and the future of the people of Iberia.

The Airbus A310 of the Spanish Air Force touched down in Lisbon and would taxi to its assigned gate by Lisbon Air Traffic Control and Nadia Calviño disembarked once the appropriate measures had been put in place and made her way to the motorcade with her security detail also occupying spare vehicles to protect the dignitary, once the Spanish detail was ready, they'd inform their Portuguese counterparts that everything was good.

The Spanish Delegation would be escorted to the prepared convoy, the security at utmost alert. This time, no crowds would be present, only a few spectators were there to observe the motorcade. Eventually, through the predetermined route, they would arrive at the Prime Minister's office. The Prime Minister would be waiting inside, as the building's security would be tasked in escorting them in. The Convoy would be parked at another place while 2 Police cars would arrive to quell any suspicious behavior.

They would be lead to the room where the Prime Minister was residing in. Instead of the usual magnificent views of Portuguese Architecture and History, they would be greeted with government workers busy with the daily tasks of bureaucracy; smiling and greeting them by as they pass. The Prime Minister's room was less convoluted than the desks outside, as a small coffee table with dark blue couches were prepared for the Spaniards.

The Minister would invite her to sit, along with anyone who wishes to rest themselves after the relatively short trip. He would ask for glasses of water before starting.

"Greetings, I am Donato Nogueira, Prime Minister of Portugal. I hope your journey here was smooth and pleasant."

Nadia Calviño smiled as she exited the convoy, she was dressed in smart attire as selected by one of her advisers the night before - she followed the lead as she clutched onto her bag containing vital documents as she made her way into the room and sat firmly on the chair that was assigned to her as she brought out various documents that had been prepared for her.

"Thank you for having me Prime Minister, it's a pleasure to be in Lisbon and Prime Minister Sánchez sends his regards and apologises that he cannot be here to meet with you."

"No worries, Ms. Calviño. I would like to ask if there's anything you wish to discuss before we go on to talk about our two nations' diplomatic affairs?"

An intern would enter the room carrying tea for both of the parties. He would set the teapot and its tray unto the table in front of them, bowing down to show respect before exiting the room. The sun's golden rays peek behind the office's blinds, while the Minister was waiting. The faint sound of the wooden ceiling fan echoes within the room. The Minister would grab a cup of tea for him, and pour it on a white teacup on the table.

"I'm thankful that we can finally get down to business Prime Minister.. I'm sorry this visit couldn't be done in the past but due to the unfortunate events that happened in Madrid, the security of your Foreign Minister was of upmost paramount so we decided that the visit could not go ahead.

I would like to think that the defensive alliance your Foreign Minister proposed in our previous messages alongside the free trade agreement is still on the cards? We feel like the defensive alliance is an important step for the stability and security of the Iberian Peninsula and Portugal is a very important trading partner so the free trade agreement will go a long way to helping those out in our nations."

"Of course, the defensive alliance and the free trade agreement is still up, although I would ask you if Spain is willing to consider an observer role in our newly formed LOFS. This would guarantee a defensive alliance between Spain and the Lusophone nations, as well as economic agreements with all parties. This would also give us the opportunity to handle each other's economic problems. If Spain wishes not to, we can settle for a simple Defensive-Alliance between our two nations, as well as the previously mentioned Free Trade Agreement."

"I was actually thinking of a revised version of the Iberian Union which both of our members were apart of back in 1580. Similar to the Lusophonic Organization of Free States, it would hold many councils such as a military council to focus on coordination between our military's, a research council to focus on research between our two countries and so on. Sort of a full alliance between our two countries under the banner of the Iberian Union where we meet on a regular basis to discuss current ongoings to preserve, protect and defend the integrity of the Iberian Peninsula."

The Prime Minister, while keeping professional, was visibly surprised on the Spanish delegate's proposal, although the thought of the Iberian Union had been floating around Portuguese politics ever since the restoration of the Monarchy. The nation's politicians were heavily divided on the thought of the Iberian Union, some staunch imperialists, while others were open for closer relations with Spain. After all, the reason why it had broken up is because of the rise of the House of Braganza, the current ruling dynasty in Portugal. Nonetheless, he was surprised, not of the idea, but on how soon it had come.

"It's an interesting proposal. While I have the ability to decide on matters that will affect Portugal, this needs the input of the Royal Assembly, and consequently, the Portuguese people as well. I cannot assure you that Portugal is willing to reunite with Spain as of now, although I do have the authority to offer you the Free Trade Agreement, as well as the Military Alliance that our Foreign Minister has proposed. I do have to ask you, however, if you can expound on your revival of the Iberian Union. This could hopefully open up further discussions that might bring our two nations closer together."

"It is not the former Iberian Union our countries came under, its more of an alliance similar to the Nordic Council and other close alliances, we would be willing to sign a free trade agreement but would need to see the Defence Agreement that your country is proposing."

"I see, do you have any drafts for this alliance? I would like to see it. Certainly, the prospects of being in a closer alliance with Spain is for the best interest of the Iberian peninsula. If you have a draft for this alliance at the ready, perhaps we can discuss this further. As for the defense Agreement..."

The Prime Minister would hand over a draft of the Treaty to the Spanish visitor.
