Dear Minister of Defence,

I am writing to discuss a continuing American - Canadian relationships in the next coming year. I would be grateful if I could arrange a visit to yourself in the White House to discuss a wide range of issues from national security, economy, immigration and North American cooperation. I look forward to hearing from you.

Whilst I await a response regarding this, our Minister of Defence Harry Smith would also like me to enquire about the potential purchase of American build warships and aircraft into the Royal Canadian Navy. The United States Ambassador to Canada, William Stewart, departed the embassy and travelled to 24 Sussex Drive to meet with the Canadian Prime Minister. He had spoken with both the Secretary of Defense and the Secretary of State, and he had solid information on what the United States was willing to sell to Canada. In addition to that, he had additional topics that he wanted to bring up to the Canadian government that could involve cooperation between the United States and Canada. The ambassador was excited to meet with the Canadian Prime Minister and other members of the Canadian government to make the relationship between the two countries closer.

As the Ambassador left the embassy, a RCMP protective detail would escort the Ambassadors vehicle. Police motorbike outriders leapfrogging ahead of the convoy to shut down roads and ensure passage through the busy Ottawa streets with ease and efficiency.

The RCMP protective detail at 24 Sussex Drive would be alerted the Ambassadors arrival, allowing them to ensure the slick entry of the Ambassadors vehicle through the protective gates of the estate.

John Harrington and his Wife Claire would be stood at the main entrance of the building ready to welcome the Ambassador.

"Welcome Ambassador" The Prime Minister would say as the Ambassador approaches, offering a firm handshake "I trust you are settling in well to Ottawa?"

Ambassador Stewart returned the firm handshake and introduced himself to the Prime Minister and his wife. "Absolutely, I love it here. Whenever I'm done serving as ambassador I might just have to retire up here or in Alaska," he said with a smile. The escort for his car was much appreciated and a welcoming gesture from America's closest neighbor. The United States and Canada obviously had a historically very close relationship and had good reason to want to work together for mutual defense and security. Stewart had numerous things he wanted to discuss with the Prime Minister, but fist he knew that the Canadian government had been waiting to discuss some other matters that they had been waiting on for some time, so he would allow those matters to be brought up first once they had been settled in their meeting place to begin discussions.

With introductions completed, the Ambassador would be led through to the formal reception room of the building. Comfortable seating for both the Ambassador and Prime Minister taking the centre of the room. Arranged in a welcoming side by side arrangement. A table of hot drinks and snacks between them.

"Ambassador, if I may take us straight into the priority of my government between our two nations. We would like to see integrated and co-ordinated defensive relations between our two nations. My government has three proposals to bring to you today, but I feel it may be beneficial for me to inform you of our upcoming defence review and what the strategic aims of our military will involve.

The Canadian Navy will be tasked with building up Amphibious Response Group which will see the combined arms of Canadian Marines, Sailors and aircrews. We envision this would be lead by a Amphibious Assault Ship that are able to launch both fixed and rotary air assets, including Fighter Jets. Supporting this would be a Amphibious Support Ships and Dock Landing Ships.

3 Groups will be established - 1 operations, 1 training and 1 in refit/repair this will allow us 24/7 coverage.

Underpinning all of this, Canada is looking to other continents to establish forward logistic bases - with bases to be established in Europe, Asia and Oceania. These bases will support Rapid Response Forces to support peacekeeping operations globally. This is similar to how the US Military Operates.

Working further to this, we hope to restart the NORAD system of defence working closely with US forces to establish joint command and radar systems to protect North America.

I would like to start first with the issue of equipment purchasing.

I hope you may have had chance to review the list of potential acquisitions that were sent to your President. May we begin our discussions regarding the acquisitions of this equipment?

We have made one change to the vessels we wish to order and changes to the number of landing craft required and included a new request from the Canadian Air Force."

"Well," Stewart said, "that is quite the defense proposal that you have. I'm sure that the White House and the Pentagon will find it refreshing that an ally wants to work directly alongside us and is willing to help themselves. We can assist you with all of these items except for the Harriers. The United Kingdom has the production rights for the Harrier, so you will need to go to them, but I presume that they would be happy to help you - especially with our endorsement.

"Something interesting is that the Navy does have two Tarawa-class that they were getting ready to list for sale to partners and allies... Prime Minister, I have already spoken with the President and the Secretary of Defense about the aforementioned items, and I feel confident that the changes you have made will not be a problem. What we normally do for these items is we would issue what is called a 'Limited Production License,' commonly called a LPL. A LPL would authorize your government to build a set number of a product, such as three Whidbey Island-class dock landing ships, for example, until the end of 2008. This means that your government would produce the product and pay a fee to the United States to do so.

"However, because your government wants to build this equipment in order to be able to cooperate with us directly, we would be willing to wave almost all of the fees associated. The only fee we would charge is for the two Tarawa-class vessels that we have already produced. We would not charge more than what it cost us to build them... So let's go over this here, sir," the Ambassador said. He made a few notes on the list that the Prime Minister had given him.

"That sounds most agreeable to our government - and we are grateful of the offer of the 2 prebuilt vessels. Just for clarification, the harrier jets are not able to be issued as a LPL and we would need to speak to the UK government?

Is it possible we could extend the LPL until June 2009? To give us additional time to get these productions completed but we will keep of course to the agreed number of productions.

I am most grateful for your assistance in this matter Ambassador and we can arrange for transfer of the funds as soon as possible."

"Ah yes that is my mistake, the Harriers would not be part of the LPL... I will do you one better, we can give your government until December 31, 2009 to complete the productions. The only thing that we request is that when the productions are made, the LPL is mentioned in the production information so that the Department of Defense does not block the production. When it comes to the sale of the two Tarawa-class, this would need to be done sooner," he said.

I have a feeling that this is something that you wanted to bring up as well, but I know that the Department of Defense is sincerely interested in bringing Canada back into NORAD. The United States currently has a robust network of radars monitoring American airspace, but we would be interested in reactivating radar sites in Canada and bringing Canadian military officials back to the Cheyanne Mountain Complex so that we can work together to monitor and defend North American airspace once again. Would the Canadian government be interested in this endeavor?"

"We certainly are on the same page here - we can send a delegation down to Cheyanne Mountain Complex, and we would welcome a delegation to the previous Regional HQ of NORAD, CFB North Bay to ensure our close operating communication is resolute.

Are these reactivated sites to be operated and owned by Canada or as American assets in Canada?"
