I am reaching out to discuss recent developments in the Red Sea, as they represent a growing concern for international stability, trade security, and the interests of our nations. With the heightened risks impacting one of the world’s key maritime corridors, Portugal is eager to coordinate efforts with the United States to ensure a secure and reliable environment for our respective economies and allies.

Portugal recognizes the United States' significant role in maintaining security in the region, and we would welcome your perspective on potential next steps. We believe that a coordinated approach, particularly involving enhanced joint patrols, intelligence-sharing, and possibly a temporary security task force, could provide a strong deterrent and reassure commercial and strategic partners operating in the area. We are prepared to contribute resources, both naval and logistical, to support joint operations as needed. Additionally, should the U.S. have a specific strategic framework in mind, Portugal is open to aligning our actions to reinforce collective security. Secretary Amado,

I have shown your message to both President Sinclair and the Secretary of Defense this morning while I was at the White House. The three of us agree with the sentiment of your message, and it is refreshing to see our international partners such as Portugal stepping up and having an interest in securing global security. The United States is already participating in global patrols around the world, but President Sinclair has ordered an uptick in these operations as global tensions have seemed to rise. With that being said, both the White House and the Pentagon are interested in conducting join-patrols with Portugal.

There are a number of options that we can take:
(1) American naval assets could plan temporary patrols around Iberia and the Mediterranean region to reassure Portugal and Europe of their general safety;
(2) American naval assets could plan temporary patrols (the same as above), but these would be in tandem with the Portuguese Navy;
(3) The United States could relocate American navy assets to a secure military port in Portugal to conduct permanent operations around Iberia and the Mediterranean in tandem with the Portuguese Navy when they are able;
(4) The Portuguese Republic could permit the United States to establish a military base somewhere on the coast of Portugal where the United States can permanently relocate military assets there and have the ability to respond to major threats in the region on a moment's notice.

I look forward to hearing if your government has any interest in entertaining any of these options. Regardless, we look forward to working with you.​

Additionally, Portugal would value the opportunity to access certain US military assets and technologies at a reduced cost, ensuring that our forces are equipped to operate effectively in tandem with the United States. This approach would significantly enhance Portugal’s defensive capacity, helping us meet modern security challenges while supporting our continued efforts in regional and global security.

To further our collaboration, we are fully supportive of joint patrols in critical areas, including the Red Sea, where Portuguese and US forces could work side by side to ensure maritime security and protect essential shipping lanes. Regular joint operations in key regions would not only bolster the stability of these areas but also visibly demonstrate the unity, readiness, and mutual support between our forces, offering reassurance to both our citizens and our allies.

As a final consideration, Portugal is open to discussions on coordinating intelligence-sharing initiatives to enhance our situational awareness and strengthen our joint operational readiness. We believe that by establishing such channels, our forces would benefit from a more comprehensive, real-time understanding of potential threats, enhancing our ability to respond to rapidly evolving situations.

We look forward to discussing the specifics of this partnership in more detail and to finalizing a framework that reflects our shared commitment to security and peace.

Secretary Amado,

The United States would certainly be able to make use of Lajes Airfield for the betterment of Europe. If your government is truly interested in having our militaries work closely together, then I certainly believe that we can codify that with a treaty and establish a mutual defense pact between our countries. That would, of course, be a significant step, but the historical relationship between our countries and also Portugal being a democratic republic in Europe, would help justify that step to Congress.

If we took that step, then I am certain that Portugal would get more access to American military vehicles and technologies - though there are of course some things that we legally cannot export. Can you expand on what kind of items your government is interested in acquiring?

Finally, I wanted to inform you that President Sinclair is coordinating an international summit on the non-proliferation of strategic weapons and WMDs. The goal of this summit, as I have just implied, is to stop the spread of strategic weapons and WMDs. Is this an effort that the Portuguese government can support the United States in?

I will draft a treaty that lines out these items which we will have discussed, and I will have the American Ambassador to the Portuguese Republic deliver it to your office. Please give us a few days to prepare the document. I look forward to hearing back from you.​
