-Portugal Twenty First-

As we enter the 21th century, new challenges will await us, new ideas and events. Our nation must prepare it self for the world of tomorrow, as such the following plan will describe what Portugal needs to accomplish this year to be ready for the new century.
The main keyword for the global project is modernization, Portugal will have to modernize its sectors and create more job opportunities. The project will be divided into three categories, Industry, Infrastructure and Modernization. Which will each be divided by two phases. The estimated total cost of the project is 10 Billion Dollars in order to modernize various key sectors.

Industry
In order to make the Portuguese market more competitive in the global market, more factories, production centers and a stronger tertiary industry must be created.

Phase I
  • Construction of four high quality industrial parks in Lisbon, Porto, Faro and Coimbra, which will be able to house 8 to 10 companies each. This will increase the local economy, alongside strengthening the national economy as a whole, by having more job offers and products of high quality;
  • Construction of two production core in Beja and Braga, focused on improving the quality of our Textiles, Electrical machinery and machinery including computers;
  • Improvement of established industry nation wide, to rise the standard of production to high quality and promoting more job security and quality of life improvements.
Phase II

  • Construction of three new deep water commercial ports in Nazaré, Lagos and Angra do Heroísmo;
  • Improvement and expansion of the current main ports in Viana do Castelo, Leixões, Figueira da Foz, Lisbon, Sines, Faro, Angra do Heroísmo and Funchal;
  • Construction of High Tech Industrial Parks in Leira, Vila Real and Evora.

Infrastructure
Portugal, ever since its conception as had one crucial problem, that needs to be curtailed and improved. Portugal Littoral and Interior are disconnected from each other mostly due to the interior lack of job opportunities, distance and more, however this is mostly due to its lack of connected infrastructure, offering better and faster ways to travel and transport goods will improve the overhaul attractiveness of the Interior of Portugal.

Phase I

  • Modernizing the railway system and constructing more lines, offering high speed trains to transport goods and people across the country, every district capital will be connected via high speed rail, the French TJV system will provide this, which as been in place between Lisbon and Porto, with it travel from Porto to Faro will only take 1h, instead of 5h via car or truck.
  • Improving and constructing more highways between key cities and district capitals, reducing the time of travel, the German autobahn system will be used to offer more security at high speeds.
  • Creating and buying smaller commercial planes to connect the various aerodromes across Portugal, offering alternative ways of travel
Phase II

  • The construction of two new international airports, one between Leiria and Coimbra, an another one in Alcochete
  • Reorganizing and modernizing all airports in Portugal, offering better technology and systems as well as expanding them further.


Modernization
Various sectors will be modernized, this includes Schools, Hospitals and Central Administration buildings, they will use various systems which will allow their continued upgrade, insuring they will also be up to date with the current technology.

Phase I

  • High speed internet and communications infrastructures will start to be expanded towards all regions of Portugal in collaboration with its private communications providers, ensuring every household will be connected to the world wide web.
  • Main district Hospitals will be offered new equipment, systems, expansions and reconstructions, proving the local population with everything they will need, for any eventuality.
  • Primary and Secondary schools across the nation will improved, with more digital options. They will also be offered repairs and reconstructions as well as an improved education system that will allow students in the secondary school to choose their own educational path be it, arts, sciences or languages.
Phase II

  • Universities private and public will recieve public funds to improve their campus and digital systems. More will be expanded to allow more students intake, as well as more jobs for teachers and better working conditions
  • Construction of a Research and Development center in Coimbra, with focus on new technology and improvements on the old.

    • Establish a waste-to-energy facility in Setúbal to address waste management issues while also contributing to sustainable energy production.
  8. Rural Broadband Expansion: ✔ Completed
    • Expand broadband internet access to support various communities and reduce digital disparities.
  9. New Hospital in Braga: ✔ Completed
    • Construct a new hospital in Braga to improve healthcare infrastructure and provide advanced medical services to the local community.
  10. Affordable Housing Project in Lisbon's Suburbs: ✔ Completed
    • Develop an affordable housing project in the suburbs of Lisbon to address housing affordability challenges in the metropolitan area.
  11. Innovation Hub in Aveiro: ✔ Completed
    • Establish an innovation hub in Aveiro, focusing on technology and research, to stimulate economic growth and attract talent to the region.
  12. Tourism Infrastructure in the Azores & Algarve: ✔ Completed
    • Invest in tourism infrastructure in the Azores, including the enhancement of airports, accommodations, and sustainable tourism initiatives.
  13. Climate-Resilient Infrastructure in Madeira:
    • Implement climate-resilient infrastructure projects in Madeira to mitigate the impact of extreme weather events, such as improved drainage systems and coastal protection.
  14. Renovation of Historic Educational Buildings in Évora:

Cape Verde Islands Development Program I


Public Services and Facilities

Expand and Modernize Hospitals: Construct modern hospitals in Praia (Santiago Island), Mindelo (São Vicente Island), and Espargos (Sal Island) and renovate existing facilities in Assomada and Santa Maria.

Estimated Cost: $150 million

Civilian Ports and Airports Upgrades in Mindelo, Praia, and Espargos:
Upgrade Porto Grande and Praia Harbor: Modernize these ports to handle increased cargo and passenger traffic efficiently.
Modernize Airports: Enhance Amílcar Cabral International Airport (Sal) and Nelson Mandela International Airport (Praia) with new facilities and technologies.

3. Utilities

Water and Sanitation Projects in Santiago, São Vicente, and Sal:

Construct Desalination Plants: Build new desalination plants in Praia, Mindelo, and Espargos to ensure a reliable water supply.
Build Sewage Treatment Plants: Establish modern sewage treatment facilities to improve sanitation and environmental health.

5. Military Infrastructure

Military Port Construction in Porto Grande, Mindelo (São Vicente):

Build Berths, Docks, and Warehouses: Develop comprehensive facilities to support naval operations.
Establish a Logistics Hub: Create a logistics hub to ensure efficient supply and maintenance of military assets.

Estimated Cost: €250 million

Military Air Base Development at Amílcar Cabral International Airport (Sal):
Construct Additional Runways and Hangars: Expand airport infrastructure to accommodate military aircraft.
Build Control Towers and Training Facilities: Develop necessary control and training facilities to support air operations.


Estimated Cost: €300 million
