Dearest Minister Al-Yassir,

I am contacting you on behalf of the People's Republic of China in the hopes of opening diplomatic ties between our two nations. Syria's current decisions relating to trade worldwide along with internal foreign businesses has made us questionable about the state and stability of your current government, however, as China has been made an exemption to these new Syrian laws, we will put aside our concerns regarding these new laws.

With that being said, I would like to commence our bilateral relations by beginning trade between our two nations. China is currently exporting the following: electrical equipment, machinery including computers, consumer goods, vehicles, and articles of iron and steel. In return, China would be interested in exporting the following from Syria: Coffee, tea, spices and Salt, sulfur, stone, and cement. It is also my belief that with Syria having only recently entered the global stage that your nation currently lacks a merchant fleet? If that is the case then Chinese merchant vessels will be able to haul both exports and imports flowing between both of our nations.

Lastly, China would like to inquire on Syria's current government's outlook on the world. What is your government's stance on military expansion/interventions along with your current political stance?

Salutations, Mr. Jiaxuan! Its a pleasure to have made contact with you at this point in time. I am very much aware of your country's concerns regarding my government's recent attempts to restructure the Syrian economy by nationalizing foreign commercial enterprises and restricting the privileges accorded to western nations wishing to engage in trade. However, these sudden changes or rather attempts at restructuring the national economy are by no means a sign of political imcompetence let alone instability here in Syria. I am also aware of the bureacracy's mistake that occured earlier this week when they managed to forget about granting China it's rightful exemption. As this has since been resolved fret not, we have a bright and prosperous future ahead of ourselves.

I see you wish to commence the process of solidifying relations with Syria by means of conducting trade and engaging in commerce, very well. My country is willing to exchange tea, spices, crude oil, sulfur, and cement for Chinese machinary, electrical equipment, and steel. It would be greatly appreciated if your country could provide such services as exporting Syrian products back to China upon having imported Chinese products to Syria.

The outlook of My country's government is more or less one which has been shaped by developments dating back to the time of the cold war namely a combination of Western interference in our domestic affairs, sectarianism south of the border in neighboring Lebanon, and the harmful presence of the Zionist state to our west which might I add was largely responsible for pursuing a policy of collaboration with the phalange and a whole host of terrorist organizations. These are things which have forced my country to reconsider its priorities. As a result of these three developments, my country has decided to emphasize the need for a full time standing army and a policy of retaliatory intervention in the middle east to counter western and zionist influences which pose an existential threat to Syria and the Arab world. Outside of the middle east, we are decidedly committed to non alignment wherein such a course is indeed possible.

Politically, The Syrian Arab Federal Republic is a presidential republic governed by a dominant party which allows its provinces and municipalities a level of autonomy. Our stances are largely Arab Nationalist and to a lesser degree mildly Progressive...take that as you will though.
