Green Energy Advancement Initiative

By the authority vested in me as the President of the Portuguese Republic, and in accordance with the duties assigned to the executive branch to promote the general welfare of our nation, I hereby issue this Presidential Executive Order to establish and implement the Green Energy Advancement Initiative.

Section 1: Purpose and Establishment

1.1. The purpose of this Executive Order is to advance Portugal's commitment to environmental sustainability, economic growth, and technological innovation through the promotion of green energy production.

1.2. The Green Energy Advancement Initiative (GEAI) is hereby established, to be led by a dedicated task force composed of experts in renewable energy, environmental science, and economic development. The task force shall be appointed by the President.

3.1. Additional funding shall be allocated to research and development projects focused on advancing renewable energy technologies, with a particular emphasis on solar, wind, hydro, and geothermal energy sources.

3.2. Collaboration with academic and private sector institutions shall be encouraged to foster innovation and accelerate the deployment of cutting-edge green energy solutions.

Section 4: Renewable Energy Infrastructure Investment

4.1. Federal agencies shall be directed to prioritize investments in the development and maintenance of renewable energy infrastructure, including but not limited to smart grids, energy storage systems, and electric vehicle charging networks.

1.2. The NTFDP shall be responsible for monitoring and analysing disinformation campaigns and false propaganda, aiming to protect the public from misleading information.

Section 2: Strengthening Media Literacy Programs

2.1. Allocate resources to develop and implement comprehensive media literacy programs, focusing on educating citizens about critical thinking, source evaluation, and responsible consumption of information.

2.2. Collaborate with educational institutions and NGOs to integrate media literacy into the national curriculum.

Section 3: Enhancing Cybersecurity Measures

3.1. Collaborate with technology companies to fortify online platforms against the spread of false information, ensuring the implementation of robust content moderation measures.

1.1. A National Committee Against Extremism (NCAE) is hereby established, comprising representatives from government agencies, civil society, academic institutions, and relevant stakeholders.
1.2. The NCAE shall be responsible for formulating strategies and policies to counteract the spread of far-right extremism, racism, xenophobia, isolationism, and fascist ideologies within Portugal.

Section 2: Strengthening Educational Programs 2.1. Allocate resources to enhance educational programs that promote tolerance, inclusivity, and awareness of the consequences of extremism.
2.2. Collaborate with educational institutions to integrate curriculum components addressing the historical context, dangers, and consequences of far-right ideologies.

Section 3: Mandate of the Financial Oversight Committee

Section 4: Enforced Sanctions for Non-Compliance

4.2. Individuals or entities providing undisclosed or illegal financial contributions to political parties shall face legal consequences, including fines and potential criminal charges.

Section 5: Public Access to Financial Information

5.1. All verified financial statements, once reviewed and approved by the FOC, shall be made publicly accessible through a designated online platform.

5.2. The designated platform shall provide citizens with easy access to information regarding the financial activities and funding sources of political parties, fostering public awareness and informed civic participation.

Section 6: Collaboration with Media and Civil Society

6.1. Encourage collaboration with media outlets and civil society organizations to disseminate information on political party finances and enhance public understanding.

6.2. Facilitate public discourse and awareness campaigns to emphasize the importance of financial transparency in maintaining a healthy and robust democratic process.

  1. 1.1. The Foreign Investment Promotion Act (FIPA) is hereby established to facilitate and promote outbound foreign direct investment by Portuguese entities and institutions.
  2. 1.2. The Department of State and the Department of Trade and Commerce are hereby authorized and directed to implement and administer the provisions of this Act in accordance with its objectives and principles.

Section 2: Strategic Investment Partnerships

  1. 2.1. The Department of Trade and Commerce, in collaboration with relevant stakeholders, shall identify and prioritize strategic investment opportunities in target sectors and markets, including but not limited to infrastructure, energy, telecommunications, and technology.
  2. 2.2. Portuguese companies, investment funds, and other entities are encouraged to explore and pursue strategic investment partnerships with foreign entities to support economic development and strategic initiatives in partner countries.

Section 3: Export of Portuguese Expertise

Section 2: Visa Application Process
2.1. Visa applicants shall be required to submit a completed application form, along with supporting documents and applicable fees, to the nearest Portuguese consulate or embassy.
2.2. Consular officers shall review visa applications and conduct interviews as necessary to assess the eligibility and intentions of the applicant.
2.3. Visa processing times shall be expedited for urgent or special cases, at the discretion of the consular officer.

Section 3: Visa Denial and Revocation
