PROJECT INFORMATIONWith the increase in the reliance on the internet rising exponentially, Poland’s Ministry of Infrastructure and Economy have decided to establish the right to Internet Access a Human Right during this growing digital age. Due to this proclamation, the Government of Poland have decided to upgrade their aging DSL lines to the far more effective fiber-optic communication lines nationwide.


Broadband Infrastructure Expansion

To ensure high-speed internet access to all citizens, especially in rural and underdeveloped areas, the Ministry of Infrastructure and Economy will be investing in fiber-optic networks throughout the country. The Ministry will also provide incentives and subsidies to internet service providers for infrastructure development in rural and underdeveloped regions. The Ministry will also collaborate with providers to enhance last mile connectivity.

HSPA+ Rollout

To establish Poland as a leader in 3G, and beyond, technology, the Ministry of Infrastructure and Economy will develop a comprehensive HSPA+ rollout plan, prioritizing major urban areas and key economic zones. During this plan, the Ministry will collaborate with the private sector to invest in HSPA+ technology and infrastructure. The Ministry and the sector will collaborate with international tech companies to bring cutting edge communication infrastructure to Poland. The Ministry and the sector will also work to develop upgrades to the HSPA+ system as more advanced systems such as 4G and beyond come available to better serve the people of Poland.

Digital Literacy Program

In an effort to ensure that all of Poland’s citizens have the skills to navigate and utilize digital technologies, the Ministry of Infrastructure and Economy will work closely with the Ministry of Education and Physical Fitness to implement digital literacy in schools and community centers. In addition to these early educational programs, the two Ministries will work together to offer training to adults to acquire essential digital skills and programs for businesses to train employees in the rise in digital technologies.

Electronic Government Services

In an effort to improve governmental services and response times, the Ministry of Infrastructure and Economy will work to expand online public service portals to allow citizens to access government services anywhere. To ensure security and ease of access, the Ministry of Infrastructure and Economy will work to provide secure and user-friendly identification systems. With the growing rate of cybercrime and cyberterrorism, the Ministry of Economy and Infrastructure will work closely with the Polish Office of State Protection to develop cybersecurity measures in order to protect sensitive citizen data from intrusion.

Innovation Hubs and Tech Incubators

In an effort to promote the growth of information technology within Poland, the Ministry of Infrastructure and Economy will work closely with the private sector to provide grants and incentives for new tech startups and the research and development of new technologies within Poland. The Ministry of Infrastructure and Economy will work closely with universities, research institutes, and the private sector in order to facilitate the growth of information technology within Poland. With this collaboration, the Ministry of Economy and Infrastructure will work to establish innovation hubs and technology incubators within major cities.

Cybersecurity Resilience

In order to protect Poland’s burgeoning information technology sector the Ministry of Infrastructure and Economy will work closely with the Office of State Protection to monitor and respond to threats through a national taskforce from the local Policja level to the national intelligence service. Through this collaboration, the Ministry of Economy and Infrastructure will offer scholarships and discounted training for professionals and individuals wishing to gain entry into the cybersecurity field. The national cybersecurity task force will work closely with international agencies to share threat analysis and intelligence.

Major City Public Wi-Fi

With the growing rise on the requirement of internet for the digital age, Poland’s major cities have decided to install public wi-fi across the major cities of Warsaw, Krakow, Wroclaw, Gdynia, Gdansk, Łódź, Poznań, Szczecin, Bydgoszcz, Lublin, and Katowice. These wi-fi routers, modems, and range extenders will be built so as to not stand out from the local architecture and protect the cultural and architectural heritage of each city.
