PROJECT INFORMATIONThe Climate-Resilient Infrastructure Project in Madeira is a comprehensive initiative aimed at mitigating the impact of extreme weather events and ensuring the island's long-term sustainability. As Madeira faces increasing threats from climate change, including severe storms, coastal erosion, and heavy rainfall, this project focuses on bolstering the island’s infrastructure to handle these challenges effectively. The project will cost $3 billion and is divided into three main components: improved drainage systems, coastal protection, and landslide prevention.

The first component of the project focuses on implementing improved drainage systems across Madeira's urban and rural areas, particularly in flood-prone zones. This will involve upgrading and expanding the existing drainage networks, building larger stormwater channels, and installing smart water management systems that automatically monitor and redirect water flow during extreme rainfall. Key areas such as Funchal will see significant infrastructure upgrades to prevent flash floods and ensure that residential and commercial areas remain protected during storms. Permeable surfaces in public spaces and roads will also be introduced to aid water absorption and reduce run-off.

The second component is centred on coastal protection. Rising sea levels and increased storm surges pose a major threat to Madeira’s coastline, particularly its tourism and commercial sectors. The project will include the construction of sea walls in vulnerable areas and the reinforcement of key infrastructure, such as ports and harbours, to withstand the effects of extreme weather. Coastal ecosystems will be restored to serve as natural barriers, with efforts to rehabilitate dunes and plant mangroves to absorb storm impacts and reduce erosion. These measures will ensure that Madeira's coastal areas remain safe for both residents and visitors.

The third component addresses landslide prevention and slope stabilization, focusing on Madeira's mountainous terrain, which is highly susceptible to landslides during heavy rainfall. The project will involve reinforcing hillside slopes through engineering techniques such as retaining walls, terracing, and slope stabilization systems. Reforestation efforts will also be carried out, with fast-growing vegetation planted to help prevent soil erosion and maintain the integrity of the land. Additionally, real-time monitoring systems will be installed to track soil movement and provide early warnings for potential landslides, allowing for quicker response times and enhanced public safety.

Environmental sustainability is integrated throughout the project, with eco-friendly building materials and renewable energy solutions powering many of the systems. Special attention will be paid to ensuring minimal disruption to Madeira’s natural ecosystems during construction, with conservation efforts running parallel to infrastructure upgrades.

The Climate-Resilient Infrastructure Project in Madeira will engage local businesses, communities, and stakeholders to ensure the solutions are tailored to regional needs and supported by the population. Public awareness campaigns will be rolled out to educate residents about the long-term benefits of climate-resilient infrastructure and how to adopt environmentally friendly practices.

The budget for the project includes funding for infrastructure development, environmental conservation, and public awareness initiatives. The total cost of $3 billion will cover the complete development and implementation of the project, with construction expected to take place over the course of one year (RP). By the end of this period, Madeira will have significantly strengthened its resilience against climate change, ensuring that it can continue to thrive both as a tourist destination and as a safe place for its residents.
