The Crystal Spire

The Moscow Crystal Spire(Russian: Московский Хрустальный Шпиль, tr. Moskovskiy Khrustal'nyy Shpil'), formerly the Crystal Island Building Project, is to be considered one of the prime centerpieces of the new Andropova All-Union Governmental Centre. The original project presented by Norman Foster was planned to have around 2.5-million square meters (27-million square ft) of floor space and a height of 450 meters (1,476 ft); the new project, funded by the State, is to include 3-million square meters (9,842,519 square ft) of floor space, and is to be extended to 616 meters (2021 ft) in height.

At these dimensions, upon completion, it will be the largest structure (in floor space) on Earth, surpass the Lakhta Center in Saint Petersburg as the tallest building in Russia and tallest building in Europe, surpass Ostankino Tower in Moscow as the tallest free-standing structure in both Russia and Europe, and surpass the Abraj Al Bait as the 3rd tallest building and 4th tallest structure in the world. The architectural firm behind the design is Foster and Partners.

The superstructure would rise to 616 meters, and form a breathable "second skin" and thermal buffer for the main building, shielding the interior spaces from Moscow’s weather. This second skin will be sealed in winter to minimize heat loss, and opened in the summer to naturally cool the interior. The building will be integrated into a new park, which will provide a range of activities throughout the year, with cross country skiing and ice skating in the winter.

It is stated by TASS to have a multitude of cultural, exhibition, performance, hotel, apartment, retail and office space. In addition to these public amenities, the federal government has opted to replace the international school that was planned with new Supreme Duma Building, to be architecturally designed by Norman Foster. The building will be powered by built-in solar panels and wind turbines, and the structure itself will also feature on-site renewable and low-carbon energy generation, making it the first major metropolitan arcology project in the world.

Palace of the Federation

The Palace of the Federation (Russian: Дворец государей, tr. Dvorets gosudarey) is to be a new general office space for the Russian Government and house various federal ministries and officials. In addition it is hoped to be accessible and offer a Lanfranco Cirillo designed the palace off of a parliamentary center mockup that he presented to the Russian Sovereign Directorate.

It will be built over 217,500 square meters of land, with ~1.95-million square meters of floor space provided for the building itself. At its highest point, the central tower, the Palace of Sovereigns will be 210 meters high. According to TASS, the Palace of Sovereigns shall serve as the primary seat of governance for the Executive Branch of the Union of Sovereign States, with the Kremlin continuing to act as a secondary office under lease by the Russian federal government.

In particular, its primary function shall be to operate as the working office of the Premier and the Presidium, when it has been called to session. In addition, however, the Palace of Sovereigns will act as the primary seat of the All-Union Arbitration Council when in session, and play host to the various apparatuses of the Executive Administration of the federal government and to various State Committees. It will also be used as the new interview location for State officials within the federal government.

It will be located across from the Moscow Crystal Spire and the new Technopark Metro Station, connected to the isle by bridge and by the shared Peter the Great Square where Prospekt Likhachova meets with Andropova Avenue. A new road, connecting to Nagatinskaya Naberezhnaya by bridge and running under the front side of the building, will also be constructed and lead into Peter the Great Square.

Peter the Great Square itself will be built in similar style to Red Square, though be much longer. The square itself will be 70 meters wide, and ~775 meters long, taking up a portion of current Prospekt Likhachova and extending to Andropova Avenue, which will also be extended in width as well. Its size will be able to accommodate large venues, including festivals and federal holiday events, such as New Year's celebrations and military parades in the style of Victory Day.

The Moscow Metro & D6 Line

Alongside the new buildings and squares established along the Andropova Avenue area, the new governmental centre will feature a relocation of the Technopark Metro Station of Line 14, now known as Crystal Spire Station and redesigned to match the architecture of the Crystal Spire itself. The Metro itself will see ~1.5 kilometers of new track laid to accommodate the shift in location to Avtozavodskaya Ulitsa, 23–Andropva Avenue 18 k-9.

In addition to the public metro, and classified to the general public, the D6 line, administrated by the Federal Security Service, will receive a new line connection accessible from both the Crystal Spire and Palace of Sovereigns in the event of an attack or if members of government are in need of immediate and fast transportation to the Kremlin or other complexes. The line will connect to other D6 lines at the Kremlin Complex, running parallel to Line 14, and connect with the Southern D6 Line running out of Moscow. This will also see a refurbishment and new upkeep maintenance of the Metro-2, including command bunkers, the lines themselves, such as the maintenance of the Ramenki-43 Command Post under the Ramenki District.
