PROJECT INFORMATION | The following layout will be used by the Korean Government in the construction of the 160,000 square foot area. The two camps will be broken up into equal amounts of 50,000 housing units and 80,000 square feet and each able to accommodate 250,000 residents at carrying capacity. The facilities will be constructed by the ROK Armed Force's Army Corps of Engineers and supplemented by civilian construction workers. The camps will be secured with a larger wired fence, guard and security posts around the premises and CCTV providing 360 coverage. Away from population centers, daily shipments of provisions will be provided to the centers to distribute meals, fuel, and other needs to the refugees. The ROK Army shall be responsible for security of the sites and accordingly shall install necessary security installations for the safety of refugees. Camp Park Shin-hye and Camp Myeongseong will be constructed at points 42.169613, 130.187527 and 42.166466, 130.180701 respectively in North Hamgyong. Facilities will be staffed by local workers from North Hamgyong and produces will be brought in from neighboring regions accordingly. A classroom will be staffed by teachers assigned by the ROK Ministry of Education with qualifications in teaching primary & secondary students and with Russian speaking background. Curriculum will be an ad hoc fashion and also provide Korean language classes. The Camps will be broken down into two main sections one for families and one for single males. Each camp will be identical in its creation and equally provided provisions. Under the ROK Government's provisions, funding will be provided for the refugee sites accordingly. All the refugee camps would be fitted with the following basic design for the temporary shelter emplacements. The houses will be constructible and deconstrucable for future use. The houses will measure 288-square-feet and come with four windows, two ventilation hatches, a charging station for phones and computers, and be insulated to protect from the cold weather. The houses will be constructed in a grid format and have the capacity to house a family of five. A total of 100,000 houses will be built across an area of 160,000 square feet. Heating will be provided during the winter periods and insulated houses will be provided to protect against the elements. The insulations will be temporary and removable for warmer periods. The interiors shall be accommodating and filling for the family unit accordingly. Extended families will be accommodated as best as possible to be neighbors, however, priority shall remain on a first come first serve basis. A medical facility will be constructed under the ROK Armed Forces Medical Corps with mobile medical care units deployed for the purposes of providing emergency and primary care. All facilities will be manned by trained ROK uniformed military personnel and approved auxiliary personnel mobilized from the civilian work force. The medical facilities will be divided into female and male sections and offer additional services for pregnant patients. Persons will be transported by the ROK Army to the medical facility constructed at point 42.170192, 130.188947 in North Hamgyong province. |
