The 2009 Agreement on the Confederal Distribution of Research Grants is the first confederal treaty passed on 14 November 2008 by the first Supreme Confederal Council of the Socialist Republic of Thailand under the 2008 Supreme Confederal Agreement. The agreement received a unanimous vote from a 700-seat confederal facilitative hub elected on 13 November 2008, including all 200 regionally elected delegates from Federations.

Under the 2009 Agreement on the Confederal Distribution of Research Grants, the Confederal Government is delegated responsibility for managing an upwardly pooled budget of 10 billion USD for the year 2009. The program in which the government will manage and distribute the funding is the 2009 Confederal Research Grants (CRG).

Such a program will aim to encourage and allow qualified qualitative and quantitative researchers to engage in scientific, humanities, artistic, economic, and social research. It also allows an equitable redistribution of resources within the Confederation. Grants applications are open to professionals or someone trained in research methodology from both natural and social sciences. Technological research and development are also part of the CRG.

No preference will be given to either theoretical or applied research. Abstract innovation, policy recommendations, or general research findings are considered beneficial to society as a whole, advancing human understanding or interpretation of the natural world and its society. Therefore, any research conducted is under the umbrella of academic freedom and must comply with its undertaking and ethics to the rights and freedoms of individuals under the Supreme Confederal Agreement.

The 2009 CRG is intended to be the first in a series of annual confederal research grant programs, functioning similarly to a national research and development budget. The Agreement establishing the CRG will be renewable each year during November and December.
