PROJECT INFORMATION | The Security Service of Ukraine is looking to develop a sovereign capability in malicious software that can be covertly and remotely installed on electronic devices, enabling the operator to run arbitrary code, extract contacts, call logs, messages, photos, web browsing history, and settings from the device, and store that information remotely. The first phase of this project will focus on evaluating possible options to procure the spyware, identify the key design requirements, and find people with suitable expertise in industry, the quaternary sector and the national security complex of Ukraine to carry out the project. Possible applications, including in fighting organised crime, will be considered and various agencies from across government will be asked for their input. A budget will also be set and submitted to the Ministry of Finance to continue the project over the coming months. It is not expected for complex technical details to be considered at this stage. At the end of this phase, a report will be sent to the National Security and Defense Council, determining whether the project is viable and whether further funding should be approved for the project. The funding for this phase will be used to contract cybersecurity companies for expert advice, pay other agencies for the use of existing surveillance technology to determine how this could be improved on, and hire technical staff specialising in cyberwarfare to provide expert advice directly. |
