OFFICE OF THE PRESIDENT
PEOPLE'S REPUBLIC OF TURKEY

Encrypted: Yes
Classified: Yes
From: Aysa Aslan, President of the People's Republic of Turkey
To: Ming Yi, President of the Republic of China Zebra

Subject: Establishing Cooperation

Your Excellency,

As you may know my government has recently come to power in the wake of the people's revolution against the past tyrannical government. As two traditionally significant powers in what is generally considered the developing world, as well as in particular our long shared history, I believe there are strong grounds for cooperation between the Republic of China and the People's Republic of Turkey.

In light of this I would like to extend an official invitation for you or a representative to meet with myself in Ankara. Should you agree I propose the following agenda points:
  1. Establishment of formal relations between Turkey and China
  2. Position on the Syrian Civil War
  3. Purchase of military equipment by the People's Republic of Turkey
  4. Establishing a formal alliance between China and Turkey
In case you accept this invitation my Office will coordinate with your own on travel arrangements.

Sincerely,
Aysa Aslan

Office of the President of the Republic of China
Classified & Encrypted

Your Excellency,

We have indeed taken note of the recent shift in Turkey. While due to our own experiences the Republic of China is not fond of communism, we can recognize that it is the fundamental right of each people to be governed by the government of their preference. As such, as long as your government remains representative of the Turkish people we are open to pursuing formal relations.

In line with this it would be my honor to accept your invitation and I shall personally travel to Ankara to meet with yourself. I also do not have any objections to the proposed agenda.

Kind regards,
Ming Yi,
President of the Republic of China

Now that China had accepted the invitation Turkish authorities would begin the process of preparing for the visit. The Office of the President of China would be provided with all details on preparations while the Ministry of Foreign Affairs coordinated with the Ministry of the Interior and the Ministry of National Defense as well as Aysa's own Office to make sure the Chinese president's visit would go smoothly and safely. On the agreed date and time the Chinese flight was to be welcomed into Turkish airspace by the air travel authorities and guided to Ankara Esenboğa Airport. Once there a band from the People's Guard would perform the Chinese anthem while a red carpet flanked by Chinese and Turkish flags awaited their guests of honor.

After all the information was received the Chinese Presidential Boeing 747-8I would take off from Beijing and fly to Ankara with Yi and her staff on board. On approach to Turkish airspace the Captain would contact Turkish authorities on the agreed upon communication channels and announce themselves as the presidential plane and requesting instructions. Following these instructions the plane would land at the airport. Yi, dressed in a navy pencil skirt suit with a white silk blouse and Chinese flag pin would step out of the plane. The navy 4 inch heels clacking against the floor of the airport terminal before reaching the red carpet. She appreciated the sound of their anthem and the flags arrayed as she approached her welcoming delegation. Along with her would be her own security agents as well as various aides and liaisons to make sure discussions would go smoothly. Considering the proposed agenda in particular senior officials from the Ministry of Foreign Affairs and Ministry of Defense were present.

As President Ming walked over the red carpet, Aysa would step away from her own entourage and meet the Chinese woman halfway. "Madam President, welcome to the People's Republic of Turkey. It is my absolute pleasure to be able to welcome you" She said as she greeted Yi. After exchanging pleasantries the Chinese delegation would be escorted to a convoy of Mercedes cars that had been arranged outside, with the S-Class in front reserved for Yi and Aysa. Once both women were inside the convoy would proceed at high speed and with a People's Guard escort to the highly secured Presidential Complex inside Ankara.

Once they arrived security measures would become visibly less prominent as by that point they had reached the most secure inner sections of the city and the risk of anyone making it past the security checkpoints was considered negligible. Inside the Presidential Complex the Chinese delegation would be escorted to a conference room. As the first part of the meeting was private no press would be welcome at this stage of the visit. The conference room was equipped with a round table in a classical setup with one half reserved for members from the Turkish delegation and the other for members from the Chinese delegation.

Once everyone was seated and provided with beverages Aysa would start.

"Once again, on behalf of the People's Republic of Turkey I wish to thank the Republic of China for agreeing to this meeting. While ideologically we may have different positions, it is my strong belief that there is more that unites us than divides us as we find ourselves in this brave new world. Turkey has long considered the Chinese people a friend, and as we look to establish ourselves outside of the western sphere, China comes to mind as both a capable and suitable partner. As such I would like to first of all propose a permanent exchange of diplomatic missions between our two countries"

Yi listened closely as Aysa spoke, after finishing she would respond. "President Aslan, in this new diplomatic era the Republic of China believes we can finally break the hegemony the Anglo-Saxon sphere has had over global politics for the past five hundred years. In this even though ideology may not always be identical, as long as a government enjoys proper popular support they can be a friend to Beijing. Communism has no place in China, but we recognize that the Turkish people have voluntarily decided to embrace this system. As a consequence we see no barriers to establishing and maintaining formal relations"

She paused for a moment as she took a sip of water. "Now regarding a matter which you already added to our agenda but considering Turkey's proximity we consider of significant importance. Syria. My administration has been struggling to establish a definite position on the Syrian Civil War due to the large number of sides involved. The only thing we know for sure is that we welcome the fall of the Assad regime and cannot support any operation to keep the old regime in power. As neighbor of Syria and presumably an invested party we are curious about your thoughts on the conflict and which side to support"
