Subject: Production of Turkish Equipment and Formal Relations

Your Excellency,

It has come to the attention of my government that the Polish state seeks to produce equipment designed in the People's Republic of Turkey. In particular the Bayraktar TB2. While we had to prevent this order due to the lack of existing relations between our two states and by extension the lack of an existing licensing agreement, I would like to see opportunity where others might instead see closed doors.

While we had to provisionally prevent the order, the Turkish state is not principally opposed to Poland operating Turkish equipment, if this would be of interest to you I would like to propose a meeting between representatives of our respective Ministries to discuss the possible licensing of equipment to Poland and the terms for this, as well as a more general discussion on the relation between Ankara and Warsaw. Should you agree to this I would like to send Her Excellency Defne Solak, our ambassador in Warsaw to meet with yourself at your Ministry. Alternatively I could also meet with the Polish ambassador in Ankara.

Minister Macar, Thank you for reaching out to me in regards to the attempt at a Polish attempt at manufacturing the Bayraktar TB2. Primarily I wish to apologize for the impudence of the Foreign Acquisitions team from not reaching out to your government prior to the attempt at manufacture. As an exercise of international diplomacy I would like to formally offer to open official diplomatic channels to the Republic of Turkey with the Kingdom of Poland by offering the mutual opening of Embassies in our respective nations. Please have Ambassador Defne Solak meet with me personally at the Ministry of Foreign Affairs to begin the talks of what our mutual relationship shall be. I do know that a limited production license for the Bayraktar TB2 will be on the list of talks between our nations.

Dear Mr. Gorska It is with disappointment and increasing concern that the Government of the Republic of Türkiye addresses the latest developments on Polish soil, particularly the unauthorized and ideologically subversive demonstration recently held in the city of Kraków during the so-called Voices for Liberty Forum. This incident, directed openly against the constitutional government and sovereign order of the Turkish state, constitutes not merely a breach of the spirit of mutual respect but an actionable failure to prevent foreign political agitation against a fellow sovereign government. The conspicuous organization, political coordination, and symbolic messaging employed in the protest, targeting the People's Republic and the Party leadership, indicate an alarming permissiveness toward elements that are actively seeking to destabilize our internal political order from abroad. In this light, we find ourselves compelled to take the following steps: Suspension of Defense Licensing Dialogue: The People's Government of Türkiye hereby halts all current and prospective dialogue concerning the licensing of Turkish defense equipment, including but not limited to the Bayraktar TB2 unmanned system. Any discussions relating to the technical, legal, or commercial aspects of a transfer or license agreement are hereby suspended sine die. Cancellation of High-Level Meeting: The planned visit of Her Excellency Ambassador Defne Solak to your Ministry is cancelled. Until meaningful guarantees are provided regarding the cessation of anti-Turkish subversive activity on Polish territory, no further senior diplomatic engagements will be scheduled. Request for Immediate Action: The People's Republic of Türkiye demands the immediate identification, detention, and prosecution under relevant Polish law of the individuals responsible for organizing and inciting the aforementioned demonstration. Their actions not only undermine our bilateral relations but also constitute interference in the sovereign affairs of a peace-loving socialist state. The Turkish Government is not opposed in principle to the restoration of dialogue and cooperation between our two nations. However, such progress must be founded on mutual respect for sovereignty, internal order, and non-interference. The tolerance of organized anti-state agitation on your territory is incompatible with such a foundation. We urge the Polish authorities to take these concerns with the seriousness they merit and to convey to us, in writing, the steps being undertaken to rectify this situation. Our expectation is clear: as long as the organizers of these provocations enjoy impunity, there can be no basis for advancing cooperation, technical, diplomatic, or otherwise. Your Excellency, My government acknowledges the receipt of your communication concerning the recent Voices of Liberty Forum held within the city of Krakow. We have reviewed your remarks with the utmost respect and gravity and regret the growing strain upon our bilateral relations. Let me begin by reaffirming the Kingdom's longstanding commitment to diplomatic engagement and mutual respect between sovereign states. We deeply value our growing relations with the People's Republic of Turkey and consider your nation's stability and development as important to the broader peace and stability to the Eurasian region. That being said, the Kingdom of Poland must respectfully reject both the characterization of the Krakow event as "subversive" and the suggestion that it was any way endorsed or coordinated by the Polish state. The Voices for Liberty Forum, like many civil gatherings within our borders, was organized by non-governmental actors exercising their lawful rights to peaceful expression, in full accordance with the Polish Constitution and other international conventions might I add. We must clarify in the strongest but most respectful terms: the presence of dissenting or critical voices, whether directed at Poland, Turkiye, or any other government does not equate to an endorsement by the Polish Crown or State. To draw comparison: just as student-led protests in Bangkok against the Polish monarchy would not be viewed by our government as a matter for retaliation against the Thai state, nor should private expression within Poland be construed as state-sponsored interference in the affairs of Turkiye. Such an interpretation undermines the very principles of sovereign distinction and the autonomy of a civil society. We view the disappointment of your government's decision to suspend defense licensing discussion and the cancellation of Her Excellency Ambassador Defne Solak with the with the utmost regret, as such actions hinder constructive engagement and risk undermining the longstanding relationship between our two nations. Regarding your request for the identification, detention and prosecution of Polish citizens as well as Turkish students in the aforementioned demonstration, we must respectfully and utterly decline. As a constitutional monarchy that upholds the rule of law, freedom of assembly, and speech, we cannot and will not criminalize peaceful political expression, no matter how controversial it may be to some. To do so would be a violation of our legal norms and democratic commitments, and would compromise the very foundation of our domestic legal order. Not to mention bring shame upon us by those who gave their lives during Soviet occupation in order to have those rights. We view with disappointment your government’s decision to suspend defense licensing discussions and to cancel the visit of Her Excellency Ambassador Defne Solak. While we regret this development, we remain open to restoring those conversations when circumstances allow, and we trust they may resume on a basis of shared interests and respectful dialogue. Regarding your request for the identification, detention, and prosecution of Polish citizens involved in the aforementioned demonstration, we must respectfully decline. As a constitutional monarchy that upholds the rule of law, freedom of assembly, and speech, we cannot and will not criminalize peaceful political expression—however controversial it may be to some. To do so would be a violation of our legal norms and democratic commitments, and would compromise the very foundation of our domestic legal order. We remain prepared to clarify any misunderstandings and welcome continued dialogue through diplomatic channels. The Kingdom of Poland does not seek discord, but mutual respect, restraint, and continued cooperation between our two sovereign nations.
