To the Honourable Secretary of Defense

I hope this email find you well.
We would like to enquire your department about a purshace of two types of combat aircraft mainly the F-15E Strike Eagle as a striker aircraft and its counterpart the F-15 Eagle. We have seen your storefront however it only offers Limited Production License. Would it be possible to buy these directly from you without a LPL?

We also enquire if it would be possible to buy these planes at second hand price, 15% above scrapping price, if the US airforce no longer needs them in their arsenal. We are looking for 32 x F-15 Eagle and 18 x F-15E Strike Eagle. However any number below that if available will also do.

Minister Pena,

Your offer is unusual and unorthodox in the sense that we virtually never sell the items you are requesting to nations that we do not already have a strong relationship with, and we normally do not handle purchases directly through messages like this. Also, we virtually never lower our normal price. However, I do have a proposal that you may hopefully find interesting.
First, I need to know what your opinion is on the situation with Turkey.
Secondly, is your government interested in forming a strong working relationship between our armed forces?

My proposal:
We will issue a Limited Production License where the Republic of Portugal is allowed to produce x32 F-15 Eagles and x18 F-15E Strike Eagles. While we normally charge 100% of the production price for a LPL, we will knock it down to 15% this one time. However, that comes with conditions. First, Portugal may never sell these aircraft to any other nation or government, or hand them over to any other nation or government, other than the United States.
Secondly, your government will allow the United States to permanently station a limited number of Airmen (Air Force Security Forces) as well as U.S. Air Force squadrons of aircraft. We would also have permission to use Lajes Field for refueling of aircraft at any time. Also, with the expectation we would give advanced notice to your government, our armed forces will have permission to refuel ships at the Commercial seaport of Praia da Vitoria.

Our expectation would be to develop a close working relationship between our armed forces. Is this something that your government would be interested in?

We want a strong relationship with the United States, as we consider to be a core partner, especially with our ideals of Atlanticism, cooperation between the United States and Western Europe is a must, be it cooperation in military, economy and diplomacy. As our views align, which is peace and prosperity, and mutual cooperation and security.
Regarding Turkey, we view the current situation as a very concerning event, especially for the stability of Europe and the Mediterranean Sea, Portugal as already condemn the Turkish actions against the Jewish Population, which we view as a genocide in working akin to that of Nazi Germany. Its saddens us since we thought 60 years would be more than enough to put Racism and blatantly bigotism behind. But unfortunately for some nations its part of their cruel ideals. Portugal controls the Atlantic entrance of the Straits Gibraltar, but not the Strait in its essence, and we closely monitor it for any drug or human trafficking, however we are also closely monitoring any Turkish Military Vessels that leave the straits, which could pose a threat to the United States or its allies, considering your impending declaration of war on the state of Turkey. I do believe that can give you a plentiful idea of our relationship with Turkey, which is at an all time low, and our future relationship with the US, that even at the start of our relations, we are concerned for the US security and its citizens.

After reviewing your proposal we, unfortunately, cannot accept it, the Portuguese Constitution does not permit any permanent usage of Portuguese Military compounds without a formal sustainable alliance, we can however allow periodic usage of them to friendly nations, encase the US needs them the Lajes airbase or its docks to reach the interior of Europe. But we cannot allow a permanent station. While the F-15 Eagle and the F-15E Striker Eagle were to be a core part of our Airforce Doctrine we will have to find another aircraft to fit this role. Perhaps at a latter date when we have cemented our relationship further we can return to you with a similar proposal.
