As you are aware, Portugal maintains a long-standing commitment to the security of the Atlantic approaches and the broader stability of maritime trade routes. In light of evolving global security challenges and the growing need for credible coastal defence capabilities, I wish to formally express the interest of the Portuguese Government in acquiring the Bastion-P coastal defence missile system.

We have followed with great attention the demonstrated effectiveness and versatility of the Bastion-P in ensuring robust littoral area denial, safeguarding strategic chokepoints, and deterring potential threats. Its mobility, range, and proven performance in diverse environments make it an ideal choice for reinforcing Portugal’s defensive posture.

Our request encompasses a package of 11 batteries, including launch vehicles, support equipment, and associated munitions. The intent is to integrate these systems within Portugal’s layered maritime defence network, thereby enhancing our ability to protect both national waters and key sea lanes. Beyond the acquisition, we are prepared to engage in a broader strategic cooperation framework with the Russian Federation, including training exchanges, joint exercises focused on coastal defence.

We believe this agreement would not only strengthen Portugal’s security but also showcase the capacity of Russian engineering in protecting vital maritime domains. I remain at your disposal for any technical or contractual discussions and look forward to your favorable consideration.

Dear Minister Luís Amado,

I have the honor to acknowledge receipt of your communication regarding the expressed interest of the Portuguese Government in acquiring the Bastion-P coastal defence missile system.

We deeply value Portugal’s historic commitment to maritime security and recognize the importance your Government attaches to safeguarding vital sea lanes and coastal approaches. However, after careful consideration, I must respectfully inform you that the current state of bilateral relations between the Russian Federation and Portugal does not provide the foundation necessary for undertaking a defense-industrial engagement of this scale and sensitivity.

Given the strategic nature of the Bastion-P system and the obligations it entails, the Russian Federation does not deem conditions presently conducive to proceeding with a transfer of such capabilities.

We nonetheless reaffirm our openness to dialogue in areas where our mutual interests intersect and where cooperation can be pursued without risk to strategic stability
