I extend my warm regards to you and the people of Sweden. The Portuguese Republic is currently engaged in a significant enhancement of its maritime security architecture. Given our shared commitment to safeguarding open sea lanes and countering asymmetric threats such as piracy, trafficking, and unauthorized incursions, we have identified the RBS-15 Mk3 coastal defence missile system as a critical capability for our defence modernization programme. Portugal requests, if possible, the procurement of 14 batteries, complete with launchers, command units, and full missile allotments, to be deployed along key sectors of our Atlantic coastline and island territories. The RBS-15 Mk3’s long range, sea-skimming trajectory, and precision strike capacity make it ideally suited to Portugal’s requirements for both deterrence and rapid response.

In addition to this acquisition, we propose establishing a Portugal–Sweden Maritime Security Cooperation Arrangement, which could include joint naval exercises, operational training on missile deployment, and an exchange of expertise on coastal surveillance integration. Portugal is prepared to proceed with contract negotiations immediately, ensuring delivery timelines that align with our ongoing modernization schedule.

I look forward to your favorable response and to the opportunity of deepening the strategic partnership between our two nations.

Firstly please allow me to gracious accept your warm regards on behalf of the realm, it is always a pleasure to receive correspondence from our European partners. Similarly, I wish to extend my most sincere of greetings to you and your nation on behalf of my own.

Our government is constantly evolving with our foreign policy and in particular when it comes to maritime security. For many years Sweden has maintained one of, if not the, most advanced array of radars, systems and sensors across the globe to form the Strategic Defence Network. This network is in place twenty four hours a day, seven days a week and three hundred and sixty five days a year acting as a fundamental aid to both military and civilian security. Therefore your mention of a joint Maritime Security Cooperation Arrangement is one that has particularly peaked my interest, one that has real potential to see bilateral intelligence sharing allowing one another to learn and develop. I am absolutely certain that an agreement of this kind could see mutual benefits of unprecedented degrees. We are actively planning the total modernisation of the Swedish Coast Guard, which will including extensive training throughout - something I am sure we can work on together in bilateral training arenas.

I will consult with the Defence Business Administration for a meeting to be arranged regarding the procurement of the RBS-15 Mk3 Coastal Defence Missile System. A risk assessment will be conducted immediately to establish how we are best to approach this defence sale. Any documentation you can provide on extended terms would be greatly received as soon as possible.

In order to best manage expectations, I would like to propose a joint conference between you and I. I will extend the invite to senior members of the DBA to join us.

It is with genuine pleasure that we welcome the opportunity to deepen our cooperation with you, particularly in the field of maritime security where, as you said, Sweden has long been at the forefront of innovation and capability.

We fully understand that the RBS-15 Mk3 Coastal Defence Missile System represents a sensitive and strategically significant capability of Sweden. It is precisely because of its defensive nature that Portugal views it as essential to our defensive doctrine, which is focused on ensuring the security of our coasts, shipping lanes, and vital sea routes. For us, this is a matter of national defence and the safeguarding of maritime stability.

Your proposal for a joint conference is most welcomed! And we are eager to engage in a constructive dialogue with yourself and the distinguished representatives of the Defence Business Administration. May I inquire whether this conference is intended to be held in person, or if you would prefer for us to convene remotely? This will allow us to best prepare the Portuguese delegation accordingly.

Please accept my apologies for any inconvenience this may cause, however following the election of Prime Minister Kristina Holmgren, the Department of Defence is now headed by Secretary of Defence Mattias Johansson. He has been briefed on the progression of this matter by the outgoing administration and he is keen to continue to discuss this matter with you at a time of your earliest convenience.

As such, I have been asked to invite you to a video conference call which will include the Secretary of Defence, Under Secretary of Defence for Strategic Defence who is responsible for the Swedish Strategic Defence Network and the Director-General of the Defence Business Administration, responsible for all defence sales and exports. It will also be joined by the Under Secretary of Foreign Affairs for Treaties and Legal Affairs to consult on the legalities of drafting an agreement of this nature. Owing to the sensitive nature of this discussion it is key that you ensure an equivalent classification of 'TOP SECRET' is appended to any associated documentation and your telecommunications are encrypted to an appropriate or equivalent level.

In Lisbon, the Ministry of Defence’s secure Situation Room had been prepared since the early morning. At the head of the table sat Minister Luís Amado, his notes carefully arranged but largely untouched, this was a conversation he intended to guide through diplomacy rather than paper. To his right was General António Carvalho, Chief of the General Staff of the Armed Forces, wearing a dark green service uniform and with a folder of operational assessments at hand. On Amado’s left sat Ambassador Sofia Lemos, Under-Secretary of Foreign Affairs for Security and Defence Treaties, her briefing papers thick with annotations concerning international legal frameworks.

A small cadre of aides sat further back, monitoring encryption levels, managing classified transmission lines, and ensuring that Lisbon’s side of the feed remained stable. A large digital clock above the central display counted down the final seconds until the secure connection was due to open.

At precisely the scheduled hour, the encrypted channel activated with a soft tone. The primary monitor came alive, showing the feed stabilise and the Swedish delegation’s secure chamber begin to take shape on-screen. The Portuguese officials remained silent, their posture formal, as the connection was confirmed stable.

Minister Amado leaned slightly forward, resting his forearms on the table. His voice, calm but deliberate, filled the chamber. If of course the Swedish had accepted the video call.

“Colleagues, thank you for ensuring this channel is established. It is a privilege to meet under these circumstances, even through the veil of secure transmission. On behalf of the Portuguese Republic, let me express our readiness to continue this dialogue without delay. Our intention today is clear: to build upon the foundations already set and to explore the means through which our two nations may strengthen their security cooperation in a manner both practical and enduring.”

He paused briefly, allowing his words to resonate within the room. His eyes moved from one Portuguese official to the next before he straightened in his chair, signalling that Lisbon was now fully engaged and prepared for the forthcoming exchanges.​
