SECRET

Subject: Proposal for Economic Partnership

Dear Representative of the United Republic of Tanzania, Lunakz

Greetings from Lisbon!
Portugal wishes to explore the possibility of establishing a Free Trade Agreement between our two nations. We see great potential in fostering stronger economic ties with Tanzania, enhancing trade flows, and reducing commercial barriers for mutual benefit. Additionally, we would be interested in discussing the potential for Portuguese investment in critical infrastructure projects within Tanzania, specifically the construction or expansion of port facilities. We believe that enhancing port capacity could further bolster trade flows not only between our countries but also across the wider region. If your government is amenable to such discussions, I would be delighted to initiate a formal dialogue to assess how best we can structure this partnership to serve both our peoples.

Warm regards,
Luís Amado

Subject: RE: Proposal for Economic Partnership

Dear Minister Amado,

It is a pleasure to receive your communiqué.

Tanzania values the prospect of enhancing trade relations and reducing barriers for mutual economic benefit. We believe that bolstering our economic cooperation will bring significant benefits to our economies and peoples.

We also recognise the potential for increased trade flows facilitated by improved port facilities. We do currently have projects in the early stages of planning, and we are interested in exploring a joint Tanzanian-Portuguese endeavour.

We would like to accept your invitation for a formal dialogue. We are more than willing to host you or your representatives here in Dodoma, or attend discussions in Lisbon. Alternatively, if you prefer a telephone call for our discussions, we are happy to accommodate, whichever option is best suitable to you.

Yours Sincerely,

Kenyatta Tinibu

Director of European Affairs
United Republic of Tanzania

Lisbon, 2007

Excellency, Lunakz

It is truly encouraging to see Tanzania’s shared commitment toward strengthening our economic relations. Portugal warmly welcomes your government’s readiness to begin a formal dialogue. We view the establishment of a Free Trade Agreement and joint ventures in critical infrastructure, particularly the development of port facilities, as vital steps toward unlocking the full potential of our partnership. Enhanced connectivity through improved port capacity will not only serve Portugal and Tanzania, but also provide lasting benefits to the wider regional and global trading community.

As for the format of our discussions, Portugal is flexible and open to your government’s preference. We would be honoured to host your delegation in Lisbon, equally willing to attend high-level talks in Dodoma, or to proceed initially with a teleconference if that proves most convenient. Our priority is to advance these talks swiftly and productively.

I look forward to working closely with you and your government to lay the foundation for a prosperous and enduring economic partnership between Portugal and Tanzania.

Yours sincerely,

Luis Amado
