On behalf of the Portuguese Republic, I extend my highest regards to the Government and People of the Republic of Türkiye. Our two nations share a deep maritime heritage, a commitment to safeguarding vital sea lanes, and a mutual interest in promoting regional and global stability. Portugal is presently implementing a comprehensive naval modernization program, with particular focus on enhancing rapid-response capacity and coastal defense. In this context, the Kılıç II-class fast attack craft, renowned for its speed, endurance, and formidable firepower, has been identified as an ideal solution to meet our operational requirements.

Accordingly, we wish to open formal discussions regarding the acquisition of six (6) Kılıç II-class vessels, and would appreciate further details on the Unit cost and total procurement price. We believe that such an acquisition would not only serve the security needs of the Portuguese Republic but also represent a valuable step towards deepening bilateral cooperation in the field of defense between our two countries.

Meanwhile, the Portuguese Ambassador prepared himself to drive towards the designated meeting point. His name was Carlos António, a middle-aged man whose roughened expression bore the marks of years spent in diplomacy across turbulent corners of the world. However, he had spend about 4 years in Turkey, since being transferred from Iran, the differences in safety and peace was astonishing and palpable in Turkey. He adjusted the cufflinks of his pressed black suit, an old but reliable garment that had seen countless negotiations, and with a deep breath he left the quiet halls of the Portuguese Embassy in Ankara.

As he descended the steps, the embassy staff paused to bid him good fortune, aware that this was no ordinary courtesy call but the start of what could become a significant defense partnership. Carlos António offered them a reassuring nod, his face set in the stoic calm of a man who understood the stakes.

Stepping into his private car, a sleek black sedan bearing discreet diplomatic plates, he motioned to his driver, though often he preferred to take the wheel himself. Today, however, he allowed the driver the pleasure to guide the vehicle through Ankara’s bustling streets, his own gaze fixed on the city outside. The Turkish capital unfolded around him, its blend of modern glass towers and Ottoman silhouettes a reminder of the balance between tradition and progress that defined the nation.

Inside the car, the Ambassador reviewed his briefing notes once more: specifications of the Kılıç II-class vessels, Portugal’s naval requirements, and the broader message he was entrusted to convey, Portugal did not see this merely as an arms deal, but as the opening of a new chapter in Portuguese-Turkish relations. He thought to himself "This is what I don't like most, trading military equipment", but he thought "Maybe this is the push towards a Government seat, if I play my cards right"

As the convoy neared the Ministry of Foreign Affairs, Carlos António straightened in his seat, his expression hardening. He knew that the first words exchanged would set the tone for all that followed. With the sedan pulling smoothly into the secured courtyard, he reached for his leather folder, whispered a few words in Portuguese as a personal ritual, and prepared to step into the heart of Turkish diplomacy.
