The Portuguese Government wishes to open a dialogue with the United States regarding the possibility of establishing a Free Trade Agreement between our two nations. Such an agreement would facilitate the mutual removal of tariffs and trade barriers, allowing for a more efficient flow of goods and services, strengthening both our economies. Minister Amado,

Secretary Adams forwarded your message to me. As Secretary of Commerce, I am responsible for negotiating most trade negotiations. I can say that we here at the Department of Commerce are excited at the prospect of establishing a free trade agreement between our two countries. There may be some exceptions, but overall I think that it will benefit both of our countries to have a free trade agreement. The only products that we would remain protectionist on are machinery and finished electronic products. On those items, we would impose a 33% tariff if they are imported to the United States. Outside of that, we would be open to having free trade on virtually all other products. Would that be acceptable to you?​

Your Excellency,

I extend my sincere appreciation for your warm response and for the openness demonstrated by the United States in pursuing a free trade agreement with Portugal. We take careful note of the proposed exceptions concerning machinery and finished electronic products. While we understand the importance of protecting strategic sectors, we would kindly request further dialogue to ensure that these measures remain balanced and do not inadvertently disadvantage Portuguese firms with niche expertise in specialized equipment. Our goal would not be to challenge your protective measures in full, but rather to identify categories where Portuguese production may complement rather than compete with American industry.

If our answer these protect are considered a deal breaker, on our side, we would value greatly the inclusion of protections for Portuguese agricultural exports, particularly wine and olive oil, which represent not only an economic pillar but also a cultural heritage of Portugal. We believe that American consumers would warmly welcome greater access to these products, and such provisions could also reinforce the distinctiveness of the agreement by showcasing the unique contributions of Portugal to transatlantic trade.

Beyond goods, we see strong potential for cooperation in renewable energy, maritime technology, and tourism services, sectors where Portugal is ready to offer innovation and where U.S. companies may find fertile ground for investment and collaboration.

With these considerations in mind, Portugal is optimistic that we can advance towards an agreement that strengthens both economies while respecting the sensitivities of key industries on each side. To that end, I would welcome sending a Portuguese delegation to Washington at your earliest convenience, where we can explore these details in a constructive spirit.
