The subscribing nations,

Concerned with the ongoing situation in Europe and worried about the potential disastrous consequences an open conflict might carry;

Interested in safeguarding lifes and infrastructure;

Recalling that many diplomatic attempts have been made to try make the participating nations enter into reason

STATE:

1 - All diplomatic staff shall be released and guaranteed to return safe to their country of origine. Same thing happens to all national officials in foreign nations involved in the present Dispute.

2 - No unjustified military actions shall be taken against any of the participating nations, including its diplomatic personnel and citizens. Especially on foreign or international spaces.

3 - Italy and Germany have to stand down immediatly and refrain from taking further action against brazilian personnel.


In case the present statements are breached, meassures will be taken to protect the victims.

The subscribing Parties call for further Nations to support the present Declaration.

In response to this declaration, the Kingdom of Italy would make public the following message, which was sent to Brazil, and openly state that they've made clear their "Red Line" regarding Brazil.

Let me make myself abundantly clear: Your nation threatened Italy's neighboring nation, France, with a military fleet sitting off their borders. You have yet to retract this threat, and with the Germans sieging your embassy in Berlin, we see this threat as being extremely close to coming to fruition. In response to these facts, let me make Italy's red line clear:

If a Brazilian naval ship enters the Mediterranean, or parks itself off the coast of France, then the Italian Navy will have no option but to confront it and monitor it.

If Brazilian naval ships endeavor to enter the Tyrrhenian Sea, they will be sunk, with extreme prejudice.

Italy would be reminded that big portions of the Mediterranean Sea are international waters. Any action against Brazilian or other foreign ships is a direct contravention of the GAs Law of the Sea.

Italy would simply note that, international law be damned, no hostile nation will ever enter the Tyrrhenian Sea unopposed. Italy's Red Line would stand.

The Royal Government would release this statement in regards to the declaration:

"While the Kingdom of Singapore supports Argentina in protecting its interests and those of their allies, our country will officially remain neutral and abstain from supporting the declaration.

That said, we do hope such a declaration will cause those parties rattling sabers at an already temperamental nation to think twice about provoking others for the potential gain of public support, or prestige for their respective crowns.

...Unofficially, of course.

Furthermore we do not trust the solidarity being shown by the communists in Asia through this declaration.

The Kingdom of Italy would note that from within the Tyrrhenian, most of the country's major cities would be within striking distance. It would retort saying that it has the right to defend itself and its citizens and that that right supersedes any international law or any assembly or court that this resurrection of the Hainan Bloc would whine to.

China would ask the international community to act calmly and with prudence, and make the effort to descalate tensions between all parties. China subscribed to the Ultimatum in order to reason with Italy and Germany about the futility of a possible war, which will destroy a new generation of men which could be used for science and the progression of the human race will be lost for ever if such tension reach a tipping point. It would ask Germany to just let the diplomats leave since that was the objective of Germany all along. And for Italy to help descalating this situation.

As this can be quietly resolved by simply letting the diplomats go.

After a private convening of the Volksrat with His Imperial & Royal Majesty as the siege began to tense up, the Kaiser officially came out with a public statement, having made it an imperative to come forwards on the issue. The statement was highly televised from the Kaiser's official residence in Potsdam, made available for all countries to see.

"Ladies and and gentlemen...I...I cannot say this with a straight face...I messed up. I allowed my Cabinet to go forwards with voting on besieging Brazilian territory that, after I gave them 48 hours to leave, had not left. I am a patient man, and I can understand if any correspondences did not get through...and while I do not think that this was an excuse for the Brazilian diplomats to continue squatting on government property, I cannot, in good conscience, allow this to continue. I have allowed all Brazilians in the country, imprisoned or otherwise by Federal Police from the consulates and Embassy, to leave the country active-immediately.

I would like to apologize on behalf of my country, my people, and on my name as Emperor for the trouble I have caused...this was not an easy decision to make, and I will not say that I made it on my own...I would like to thank the members of the Volksrat for their courage to tell me what they believed was right...and I would like to thank my wife for being here...that being said, I do not believe that Brazil should be left without consequence. For the trouble that they have caused, I have put a 500 million US dollar fine that Brazil must pay for the tension they have caused. I would suggest other countries, including their allies, fine them as well, for the fact that the trouble they have caused has left me rather miffed.

In regards to punishments to those responsible for almost bringing a world war back to Germany's doorstep, I am declaring Federal Interior Minister, and the entire Federal Interior Ministry, as traitors to their country, and therefore, are now under arrest...I will not tolerate the bullying of another nation to seem strong...this is not the Third Reich, and this is not the Fourth Reich...I will not tolerate bullies from either side; I agreed to the siege only if a final ultimatum was given, and it was clear that Interior Minister Marvin Kürschner simply wanted to ensure that Germany looked strong...but you went about it the wrong way... if you cannot act appropriately, then you are not fit for governance. That being said, a reorganization of the Interior Ministry in order, and will be done within the next few weeks.

Once again, I do apologize for the trouble caused, but I would still like to see justice for Brazil's trespassing and their behavior, not just for my country's sake, but for the sake of Europe. Furthermore, the Interior Ministry will be reformed and reorganized, and its former members ousted from government. I want to make it clear that I firmly believe that Germany did nothing wrong in besieging the Embassy after the 48 hour grace period was up, but I do not condone the actions of my Cabinet, my government...for the trouble this has caused..."

Italy would make known that it views the refusal to arrest members of another nations' government trespassing on government property, an act that fits the definition of Espionage, as a mistake, and fully admits that had they been in the same position, military intervention would've taken place at the end of the 48 hours.

The Chinese Government would apauld the Emperor actions in averting a potential conflict, saving the lives of many who would have been lost to such a frivolous conflict. Germany did the right moral choice to prevent war, and was a key part today in descalating a possible war. China can would state gratitude and great respect for such a act.

Italy would continue its stance that it will engage any Brazilian ships attempting to enter waters that it holds to be critical to its national security, namely the Tyrrhenian, as well as the Adriatic.

Well the South Atlantic is critical to Brazil's national security, but we do not have the right to to attack any ship that enters the South Atlantic. Brazil would also like to thank Argentina, Vietnam and China for their support on this issue."

The Brazilian representative would let out a huge sigh, "And for the last time, due to the poor communication within the German government, which has been well documented, Brazil never did receive a 48 hour notice.

Which would we prefer? A dozen or so dead Brazilians in an Alamo-like stand in Berlin? Or what we did in Sweden and Italy and France? Just simply leave? Of course it would be the latter option.

But clearly Italy, is just itching for a fight, as its lack of diplomatic correspondence between other countries clearly illustrates, especially its "close neighbours" for whom it wants to fight for.

I do not know what the Italians want to accomplish with their stance and rhetoric, but they clearly do not want to stand down, in what was a diplomatic dispute between Brazil and Taiwan and then Brazil and France.

And had nothing to do with the nation of Italy.

Italy is clearly violating GA Laws of the Sea with their proclamation. We believe they should held accountable through sanctions or other means, if necessary."

With the further insult to not only the German Government now, but His Majesty as well, the Federal Government would give one last request to Brazil, and a warning in the form of a publicly-revealed email, and a letter & fax from the Reich Chancellery to the President's Office in Brazil.

1.2-billion USD (200-million for each of the 6 non-essential personnel hostages that were German nationals; for the trauma that was endured, each hostage will be awarded 10-million US dollars) + 503-million USD (property was illegally seized) + (foreign terrorism) 10-million USD per person (170-million USD) + 750-million USD (Defamation) + 200 million USD (emotional manipulation of the German government into acting rashly) for a grand total of $2,133,000,000 (USD), or R$4,588,829,550.00 (Brazilian Real) as of June, 2013. If you fail to pay this total out to the German Government within a reasonable amount of time (14 OOC days), this case will be brought to the International Court of Justice, where additional charges against the Brazilian government will be applied.

The Swedish Department for Foreign Affairs expressed deep concern that no consideration is being given for the thousands, potentially million, of innocent civilians that are not potentially stuck abroad as a result of the cessation of diplomatic missions - governments internationally appear so concerned about making a statement that they've ignored the needs of their own people. Warmongering is a despicable act and it's evident that may nations involved in this conflict have no consideration for the repercussions of their actions.

It is highly suggested that foreign states forget pumping their military-powered ego and start focusing on the one thing they're in power for - the people.

You will get nothing. Had your government actually been competent enough to contact us directly and ask us to leave our embassy in Berlin, the crisis would have been avoided. But your "proclamation" that Brazilian diplomatic personnel needed to leave Berlin was lost in a 500 word rant completely unrelated to Brazil and Germany.

You have the time and dedication to surround an embassy with hundreds of armed police, but forgot to send a direct message to that embassy about leaving in 48 hours?

That lies at your feet.
