At around 1:20 P.M., Ambassador McGregor would make his way to the Harry S. Truman Building, by taking his rental Nissan Versa. He would be in awe of the architecture and size of this massive building.

He would walk up to the main entrance looking lost and awaiting Secretary of State Fitzgerald.

The Irish Ambassador was brought into the building and welcomed by Fitzgerald's staff. He was brought upstairs to one of the diplomatic reception rooms where Secretary Fitzgerald was waiting. They were both offered refreshments - Secretary Fitzgerald opted for a hot coco while Ambassador McGregor was welcome to anything he wanted, within reason.

"Welcome to the Harry S. Truman building, Ambassador McGregor. How can I help you today?" he asked.

Ambassador McGregor would shake Secretary Fitzgerald's hand and would promptly request a whiskey, preferably Jameson, however any whiskey would do. He would the take a seat. His face showed how troubled he was.

"Dia dhuit, Secretary Fitzgerald. I'm here on the request of a few departments back in Ireland. Where to start.... hmmm. Well first I suppose should be the elephant of Ireland. The Irish Republican Army as you most likely know have taken the city of Killarney . We suspect they are being supplied weapons by some outside source. Since the Election the government has been a mess with new policies and red tape. The Irish Army has been put on standby and are most likely going to be used to clear the city. These terrorist thrive on attention. They need to be let know that no one in the world supports them. The President has worked hard on this issue. We would love to have the United States make a public denunciation of these terrorist and to encourage others around the world to show their disdain for the IRA."

There would be a pause for a response.

"As for the Department of Business Enterprise and Innovation Ireland has many business that are looking for an opportunity to grow. Business is sadly slow in Ireland, however if the company could have a Headquarters in America they feel that business would improve and grow. Timoney Technologies is one of Irelands top developers in advanced motorized parts, they produce some of the finest engines, suspensions, axles and steering systems, they also have their own Research and Development office. They are looking for an opportunity to grow and requested for the United States."

There would be a pause for a response.

"As for the Department of Trade, Ireland is currently the most traded with nation in the world and we would like to do business with the United States as well. We offer many goods, however I understand that the United States more than likely already has the goods Ireland produces, we still wish to come to a deal. I can get you a list of our goods if you'd like."

There would be a pause for a response.

"Now another elephant, Irelands current budget. We are currently 7.5 Billion Dollars in debt, however our debt is going down it is not receding at a rate fast enough for us. I really didn't want to be the one to ask for assistance, however as it is my job (sigh), The Department of Finance has requested that I ask. Could the United States loan Ireland the money to get out of debt, and Ireland repay the loan over the next year interest free. I know this is a lot to ask, however I am sure that Ireland would find a way to repay the United States in another way rather than just returning the money over a years time."

"I will address your points, in reverse, if you don't mind, Ambassador. Firstly, I regret to hear about the Irish debt. However, while it may appear that the United States has a lot of money saved up, we have a roughly $20-billion deficit that is about to catch up with us in the next few months since we are training half-a-million new soldiers, sailors, and airmen for the armed forces. Right now, our hands are tied. In fact, we've started issuing Treasury Backed Securities to start paying off our debt. Has your government considered raising taxes to help begin the process of paying off your debt?" he asked.

"Next, we are always open to trade. This discussion would be more appropriate to have the with the Secretary of Commerce. However I can assure you that the United States is interested in trade with the Republic of Ireland - this is an area that the President wants us to greatly expand in the coming months, and trade is one of those areas.

"The United States has mechanisms that of course allow foreign companies to conduct business in America. Would they like to open offices or production facilities here? If so, I would highly recommend Detroit or New York, which the Gore Administration is planning on revitalizing with major infrastructure projects.

"I will pass the request about the IRA on to the President. The United States stands against terrorism, and of course with nations of the Free World, including Ireland. I'm sure that, one way or another, we can condemn terrorism in support of the Irish government. Has any progress been made on negotiations between the British, your government, and possibly the IRA? Is there anything we can do to help?" he asked.

"I completely understand as far as budgets go, I will relay the news of the Securities back to Ireland, if they haven't already heard."

"I understand for trade and I didn't even want to ask you but it's like that saying goes "It does what it's told" or something like that. I will coordinate with your Secretary of Commerce on that matter."

"Timoney Technologies, from my understanding is looking for an area in America to do research and development for their vehicles. America has some of the best tech labs to design and test new technologies."

"We appreciate the support on fighting the IRA. This actually brought me to another issue. The boarder with the Northern Ireland. The Irish Government is supporting the United Kingdoms decision to protect the boarder, especially with the threat of the IRA. However tensions are higher than ever because they won't open the boarders. Ireland understands their position, however they fail to see Irelands position. Ireland understands the IRA and their motives. I'm sure they know that Ireland will never control Norther Ireland again. However by opening the boarders, the tensions will fade, and the IRA will be no more. We had officials meet in London for the first time since the beginning of the Troubles, and this was a great milestone. What Ireland proposes is that Ireland and the United Kingdom continue to have talks, however we wish to have these talks somewhere neutral and to have a third neutral party, that being the United States."

"If Timoney Technologies would like to expand into the United States, then I'm sure that's something that they could arrange," he said.

"If the Republic of Ireland and the United Kingdom would like the United States to host neutral talks, we would be happy to do so. I think that President Gore would be willing to hold such talks at Camp David... Do you know if the British would be willing to do anything in like that? Or would you prefer that we contact them?" he asked.

"Ireland would probably be better off if the United States contacts the United Kingdom on this matter, however I feel they would accept the invite regardless of who request them to attend. The British Government has been very cooperative with the Irish Government on these matters. I can personally attend this meeting on behalf the Irish Government. Ireland wants to work closely with both the United Kingdom and the United States."
