Meeting with the Russian Federation


After the back-and-forth messages between the Diarchy of Romania and the Russian Federation, the Minister of Defence would travel from Bucharest over the Black Sea to Sochi to meet his Russian counterpart. As one would expect, Nicusor Kogalniceaunu, had done his research on possible military equipment that Romania would purchase from Russia if the country wished to make such a deal. The Minister was also prepared to discuss other trade between the nations along with discussing Romania's stance on Moldova and the sudden drift in the opinion of the so-called free state from late King Augustin and the coronation of the co-rulers.

After roughly six hours in flight, the Minister would finally arrive at the airport near Sochi. After stretching his legs and gathering his documents, Nicusor would step out of the plan to be greeted by the Russian welcoming committee.

Once the plane carrying the Minister of National Defence of the Diarchy of Romania and the Count of Centru, Dregător Nicusor Kogalniceaunu, safely landed at Sochi International Airport, air traffic control instructed the aircraft to Main Terminal Building. Once the aircraft arrived at the terminal and the count exited the aircraft, he was immediately welcomed by the Minister of Defense of the Russian Federation, Sergei Shoygu, who outstretched his hand and said "Count Kogalniceaunu! It is an absolute pleasure to welcome you to the Russian Federation. I apologize for how informal everything is at the moment, as Minister Lavrov didn't give me enough time to prepare an official welcoming ceremony, which is customary whenever foreign dignitaries arrive within the Russian Federation. Nevertheless it's excellent to meet you, as the Russian Federation and the Russian Armed Forces are both looking to build a strong relationship with our Romanian colleagues. We have much to talk about, so if you'll just follow me we can head to the Hyatt Regency Sochi, where we will be meeting and staying for the duration of your trip to the Russian Federation.".

Minister Shoygu and Count Kogalniceaunu then began to exit the Main Terminal Building of Sochi International Airport, escorted by a small army of advisers, staffers, and a dozen bodyguards from the Federal Protective Service. The Russian bodyguards from the Federal Protective Service all carried holstered MP-443 Grach 9x19-mm Semi-Automatic Pistols, with four clips, as sidearms, as well as PP-19 Bizon 9x19-mm Submachine Guns, for which they each carried an additional four clips of ammunition.

Once outside the Main Terminal Building, the ministers entered an awaiting Marussia F2 Full-Sized Luxury SUV, which was part of the Federal Protective Service motorcade that was assembled to take the two ministers to the Hyatt Regency Sochi. Once everyone was situated within their vehicles, the motorcade quickly sped off for the luxury hotel.

As the motorcade drove through the upscale seaside resort city, Minister Shoygu said to his Romanian counterpart "Thank you for finding the time to meet with me on such short notice my friend. No doubt you're as busy as I am, when it comes to the work of rebuilding your nations armed forces from the ground up. Hopefully we can make that task a little easier for one another through what we are able to accomplish with our meeting and the various deals and arrangements that we will hopefully come to.".

Once the motorcade pulled up to the Hyatt Regency Sochi, the door to the ministers Marussia F2 Full-Sized Luxury SUV was opened by an awaiting agent from the Federal Protective Service, who saluted the two ministers as they stepped out of the vehicle. Minister Shoygu then led the Count into the opulent five-star resort and brought the Count to a large conference room, which had been secured and thoroughly swept for any eavesdropping devices, media members, or noisy hotel guests before their arrival. Federal Protective Service agents guarded all access points to the conference room, ensuring that no unauthorized personnel would be able to intrude upon the two ministers meeting.

As a waiter brought refreshments for the two men, Minister Shoygu said "As you're my guest, please do me the honor of starting this meeting on whatever topic that you wish to address first.".

"Thank you, Minister," replied Kogalniceaunu, "it's no worry at all, you meeting me here is formal enough, I assure you." The Minister would follow his counterpart, escorted by the armed guards. "Romania is also looking forward to strengthening our bounds both through militaristic and political means." Once inside the luxury SUV, Nicusor made himself comfortable. "The short notice is no problem at all, friend. I am in fact quite busy, but a short journey across the Black Sea shouldn't be much of a problem. Especially if we can accomplish a foundation for friendship between Romania and Russia. Let alone military purchases."

The SUV would arrive at the Hyatt Regency Sochi and the Minister would closely follow the Russian as the escort secured the areas surrounding the conference room. The waiter would bring the Minister a small glass of ţuică liquor and ice. "Thank you for the formality, Mr. Shoygu." The Romanian Minister of Defence would take a sip of his ţuică as he pulled out the documents he had brought. "Well, considering we are both Ministers of Defence, I believe starting with what we're both most knowledgeable in would be a good beginning." The documents would reveal a list of equipment, along with pictures and the purpose of the equipment, that is of Russian origin. "Romania would be interested in purchasing various Russian equipment for our military. Now, I understand that it is possible for something not to be available for purchase and if that's the case then fear not to tell me so."

"We would like to purchase 30 GAZ-33097 transport trucks, 2 Antonov An-12s, 20 VPK-3927 Volk 4x4s, 10 2S25 Sprut-SDs, 40 KAMAZ 44108 Tank Transporters, 5 Lebed-class LCACs, 10 Kazan Ansat-2RC Attack Helicopters, 100 T-55 tanks, 25 T-15 Armatas, and lastly 50 T-14 Armata Tanks."

"Depending on the final price," he would add, "some equipment may be altered or removed from the list. But for now, we believe that this will be a great start to our military trade."

Minister of Defense Shoygu agreed and said "I agree, let us start our discussion in the area in which we both specialize. Rosobonexport has put together a proposal for the Russian equipment that your armed forces have requested from the Russian arms industry. Here is the proposal, please let me know what you think of it and should you find it agreeable, simply transfer the funds to Rosobonexport and production shall commence at once.".

With that, the Minister pushed forward an official document from Rosobonexport to his Romanian counterpart.

The Mikoyan Mig-29SMT Multirole Fighter would provide the Romanian Air Force with an excellent domestic option for a multirole fighter, which is both highly advanced and affordable when compared to the Mig-29SMT's contemporaries. Know that this is a standing offer on behalf of United Aircraft Corporation towards their counterparts at Avioane Craiova.

In the near future the Russian Armed Forces would also like to work alongside their Romanian colleagues, in helping Romania to build a comprehensive, multi-layered air defense network, using Russian and Romanian equipment. Once again this is a standing offer from the Russian Armed Forces and the Romanian Armed Forces may accept our offer whenever Romania is ready to undertake such a project.".

The Minister of Defence would look over Rosobonexports' proposal with heavy focus. After a moment, he would nod. "This proposal seems more than agreeable. The Co-rulers have final say on large sums such as these, however, I am certain they'll agree when I tell them that this is a beneficial deal with all parties involved. I'll contact them immediately after the meeting."

"A more modern domestic option for a multirole fighter would be of Romania's interest. While I'm sure the Co-rulers will be willing to pay for the license to domestically produce the fighter, spending so much of our savings at once would be somewhat harmful to us. Would Russia and the United Aircraft Corporation be willing to let Romania pay the license in two payments of 375,000,000 in a period of two months? This seems like the best way for Romania to pay for these products without harming ourselves."

As I'm sure you're aware, taking over a nation as large as the Russian Federation in the middle of a crisis, with countless strategically important, yet mostly state owned enterprises, all in desperate need of centralization, can be quite an administrative headache as we go about centralizing these many state owned state enterprises into more efficient, technically capable, and profitable enterprises. No excuse at all for the delay, but I believe we have arrived at the "End of the day" when it comes to the inefficiency of these firms and their ability to hold the Russian Federation, the Russian people, and our friends and partners hostage....

The Central Bank of the Russian Federation has secured your initial installment, which means that Avioane Craiova may begin producing Mikoyan Mig-29SMT Multirole Fighters whenever it suits them to do so. Please inform the leadership at Avioane Craiova that should they require any technical assistance in getting production started, anything at all, have them contact United Aircraft Corporation and the good people at Mikoyan will assist them with whatever they need to ensure that Avioane Craiova's domestic production of the Mig-29SMT is a total success. Then perhaps once the final installment is made and production of the Mig-29SMT within Romania is going strong, we can discuss other domestic production options of Russian arms by the Romanian military industrial complex if that interests your nation?

Now I would like to know your nations stance on Moldova. As I'm sure you're aware, Russo-Moldovan Relations are quite low, given the traditional Russian support for the breakaway ethnic Russian enclave of Transnistria. So I would love to know your nations views on Moldova and Transnistria.".

Romania's stance on Moldova is... fifty-fifty, as some would say. The King believes that diplomacy is the best way to deal with the situation while Queen Cosmina believes that some more... drastic measures should be taken. Regardless, both of our leaders strongly believe that Moldova is Romanian soil and that it should be brought back into the fold. As for Transnistria, it was originally Moldovan but I am certain that Russia and Romania would be to work out a deal that will result in the happiness of both parties."

The Defense Minister nodded and said "Romania has been a longtime friend and partner of the Russian Federation, we assist our friends however we can. To help give me an idea of what equipment might be right for domestic production within Romania, what types of equipment are your armed forces in need of acquiring from abroad due to a lack of domestic options? This will allow us to pinpoint and provide your armed forces with domestic production rights for Russian arms and equipment that fill a pressing and specific need within your armed forces.".

The Defense Minister was silent for a moment on the issue of Moldova, formulating his response extremely carefully, in order to be as clear as possible to his Romanian counterpart. After a moment, Defense Minister Shoygu said "When it comes to Moldova, the Russian Federation is willing to concede that all of Moldova, aside from the Left Bank of the Dniester River (Transnistria), is rightfully Romanian soil. The Kremlin feels that the Diarchy of Romania's claim to Moldova is both historically and legally strong and that is the reason for Russian support regarding Romania's claim regarding Moldova.

The reason we feel that Romanian claims over Moldova are valid are as follows...... During the 1917 Russian Revolution, Bessarabia (Moldova) briefly became autonomous and was renamed the independent Moldavian Democratic Republic, until it was integrated into Romania in 1918 following a vote of the Moldovan Assembly to become a part of Romania. The decision of the Moldovan Assembly was disputed by Soviet Russia, which in 1924 allowed the establishment, within the Ukrainian SSR, of the Moldavian autonomous republic (MASSR). This led to border tensions between Romania and the Soviet Union over Moldova. Then in 1940, as a consequence of the Molotov–Ribbentrop Pact, Romania was compelled to cede Bessarabia to the Soviet Union, leading to the creation of the Moldavian Soviet Socialist Republic (Moldavian SSR), which included the greater part of Bessarabia and the westernmost strip of the former MASSR. Therefore Moldova is an artificial creation of the Nazi's and Soviets, who forced Romania to cede Moldova to the Soviet Union following the signing of the Molotov–Ribbentrop Pact. So it is the opinion of the Russian Federation that the 1918 decision of the Moldovan Assembly should be upheld and Moldova (With the exception of Transnistria) should integrate into Romania, per the decision of 1918.

How exactly to go about integration is quite mixed within the Kremlin, as it is within Romania, as some favor a diplomatic solution with the Moldovans, though it is unlikely the current Moldovan regime will accept integration, while others within the Kremlin including President Yeltsein seem to share the hardline views of Queen Cosmina, and then their is another block within the Kremlin, this one led by Prime Minister Putin and I. Our block favors an asymmetric approach to Moldova, which would include the use of our nations taking a very firm line in diplomacy with the Moldovans, while making heavy use of both of our nations "Softpower", coupled with the use of enough "Hardpower" to ensure the Moldovan regime gets the picture and we achieve a favorable outcome. Should this asymmetric approach intrigue you, I'm willing to go into detail with what that plan would entail.

When it comes to Transnistria, their support is crucial to the success of the asymmetric plan that I've been working on with Prime Minister Putin and their cooperation would simply be impossible if Romania intended to integrate the Left Bank of the Dniester River into Romania. This is due to the fact that Transnistria is a ethnically Russian enclave, with Russians making up the majority of the population, they wouldn't accept Romanian domination and would fight it as they fought attempted Moldovan domination. While the Transnistrian people are considered Russian by the Russian Federation and their loyalty can be counted on when it comes to our plans, so long as Romania renounces any claims to Transnistria. So should Romania renounce any claims on Transnistria, your nation can count on the full support of the Russian Federation within every facet of your efforts to return Moldova to Romania once again. Does this sound agreeable to our Romanian colleagues?".

"I thank you, Minister," the Romanian would say, "Romania is lacking in proper naval equipment; we have Corvettes, patrol ships, and a frigate but that's really as far as it goes. That and our ships are somewhat dated. Furthermore, we lack UAV technology and now that I think about it, a lot of our technology and equipment is unfortunately outdated. But considering our state of isolation, it's understandable."

"I am happy to hear that Russia believes Moldova to be Romanian soil, I'm certain that my Co-rulers will be very happy to hear about this as well. Especially King Cristofor as you would support a diplomatic plan to take care of this long rivalry. The Queen will unlikely continue pressing for offensive tactics to take Moldova with Russia's support for diplomatic referendums. To have Moldova back into the fold would be a step towards a Golden Age for Romania and we would have Russia to thank for having a strong hand in that step, once I return to Budapest, I will speak with the Co-rulers and I'm certain I'll be able to convince them to cut their claims on Transnistria."

"I agree that Transnistria's support is crucial for success. Romania already has troops on the Moldovan border, thus if we give them diplomatic pressure to hold a referendum to reintegrate into Romania the pressure of Transnistrian Russians' support should be enough to make the Maldovans take our diplomacy seriously."

"With the full support of the Russian Federation, Romania will renounce our claims on Transnistria and will support and recognize a free Transnistrian state."

Minister of Defense Shoygu nodded and said "The fact that much of your equipment is outdated is completely understandable given your nations long isolation. However I am of the belief that this can be quickly remedied, through a balanced combination of purchasing arms from abroad, utilizing the considerable military industrial complex that was put in place by the Ceausescu Regime to produce equipment via production licensing and technology transfers acquired from abroad, while also modernizing existing Romanian equipment, using both domestic and foreign sourced modern components to upgrade legacy weapons systems. Know that in your efforts to modernize your armed forces, the Russian Federation, the Russian Armed Forces, and the Russian military industrial complex stand ready to assist our Romanian comrades as much as is required by the Royal Romanian Armed Forces.

I've taken a look at the current state of the Royal Romanian Naval Forces and I believe that the current issues regarding dates ships can be quickly remedied using the balance approach I've outlined. Our United Shipbuilding Corporation is more then happy to produce advanced warships and submarines for Romania in a variety of classes, from Battlecruisers, to Cruisers, Destroyers, and a wide array of Attack Submarines, as any of our SSN's, SSGN's, and SSK's are available for purchase by the Royal Romanian Naval Forces. While United Shipbuilding Corporation is happy to partner with Romania's Constanța Shipyard and sell them production rights for most of our modern classes of frigates and all of our modern classes of corvettes, missile boats, patrol boats, and support craft. United Shipbuilding Corporation would also gladly team with Constanța Shipyard and perhaps other foreign firms to modernize and upgrade the existing ships of the Royal Romanian Naval Forces with the latest Russian naval sensors, electronics, weapons, and other vital systems. If done correctly, this would drastically improve the performance and capabilities of your existing warships and bring them up to modern standards. If you'd like I could have Rosobonexport put together a draft proposal regarding a naval acquisition and upgrade program for the Royal Romanian Naval Forces. Would that interest you?

Regarding Moldova, please inform the co-rulers of the full support of the Russian Federation when it comes to the co-rulers plans to reintegrate Moldova into the Diarchy of Romania. I'm pleased to hear that both co-rulers will likely support the asymmetric approach to reintegration that the Russian Federation has proposed. While we are very glad to hear that the Diarchy of Romania is willing to part with any claims on Transnistria, in exchange for the support of the Russian Federation and ethnic Russians within Transnistria providing significant support to planned Romanian efforts to reintegrate Moldova into the Diarchy. With the co-rulers leading the Diarchy of Romania out of years of isolation, while working to modernize the nation, coupled with our plans to reintegrate Moldova into Romania quickly becoming a reality, a Golden Age for Romania certainly looks like it could be dawning.


I 'm glad that you've seen the wisdom of renouncing any claims to Transnistria, as this will put the Moldovan Regime in a very difficult position, given that you've also placed significant forces along your border with Moldova. I would recommend that right before your government begins to put significant diplomatic pressure on the Moldovan Regimeto hold a referendum to reintegrate into Romania, a sizable joint exercise between our two armed forces should be held both along your border with Moldova and within the Western Black Sea. The Russian Federation would be willing to deploy a sizable force to Romania to take part in this joint-exercise should you agree to this proposal, with the 16th Special Purpose Brigade of the Direct Action Special Reconnaissance Spetsnaz GRU, elements of the 4th Guards Tank 'Kantemirovskaya' Division, strong elements of the Russian Air Force, and strong elements of the Black Sea Fleet of the Russian Navy, being deployed to take part in the joint exercise. Then while the joint exercise is underway, your government can begin placing massive amounts of diplomatic pressure on the Moldovan Regime to hold a referendum. This action, along with provocations from Transnistria, will put enormous pressure on the Moldovan Regime to give into your demands for a referendum.


Should the Moldovan Regime continue to resist demands for a referendum, the Russian Federation would be willing to partner with Romania in taking more direct action against the Moldovan Regime. Our GRU would be willing to recruit, train, equip, and deploy a brigade of Don Cossacks to Romania, where they could link up with Romanian volunteers that you could recruit and equip. They would then take direct action against the Moldovan Regime. To ensure deniability on our end, the equipment that we equip these volunteers with should be equipment that's used by the Moldovan Land Forces and the Transnistrian Armed Forces. That way our direct involvement in this matter wouldn't be obvious.


The Russian Federation would also like to propose the establishment of a joint Russian-Romanian Air Defense Network within Romania. The Russian Federation would build a comprehensive multilayered air defense network within Romania, which would be jointly operated by the Royal Romanian Armed Forces and the Aerospace Defense Forces of the Russian Federation. The Russian Federation will provide 75% of the funding for the joint Russian-Romanian Air Defense Network and the Russian Federation will provide our best radar and air defense systems for our joint network. Obviously a formal agreement needed to be signed, should the Diarchy wish to proceed with such an arrangement, but before we do so I would like to gauge your nations interest in this proposal.


Once we have finished discussing this most sensitive matter, the Argentine Republic would like to send officials from their Ministry of Defense here to Sochi to engage in a tri-lateral discussion with you and I. I believe the Argentine Republic would like to discuss joint defense cooperation with our two nations. Would inviting the Argentine officials to Sochi be alright with you?".

"I'm happy to hear that the Russian Federation is so happy to help with our navy. What I believe would be of the most important to use would be submarines as to defend the Black Sea without having to fully show all of our vessels, especially if some sort of combat were to happen. As for domestic licenses, I don't know of any off of the top of my head apart from one of the Russian frigates; the Lider-class Destroyer. If the Russia Federation would be interested in selling the license for that ship to Romania we would certainly be interested in purchasing it. We would also welcome any help to upgrade our naval sensors, electronics, weapons, and other vital systems.

Romania is more than happy to accept a naval acquisition and upgrade program from Rosobonexport.

The Royal Romania Airforce would be interested in purchasing two Mikoyan Skat Stealth HALE UCAV along with the domestic license of production for the Eleron 3SV ISR UAV.

A joint coalition to pressure Moldova into a diplomatic referendum into reintegrating into Romania seems like a plan bound to work. I'm certain the co-rulers will agree. I believe that the co-rulers would be interested in a joint air defense network, I would have to ask them personally once I return to Bucharest where the King and the Queen will be informed and a proper agreement paper can be signed.
