The Russian Federation is without a doubt one of the greatest powers of eastern Europe and Romania would feel more than privileged to re-open diplomatic relationships and, with hope, trade routes. Let me start by congratulating the Diarchy of Romania and all of the Romanian people, as you take your first steps to emerge from a period of long and stagnant period of international isolation. The Russian Federation is also emerging from a disastrous period of isolationism, which was marked by failed regime after failed regime of every kind, communist, Tsarist, nationalist, all tried and failed to bring Russia out of isolationism. Therefore our government knows that taking a country out of isolationism and returning it to the global stage is no small task and we want your government to know that the Russian Federation and it's people both applaud and support the steps taken by King Cristofor and Queen Cosmina of Romania and we are prepared to back up our support for their causes with more than just mere words.

As such, I am quite hopeful that we can re-open full official diplomatic ties, with an exchange of embassies and consulates, re-establish profitable trade routes between our two great nations, engage in talks on various mutually beneficial deals, including arms deal, industrial deals, infrastructure deals, and other types of win-win economic arrangements, as soon as possible.

It saddens me to hear of Russia's difficulties, but I hope that we will be able to work through our countries' hardships together. These deals seem more than acceptable for Romania. King Cristofor has informed me that if your President or Prime Minister is available to do so, that he could travel to Russia personally to establish proper contact. If they are not available, then I will be able to travel to Russia myself and do the same. Or, if no meeting is possible, we can easily begin a phone call through secure and encrypted lines. It goes without saying that the Diarchy of Romania isn't the only nation looking to re-establish itself internationally and the Russian Federation is very hopeful that our two nations can work together to return our nations to their rightful places of prominence within the global community. The Russian Federation is facing numerous challenges following the breakup of the Neo-Soviet Union, with the Russian economy currently quite volatile as it is transitioning away from communism, the current extreme winter weather causing havoc across much of Northern Russia, and all state institutions requiring significant rebuilding efforts, however the Russian people are an extremely resilient people and we know brighter days are ahead. Likewise we feel strongly that under the current leadership of the Diarchy of Romania, the Romanian people will also soon be at the pinnacle as well!

Unfortunately President Yeltsein and Prime Minister Putin are currently occupied, however the President would like to schedule an official state visit with King Cristofor as soon as possible. I am also currently hosting my Taiwanese counterpart here in Moscow, so I am unable to meet with you at this time. However we would like to arrange a meeting in Sochi between the Minister of Defense of the Russian Federation, Sergei Shoygu, and either yourself or his Romanian counterpart. Would this be possible?

Minister of Defense Shoygu has the authority to conduct negotiations and sign deals on all the various topics I've mentioned, while he has significantly more authority to conduct talks with Romania about arms deals, military assistance, and the issue of Moldova. So it's my sincere hope that he can meet either with yourself or his Romanian counterpart in Sochi ASAP.

Dregător Nicusor Kogalniceaunu, Minister of National Defence and Count of Centru, is able to travel to Sochi to meet his Russian counterpart whenever his counterpart is available to discuss any potential deals between our nations along with Romania's stance on the province of Moldova. Minister of Defense Shoygu would like to meet in Sochi with the Minister of National Defence of the Diarchy of Romania and the Count of Centru, Dregător Nicusor Kogalniceaunu, at Counts earliest convenience. Count Dregător Nicusor Kogalniceaunu and his staff should fly to Sochi International Airport at once, where upon their arrival Minister Shoygu will meet him.

The Russian Federation looks forward to a wide-ranging discussion with our Romanian colleagues on various bilateral economic arrangements, arms deals, military & security assistance proposals, and the matter of the province of Moldova.
