The battered roads proved challenging even for Dr Francis' off roader. The roads to Ankavandra from his hospital of Miandrivazo were long and challenging. For the Dr the company of the nurse and the Junior doctor had proved a welcome addition to the mission. He had been called by a local General Practitioner, the element of alarm from his old friend proved to irresistible of a challenge for the Dr. Dr Francis had spent most of his live in the hospital of Miandrivazo as a General Medicine doctor. The challenge excited him from the mundane admissions within his ward.

The call was brief and confusing. The Doctor on the phone sounded alarmed at the sudden deterioration of a family within the commune. First it was the husband, then the wife, then the children before it seemed to spread to the most distant relatives within the commune. It was a concern the team did not take lightly, in the boot boxes of full PPE suits were stacked high against the assortment of drugs, equipment and consumables within the boot.

The offroader skidded into the commune, slipping on the wet uneven ground that run parallel to the river and village. The team looked carefully as they navigated the small maze like town deep within the wilderness of Madagascar. "Undisturbed from the perils of social Media" Francis noted "Not a cell phone in sight". Finding the house in question did not prove difficult, a large crowd of 50 to 100 people stood outside cramming for a better look inside at the family. A pale faced doctor hurtled out of the house, running towards their car. The doctor slammed on the breaks, just in time.
"Come quick, Come quick!" The doctor had a voice of fear, his terror showing on his face through his surgical mask "I don't know what to do they're all dying". Francis and his team grabbed their equipment from the boot, suited up and followed the doctor through.

The house was run down and damp. Paint peeled off the walls and the smell of death was overbearing. In the front room, lay 3 children sweating profusely from all over, their faces pale, eyes blood shot and unhuman like. In the backroom a further 2 children lay in a comatose state. White sheets draped the parents and a small child.

"Fucking hell" Francis voice broke, thinking back to his own children "Let's get lines into these guys. 100% Oxygen therapy, IV fluids stat and we'll start a dose of antibiotics for sepsis. Lets get a blood test sent straight back to the lab so that we can confirm a diagnosis of bacteria or viral."

The team set to work. Francis and the doctors placed a line in the arms of the patients, pushing through fluids and iv antibiotics. Observations were recorded and found to be conclusive of sepsis. 100% Oxygen was placed on each patient. With the assistance of the nurse and junior, the two comatose children were sedated and tubed to be manually ventilated. Francis handed the vial to his junior "Get this to your lab as soon as you can and organise a helicopter for transport... you fate of this family and the entire town depend on it". With a solem nod, the junior jumped in the four by four and begun the difficult journey back to Miandrivazo.

The sample arrived at the hospital labratory, and sent straight to testing. The technician observed the sample through the microsope and conducted tests on the blood. Within a few minutes the strand was identified, Ebola.. but it's strands seemed different and new. The sample was checked and checked. The data and slides sent to scientists in universities and laboratories across Madagascar. Ebola had come to Madagascar in the form of a aggressive and destructive mutation.




In the village where the Ebola had first been identified, a Bell CH-146 Griffons touched down after making the trip from central Madagascar stopping for fuel enroute. 2 Army paramedics were on the helicopter in full PPE equipment, covered head to toe. Inside protective disposable sheeting covered the floors, walls and access to the cockpit. The 2 Intubated children were loaded inside and flown straight to Miandrivazo Hospital. Within minutes of touch down, the aircraft was in the air and flying to the hospital.

For the Village, the situation had now deteriorated, over 50 people were now crammed into a make shift hospital under the care of Dr Francis and his team.The Griffon had dropped in protective equipment for them and although it was welcome, the team understood they had already been exposed. The ward and staff areas were isolated from each other with staff needing to follow full PPE and decontamination procedures when within the ward area. The temporary morgue already had 30 victims inside. Dr Francis was determined not to allow this number to rise, but he knew this was out of his control.

Throughout the day, the Griffon helicopter made frequent returns bringing building, medical and antiviral supplies to the site. The team





In the nearby village of Itondy, 5 new patients had presented to the local clinic with symptoms of Ebola. One died as he reached the door to the clinic. Another patient was isolated in the small village of Soaloka.

It seemed that the Ebola virus had now gone regional

For the Governor of the Province of Menabe, the updates of the daily deaths had come regular and expected. 200 people had now perished from across the region, more than 2/3 of them children. The improvished region simply did not have the resources for the spread of this disease which continued to bulldoze it's way into new villages. A emergency press briefing was called, international press was particularly invited;

"Over the last week, the province has experienced a outbreak of a new and deadly form of Ebola with a death rate currently in 70%. It is with regret that I must call a state of Emergency within the region. I have made contact with the President of Madagascar and requested the deployment of troops to help us contain the current situation. We advise all citizens to report the deaths of their family and friends in order for the body to be cremated and disposed of in a safe manner. We have deployed water engineers into the affected villages and are ensuring the availability of safe water for both drinking and hand hygiene.

I would like to take this oppurtunity to request assistance from foreign governments and too ensure we have adequete supplies of both personal protection Equipment and Chlorine for the safe treatment of Ebola patients and areas which they have been in contact with.

I will not be taking questions, but any questions can be brought to me via official channels. Thank you."

The Governor left the podium to a swarm of questions from the assembled press pool





The President of Madagascar Julie Rabémila sat in the cabinet office of the Presidential Palace. To her right sat the Vice President Hugo Rabenoro and on her left the chief of staff Hamada Ravaonirina. Opposite her were the Secretary. of Public Security, Secretary. of National Defense, Secretary of Health, Secretary. of Environment & Sustainable Development, Secretary. of Energy, Water, & Hydrocarbons, Secretary. of Agriculture, Livestock, & Fisheries and Secretary. of Public Works & Infrastructures.

The meeting was put together adhoc, the secretaries assembled called for the middle of the night meeting. A look at the clock showed the time as being 1:30am.

"Thank you all for agreeing to meet at this time at night. However, I feel it is only right I inform all key departments of my decision to deploy forces into the province. Myself and
Robin Randriana, our secdef have authorised the deployment of a task force of 5,000 troops into the region to help combat the Ebola virus. In addition, we have authorised the airforce and navy to begin delivering key supplies into the region. I ask that all of you begin preparations for this virus to spread nationwide and ensure that all necessary arrangments are made. If this virus makes it's way into the slums of this city, we will have unprecedented demands on healthcare and social care on our hands. I have assured the Governor that our forces will be in his region within 48 hours and will begin to relieve his hospitals. Does anyone have anything to add?"

The conversation continued until the break of morning.




In the early morning hours, a initial Convoy of 70 DAF YA-4442 and 8 Komatsu LAVs carrying 752 troops from 1st Battalion, 2nd Infantry Regiment begun the journey from the capital Antanarivo to the capital of Menabe, Morondava. Additionally, 2 chinook helicopters from 104 Tactical Helicopter Squadron made the same journey however instead carried a 10 man HQ team including a General and a Air Force Landing control party of 5 men to establish a LZ in the centre of the city.

The Public Announcement regarding an outbreak of Ebola in Madagascar raised severe concern and the British Government has vowed support to the government of Madagascar. The British Red Cross have confirmed they will be sending volunteers to assist, but more specifically, the British Ministry of Defence have offered the deployment of a casualty vessel which will contain helicopters and additional military personnel to help manage the situation in Madagascar. A decision that would be made legal by the Prime Minister directly to avoid weeks of discussion through the House of Commons. The proposed deployment would be a casualty ship with medical staff, troops and helicopter units to complement Madgascars own force.

All persons coming from Madagascar would be required to be quarantined by the South African Department of Health and Welfare at the air and sea borders for health checks. Likewise, similar policies would be implemented in the independent homelands of Transkei, Bophuthatswana, Venda and Ciskei. All vessels originating from Madagascar would also be required to be quarantined. The South African Government would ask that neighbouring governments, especially Mozambique, do the same in order to stop the spread. If the virus reached mainland Africa it could become catastrophic and the South African Government would have a difficult time controlling its spread at its land borders. The South African Government would offer its assistance to Madagascar, including the deployment of the South African Medical Service, a dedicated medic branch of the South African Defence Force.

The Department of National Defence would send a letter back to the UK government welcoming the deployment of a Casualty vessel and additional forces and helicopters @Jamie. A similar message would reach the South Africans requesting the support of it's medical service in the frontlines of the Ebola Outbreak @Owen .

Engineer resources will be flown in within 48 hours to begin construction of field hospital and infrastructure supplies.

Air Force Griffon and Chinooks continue to fly resupply missions into affected communities. Air Force Landing Control party have established a Helicopter Landing zone to permenantly base 1 Chinook, 4 Pilots, 5 mechanics and 8 Crew from 104 Tactical Helicopter Squadron and 2 Griffon helicopters from 102 Tactical Helicopter Squadron with 8 pilots, 4 Crew and 4 mechanics permenantly in the region at Morondava Airport.

The British Government has confirmed that RFA Argus, a casualty ship with a small complement of Air Assets is beginning it's departure for Madagascar. The Republic of Madagascar has been made aware and that the British Taskforce will be following command from the local government to help tackle Ebola.

A notice would be sent to the Madagascan government of the plans to deploy a casualty vessel along with supply vessels to Madagascar in order to help with the effort had been made and permission to deploy would be asked of the government. @Nathan

The first Ebola victims had begun to stream their way into the first Army Medical centres under the close supervision of NHS medics and nurses. In the towns and villages platoons of soldiers went house to house spraying chlorine water into areas which were in contact with the victims of Ebola.

At the LZ zone, the griffons and chinooks continued to bring in supplies needed to run the centres. One particular run saw, The Vice President of Madagascar Hugo Rabenoro board the chinook with his staff on a flight to the affected areas. His Police motorcades has been forward deployed to the area. The aim of the visit was to gather intelligence and act as a government figure head to the local government and it's people.

The US offer would be graciously accepted by the President of Madagascar @John

The Secretary of National Defence, Robin Randriana for Madagascar had been invited to a call with the Commanding Officer on board RFA Argus. Waiting for a response, it would consist of their mission briefing to begin Operation Bolus.

Hugo Rabenoro helicopter touches down in the grounds of the town's hospital y. It was decided to assemble a command and control centre within the station. Inside the vice president shakes hands and mingles with the police, fire and healthcare professionals running the centre.

Across the region, victims continue to arrive at the various ebola treatment centres established within the country. Inside doctors and nurses work in hot conditions wearing full ppe suits to tend to those in need. However with each patient discharged another 5 arrive to take their place:

The convoy of the aid supplies moved through the dark Madagascan nights. The civilian drivers followed each other carefully along the muddy and unpaved roads. Splashing of mud and water sprung up against the windscreen of the lorries quicker than the wipers could clear it. The rain hammered and lashed against the canvas of the trucks, the wind causing the canvas to flap and flutter wildly in the night producing a eerily sound inside the driver's cabs. The 6 lorries were on a mission of aide to a foward army position.

Paul was a 56 year old volunteer, leaving his children and wife at home to save those affected by Ebola. Using his last of his wages he had fuelled up his truck and headed off to the Morondava regional HQ to assist. A photo of his family on his cab sat proudly on the dash of his cab a welcome reminded of his 3 kids.

Ahead of him, the break lights shot on the lorry in front. Paul followed suite, slamming on the breaks of his trucks hard. The lorry slipped and slide through the muddy road, coming within inches of the truck ahead before stopping. Paul cursed and stepped down from his truck. The cold of the air hit his chest causing him to cough and splutter. Ahead of the convoy he could see oncoming headlights and figures, armed figures. The lead driver's voice could be heard bellowing in competition with the howling wind. Hard to hear but Paul presumed it was a Army blockade trying to prevent more civilians moving to affected villages. Paul inched closer.

Paul flinched as a pop filled the air. Ahead he could see the masked men begin to run, pointing their weapons towards the convoy. The lead driver fell to the ground, clutching his chest as he fell. Paul heard footsteps behind him. Turning he could see a figure of an arm followed by pitched blackness.

Paul awoke in the back of one of the lorries with the fellow drivers, 3 masked armed men surrounded them. The trucks were driving, but who was driving? Looking behind through the rustling flap of the canvas, the body of the lead driver remained face down in the mud.

Daybreak broke on the washed out body of the driver. A family car screeched to a halt in front of the body. Startled, a emergency call was placed and a rapid response force of 27 Soldiers and 10 National Police Officers rushed to the scene in trucks and police SUVs. Securing the site, an immediate search body was established in the local area to find the vehicles. High above, a Bell CH47 Griffon attached to the Ebola task force searched the long roads for any trace of the convoy but none could be found. A Crime Scene Investigation was set up, specialist officers taking evidence and pictures to try and find those responsible but the heavy and nonending rain would make it difficult to find any significant leads.




Across the Operations, aid convoys would be stopped and given police esorts to their destinations. This would slow down the convoys in reaching their targets but it was necessary to preserve the safety of the drivers. On board the convoys, armed soldiers would be attached from C Company, 1st Battalion, 2nd Infantry Regiment to escort the fleet of trucks zig zagging across Madagascars South Western Provinces.

The Madagascan Met office has begun to track and monitor a large buildup off the coast of Madagascar. A tropical storm was observed far in the Indian Ocean tracking towards Madagascar.

The search for the missing relief convoy is still ongoing, Detectives have however recieved a witness report placing the convoy as moving due west from the site of the kidnapping. Given the concern for the safety of the missing crew, A Squadron, 1st Battalion, 1st Rangers Regiment have been placed on High Readiness to deploy to assist with the tracking, locating and safe release of the drivers if they are still alive. Detectives have begun to follow the possibility that they were kidnapped in a gang raid gone wrong, or that some terror motive may be in place. Either way, the incident is still being kept out of public knowledge.

Outside the main gates of the Department of Health in the capital, a large number of 1000 to 2000 protestors had begun to gather outside. Holding placards they were singing and chanting for the government to be more active and to take the threat of the virus seriously. Large numbers of signs accused the current Secretary of Health and indeed the President of corruption and treachery. The Secretary remained inside the building, held hostage as his escape route was blocked off by the sudden appearance of the crowds. The secretary's motorcade remained in the buildings garage ready to depart at a moments notice while over 100 officers were brought to the scene including 81 officers who were from the capital's elite Mobile Intervention Group riot officers in 12 Police Sprinter vans.

Inside the Secretary's guards remained around the VIP ready to push their way through the crowd if necessary.

The protestors remained mostly peaceful throughout the day but by early evening the mood had begun to change. The Secretary remained bunkered down inside, cornered against the ever growing number of protesters. On the ground, the riot police stretched thin were holding the line from the baying mob. The occasional brick and molotov cocktail being sent hurtling over the police line towards the building before quickly being extinguished by the officers. The Police received numerous local officers into their numbers to continue to hold back the people.

Meanwhile, the President has announced a further aid package and press interview will be held and released to the efforts in the South of the country.

The Government of The Council Republic of Belgium would like to offer its support and solidarity to the people of Madagascar in their hour of need, the apathy of the world to the plight of the local population is utterly appalling therefore in the spirit of internationalism we find ourselves compelled to offer humanitarian aid and medical attention. With the exception of The United Kingdom, the bourgeois liberal democracies have failed to extend a helping hand to fellow human beings unless such help entails profiteering off of the misery of others while simitaneously searching for new markets and resources to exploit.
