The Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, was informed by the Deputy Minister of Foreign Affairs for African and Middle Eastern Countries, Mikhail Bogdanov, that Minister Lindiwe Sisulu from the Department of International Relations and Cooperation of the Republic of South Africa had rung for him. The Deputy Minister also informed Minister Lavrov that Minister Sisulu was calling from a private, but not a secure and encrypted line, which Minister Lavrov acknowledged, as he thanked his deputy for informing him that Minister Sisulu was waiting to hear from him. Picking up one of the many secure and encrypted telephones on the Ministers massive desk, Minister Lavrov told his secretary to patch him through to the awaiting South African Minister.

After a brief moment the two Ministers calls were connected and Minister Lavrov said "Minister Sisulu! It is wonderful to hear from you. On behalf of the Russian Federation and the Russian people, I wish to convey our sincere congratulations on the formation of a new government within the Republic of South Africa. If the Russian Federation can be of any assistance to your nation during this critical time, please don't hesitate to ask me.".

The Russian Minister of Foreign Affairs opened a decorative wooden cigar box, with the Ministry of Foreign Affairs emblem emblazoned on the top, from which he produced a Cuban cigar and an ornate similarly emblazoned silver lighter. As the Minister began lighting the cigar he asked his South African colleague "So tell me Minister Sisulu, how might I be of service to you?".

"Minister Lavrov, how are you? Thank you for your congratulations, South Africa is looking forward to working together with all the nations of the world, Russia included. Over the years, your nation has been a stalwart guard against western hegemony over the global south. We would like to affirm friendly ties between Russia and South Africa and look forward to many prosperous years together.

Secondly, we would like to inquire if Russia would be willing to sell the domestic production rights to either the T-14 Armata or T-90MS Main Battle Tanks to South Africa? If there is any South African Production that you would like to trade for we would also be open to a trade along those lines."
