Greetings,

I am messaging you in regards to an inquiry made by your government in regards to Kuril Islands and Sakhalin south of the 50th parallel. We are willing to entertain the thought on selling them to you, under the right conditions, and for the right price. Before we begin serious discussions, we want to know your budget. What you are at most willing to pay to reclaim the Kuril Islands and Sakhalin south of the 50th parallel.

These positions hold a great deal of value. Strategically they are important to our foothold in the pacific. A Number of Russian citizens also live there, and thus considerations would need to be made for them. But with that said, we are willing to entertain this, but Japan must be willing to make a very good offer.

We are looking at acquiring these pieces of land that were stolen from us at the end of the war. We know Russia is in quite a budgetary situation and we can help with eleviating some of that pressure. It is our divine destiny to colonise the areas north of Honshu, including Hokkaido, Sakhalin and the Kuril Islands. This is prime agricultural land and land which we can transform to help feed Japan. We plan on massively colonising this area, incentivising Japanese to move in. Currently its massive underpopulated. The Russian citizens who live there will be classified as permanent residents of Japan or given the option to return to Russia/the north of Sakhalin. Vlaidvostok is still safe and that would ensure your position in the Pacific Ocean but there is so much land in the Russian Far East which is underutilised and can be used by Asian countries to develop. The people in these areas are probably 10 times closer to Tokyo then they are to Moscow.

We are open to whatever price you propose.

In such an offer we would like for Russian citizens to have the option of a duel citizenship so that they have the freedom of movement without restriction. They can of course take the other options listed, but we will require compensation for those that need to move so that they can resettle.

We are willing to sell under those conditions, as well as the following. A $30 billion down payment, and another $35 billion in gradual payments. These payments would come to us every tax period, and at a fixed rate. So you would need to decide how much you want to pay per period.

On top of that, we want the right to move military, commercial, and civilian assets through and over the sold territory. With a guarantee on this for 50 years. After this, the Japanese government can choose to remove this ability for a payment of $10 billion. I am sure that given 50 years this is easy to accumulate.

Also, we want a guarantee that the Japanese will actually put the land to use for the stated purpose. Colonization. We want to know your target population density and growth for every 5 years.

Finally, given the importance of the land to you, and it's strategic purpose we want you to seriously consider joining us in the following pursuits.
The establishment and reaffirmation of diplomatic missions and ties.
The establishment and reaffirmation of trade and commerce.
Discussion of foreign and internal policies as well as goal pertaining to those.
Establishment of non aggression and mutual assistance pacts.
The possibility of forming a intergovernmental military alliance in light of recent incidents

Finally, if you agree to all this we can bring in Stromberg to write up a agreement that will binding with all of this in mind.
