I am currently messaging you regarding the Imperial Russian Navy. As you know, we are currently now in open conflict with the nation of Turkey. We have fired upon their navy and various land targets throughout the coastal areas of the Black Sea. However, we are attempting to secure funds to begin building more vessels to join our Black Sea Fleet. Russia was hoping that the United States would be willing to offer us these funds, which we would pay back once the war is over.

We are looking for a total of 1,200,000,000.00$. Would it be possible to discuss a potential deal for these military funds?

The United States fully supports the war effort of the Russian Empire against Turkey. We intend to fight alongside you as long as the struggle requires, until Turkey gives its unconditional surrender.

However, we are unable to meet your request. We have recently taken a loan of $10,000,000,000 from another country, and we have spent nearly that much on naval assets ourselves. We are simply unable to meet your request. I would suggest that your government tries acquiring a loan from The Netherlands, France, or Mexico.
