The Russian Minister of Defence, Igor Sergeyev, would use an encrypted phone line to contact Sparrow Industries. His phone call would be directed to the CEO of the company, Alexander Smith, and the call would be regarding the Russian products that Sparrow is currently selling. It would be Sergeyev's hopes that they would be able to discuss 'off-limits' products.

"Hello Mr. Smith! How are you today?

I'm calling you in regards to the Russian products that Sparrow is currently listing on their catalog. I was hoping we would be able to discuss a potential... deal, if you would, to prevent certain Russian aircraft from being sold to a foreign nation. The aircrafts that I am referring to are the strategic bombers known as the Tu-16, Tu-22, Tu-95, the Tu-160, and all of their variants. Alongside the restriction of sale of the Mikoyan MiG-31 interceptor. The strategic bombers should speak for themselves, these type of aircraft are extremely aggressive and having them sold to other nations would prove an extreme national security risk for both Russia and neighboring nations of the buyer. As for the MiG-31 interceptor, it is a highly advanced piece of technology that we would prefer to be restricted in its construction and sale.

Would something like this be possible, Mr. Smith?"

"Good Morning, Mr. Sergeyev. At Sparrow, the way we understand national security has, of course influenced how we protect it. To date, certain states have been reliant on us thinking of their self-interests, to prevent technology reaching groups that would implicate them. We, of course are happy to discuss measures to reduce these instances and prevent endangering the lives of state citizens. Before we continue, I've been made aware of an recent order involving the Tupolev Tu-16 which has already been approved for sale. We intend to honour that order to avoid damaging our good reputation, but we will make sure the appropriate restrictions are in place for next time.

Your requests for Tupolev, in particular, needs strong consideration. These are some exceptional product(s) and Sparrow could lose significant revenue. I hope that you would reimburse or compensate for the potential losses?"

"I understand. We don't expect your company to prevent the sale of these highly exceptional products without some financial incentive. I'm afraid to say, however, that Russia is not currently in the best financial situation and we would not be able to reimburse you for each order of strategic bombers and MiG-31s that Sparrow receives. But I'm certain that we would be able to work out some type of compensation that would work well for both parties. As you have stated, other states have asked you similar things to what Russia is asking of you now. In their cases what have the two of you worked out in the form of compensation? Perhaps Russia would be able to provide the same, or at the very least, something similar?

Or, perhaps Russia would be able to give Sparrow temporary access to certain products to replace the loss of the strategic bombers and the MiG-31s from Sparrow's catalog?"

Such a request would be irresponsible, considering your financial records. Perhaps we can agree to a one-off payment dated for the future..." Alexander would pause for a moment, before resuming the call. "During the fall of the previous Government, we was in the process of opening up a branch for United Aircraft Corporation at the Kotelnicheskaya Embankment Building in Moscow. This would only be corporate offices, but you have much to benefit from our presence. If you would permit us, this will be compensation enough."

Which floor, or floors, and in which area of the building? Any information you give me will allow me to find the necessary documentation regarding it. Or, if you would prefer, we could re-discuss this corporate office right now. I also think it goes without saying that if opening up this corporate office is what you require as compensation, the Russian government will cover all the costs of this office: rent, business taxes, and so on."

"It's my understanding that the situation in Russia is unstable, with groups threatening to destabilize the government. Although we endeavour to open business operations in Moscow, we must wait until the region is free of violence. When such a time comes, we would like permission to design an open-space office over two (2) floors, including an attractive reception area. We wouldn't be making changes to the exterior, as the Kotelnicheskaya Embankment building has historical significance. Décor will be of a contemporary design, featuring live planting and natural materials. We have always been mindful of our impact on society and environment, leading the way forward in terms of environmental stewardship."

"I understand your concerns, however Moscow is entirely clear from violence and the armed communists who have caused recent turmoil have placed themselves beyond the Ural Mountains and into Siberia. I can assure you that the capital is safe of violence and will be until this situation is handled. But I understand if you are still reluctant in moving in. As long as the exterior of the building is not changed and none of the historical areas of the building are touched then you have permission to design an open-space office in Kotelnicheskaya."

Alexander would have been informed of Rosoboronexport during the conversation with Igor Sergeyev. He cleared his throat and continued "We have our reservations on whether Russia is able to manage internal violence, when your Government is all just emerging. These groups appear to be fractious, divided and violent. Even a small victory may threaten international peace when the fighting spills over into neighbouring states. We would like to offer support, but we have nothing of material value besides the contribution of our own private forces. A division of Sparrow that few are made aware of. This is a company of 100,000, trained to military standards.

Second to that, we must discuss the details of Rosoboronexport as we've heard that both Tupolev and Mikoyan-Gurevich are being catalogued. We're happy for these products to be produced domestically, but our investors don't have much to gain from their stock being advertised and sold by third-parties. As the current and sole representative for United Aircraft Corporation, we would prefer that all sales are routed to Sparrow industries."

"With all due respect, Mr. Smith, we will not allow for private militaries to wander through the streets of Russia. But, the offer is... appreciated. We are soon holding a summit between the Russian government and the leaders of the communist revolutionists. It is my hopes that, soon, things will return to normal - or at the very least return to peace.

Now, regarding Rosoboronexport. I understand your investors' concerns, however, the companies that are members of the United Aircraft Corporation still have many, many factories and offices within Russia. I fail to understand how your investors are unhappy with the orders for production that they receive from Russia - both for domestic and foreign uses. The more that these companies are active, the more their stocks are worth, no? However, investors enjoy seeing immediate changes and Russia understands this. With that said, I believe I have a proposal that would benefit all of us: Russia, Sparrow, UAC, and your investors.

Let's skip the formalities, and move forward with this Proposal. I recall you having an offer that you thought was beneficial for the pair of us ? I understand that your financial situation is more or less the same, not making any significant contribution to clearing the deficit . . . Obviously, compensation for predicted sales is not on the cards."

"Very well," the Minister stated, more than happy to skip all the bullshit after being on hold for some 10 months, "with the situation in Turkey and Saudi Arabia, I believe our proposal for Sparrow Industries to ban all sales of Russian bombers is more valid now than ever. Bombers are weapons used to cause damage, damage that is often accompanied by a lot of collateral. Additionally, as previously discussed, we would also like to extend this ban to the Mikoyan MiG-31 interceptor. However, unlike the bombers, we wish this aircraft to be banned because we believe it is paramount to Russia's national security and defense industry.

While we cannot offer money for the ban of the MiG-31, we are more than happy to discuss a deal that we would both be happy with. Have you any proposals you would believe fair?"
