Ministry of Defence
Message to Mexico
Private & Encrypted

To: Secretary of Defense, Gerado Clemente Vega
From: Minister of Defence, Igor Sergeyev

Dear Secretary Vega,

I hope you are doing well.

I am currently messaging you as my nation has a request for Mexico. As you know, the situation with Turkey is escalating. What you don't know is that the Imperial Navy is currently in open combat with the Turkish Navy. We have fired upon their ships and various land targets throughout the coastal areas of the Black Sea. With that said, we are attempting to secure funds to begin building more vessels to join our Black Sea Fleet. Russia was hoping that the nation of Mexico would be willing to offer us these funds, which we would pay back once the war is over.

We are looking for a total of 1,800,000,000.00$ to aid us in this endeavor. Would it be possible to discuss a potential deal for these military funds?

Kindest Regards,
Igor Sergeyev
Minister of Defence
Russian Empire

Dear Minister Sergeyev,

I have been tracking what I could of the war from the news, and it is looking like a stalemate, I hope this war can come to a close soon. Although the Mexican Government has remained neutral in this war, with the exception of closing their embassy in Turkey, I am confident that the ICJ will make them pay for their war crimes. I understand the cost of war, having fought against the cartels back in the 80s, and fighting in many other skirmishes in the early 90s.

I have spoken to the Secretary of Finance and Public Credit, and I do have the budget to afford you this loan. However, there are some things I would like to discuss that perhaps we could throw into this loan deal. The current budget this year for Mexico's Defense is resting at 16 billion USD. Currently we have spent or plan to spend about 12 billion USD, between equipment and paychecks for this year, and a scientific defense facility. Perhaps a conference call could be arranged to discuss this matter further. I would fly to Moscow to discuss this business, but I am currently tied up with matters in Mexico that would make it impossible for me to travel.

Best Regards,

Gerado Vega

Dear Secretary Vega,

I can assure you the war is not a stalemate. Things have been slow to move, however. Sadly, we do not believe that the International Court of Justice will act quickly enough to save the Jewish minority (and possibly other minorities) within Turkey. They have already murdered nine-thousand of them and we will not stop our war effort until the current Turkish government collapses. I hope this is something you understand, another Adolf Hitler is not something we can allow to stand.

I would highly advise against coming to Moscow in person. Turkey has used ballistic missiles in the past and they may do so against Russian cities.

I am available for a conference call anytime, Secretary Vega.

Kindest Regards,
Igor Sergeyev
Minister of Defence
Russian Empire

With the e-mail sent, the Defense Minister would remain in his office, awaiting the contact from the Mexicans.

A Conference call would be placed between Minister of Defence Igor Sergeyev and Secretary Defense Gerado Clemente Vega on a secure and encrypted video call. The call would behave a bit of static and a 2 minute delay.
