We understand that the situation in that country is rather unstable in relation to some neighbours and a conflict might be on the horizon. We have sold equipment to Romania before, but that was before the information of a possible armed conflict. With a new order just received, we wanted to have your clearence before proceding with the sale.

"They can have the 2S4 Tyulpan. But the S-300 we don't want used against us. We have two options. Either say you are unable to get the parts to assemble the s-300 at the moment, or we put a kill switch in it. Romania is too volatile to entrust with a S-300 so close to us. Offer them something more... dated. Like the S-200, specifically the S-200VE "Vega-E" (SA-5b)."
