On behalf of the Government of the Russian Federation, I extend our sincere congratulations on the establishment of the Celestial Empire and the assumption of office by Your Excellencies. This historic moment marks the renewal of a great civilization's political and cultural destiny, and we honor the vision and resolve that have guided the people of China through this transformative chapter.
Russia and China are bound by centuries of shared borders, mutual respect, and a complex but ultimately fruitful history of cooperation. From the Treaty of Nerchinsk in 1689 to the modern-day comprehensive strategic partnership, our nations have stood at pivotal moments in global affairs sometimes side by side, always aware of the weight of history and the promise of the future.
In the face of growing global instability, intensified geopolitical competition, and unilateral coercive measures imposed by Western powers, we believe it is imperative for our two nations to work in closer coordination. The establishment of the Celestial Empire presents a new opportunity to recalibrate our partnership and lay the foundation for a multipolar world order based on sovereignty, balance, and mutual respect.
We therefore propose the convening of a high-level bilateral meeting at your earliest convenience either in Moscow or in the capital of the Celestial Empire to discuss a renewed framework for cooperation in the political, economic, defense, and technological spheres.
This proposed dialogue could serve as the cornerstone of a broader Eurasian vision: one that resists external domination, safeguards cultural identities, and ensures that emerging centers of power are given their rightful voice on the world stage.
